Besides problems of the financial cost of services to patients,the problems of equity and distribution of services in health care are the serious problems in Amerian society.In Amerian,the poor whoever live in urban or rural areas are medically disadvantaged as they are economically disadvantaged.Another segment of society particularly affected by problems of equity is that the large number of Americans do not have health insurance,most of them is in living in or near poverty.The American system of health care delivery is not evenly distributed geographically,and primary care or family practitioners are underrepresented among physician.The physician shortage is not limited to rural areas,it also extends into certain urban locales.
