| 摘 要： | 《管子》认为,治理国家既要采用怀柔政策,主张为政者"先之以德",通过整饬四维来形成良好的社会风尚;又强调"法不可不审",主张通过严刑峻法来树立君主的权威,赏罚严明,使人们严格遵守各项法令制度,坚持"且怀且威",礼法并重,其思想对现代社会有很好的启迪意义。

| Abstract: | Guan Zi proposes that governing should be done through intergrating morality with laws. On the one hand, monarchs should emphasize morality and should establish an ideal social climate of ruling by consolidating the so--called ＂4--dimensions＂： sense of propriety, justice, honesty and honour; on the other, monarchs should never ignore the role of harsh legislation, because only by being strict and impartial in giving out rewards and punishments will the majesty of a monarch be achieved and will people being ruled obey various laws and rules. In one word, pacifying should be integrated with deterring. The author believes this thought of governing has significant implications to modern society. |
