| Abstract: | Guan Zi puts much emphasis on ruling the state not only by law,but also by virtue as a basis of a state's existence.It tells its readers that a proper combination of these two and the application of such a combination in governing are of great importance.These ideas are the features of the unique ruling theory of Qi Legalists in the Warring States Period. |
