| Abstract: | Athwart elimination of population through selection must be thorou ghly and dynamically understood and stopped in order to improve population quali ty and turn "population" into "manpower". Education is one of the key measures . The improvement in medicine, sanitation and environment become more important. B ut anyway the high-learned can not be encouraged to bear more children, and the birth of the rural population can not be restricted. |
