从医生视角剖析多点执业业内遇冷的原因

多点执业作为新医改的一项重要探索, 有利于改变我国医疗资源高度集中和看病难的现状, 但政策在推行中却遭到医生的冷遇。为探究阻碍医生对多点执业的原因, 通过深入分析和总结当前一些地区多点执业的试点情况, 发现医生对多点执业的顾虑主要来自法律制度、人事制度、医疗安全、自身因素等方面。因此, 为更好地推行多点执业政策, 必须妥善解决这些问题, 进行政策上的完善和制度上的改革, 如改革人事制度、加强监管、实现民营医院与公立医院合作等。

Analysis on Obstructive Factors in Licensed Physicians' Multi-site Practice from Doctors' Perspective

As an important move of new medical reform, multi-site practice, potentially alleviating the centralization of medical resources and the difficulties to access medical services, suffers from unfavorable implementation among doctors.This article analyzed the status of some pilot regions, and concluded the obstructive factors mainly lie on legal system, personnel system, medical safety and doctors themselves.In order to implement the policy of multi-site practice smoothly, these problems must be handled by policy improvement and system reform, such as reform personnel system, strengthen supervision and management, and make privately-run hospital cooperate with public hospital.
