Capital is the basis of future development and regulative reform is needed to guarantee success. The government needs to develop innovative regulative solutions to reducing discriminative measures against rural residents, to better performing its functions of regulation and supervision and to alleviating severe shortages of financial, technical and human resources facing medical care in rural areas.
