Institution: | EDNA ULLMANN-MARGALIT is professor of philosophy at the Hebrew University of Jerusalem and a member of its Center for Rationality and Interactive Decision Theory. She recently edited Reasoning Practically;(Oxford University Press, 2000). She and Cass R. Sunstein have previously co-authored "Second-Order Decisions,"Ethics, (1999) and "Solidarity Goods,"The Journal of Political Philosophy (2001). This is her first contribution to Philosophy &Public Affairs. CASS R. SUNSTEIN is Karl N. Llewellyn Distinguished Service Professor in the law school and department of political science at the University of Chicago.
