The Value of Procedural Ethics in Solving the Ethical Dilemmas of the COVID-19 Pandemic

Ethical procedure refers to the process of ethical decision-making,defending,evaluating and reviewing.Procedural ethics is the behavioral process ethics that makes ethical decisions in time or space order.The procedural ethics leads people to follow the morality of "what to do" and "how to do",which is conducive to the realization of moral norms and substantive ethics.Prevention and control measures on COVID-19 domestic and overseas have created some new ethical controversies,such as whether to take active prevention and control measures,whether these measures moderately limit people's rights,and how to justly distribute the health resources,etc.Procedural ethics requires people to solve these dilemmas through processes of ethical decision-making,defending,evaluation and review,and to follow some ethical requirements in these processes,for example,information disclosure,determine measures along with communication and discussion,and ethical decisions along with review and investigation.
