| Abstract: | one of characteristics of administrative responsibility is morality. Ethic factor is a core point in the course of a choice of executive behavior. Administrative ethical dilemmas is a kind of special case which a choice of executive behavior often barges up against. They often appear at one time. So when we refer administrative ethical dilemmas we have to relate to a choice of executive behavior. |
