The thoughts mainly refers to two connotations：first, attaching importance to discipline value of social norms , advocating construction of harmonious social order through conduct of righteousness , which aims to ensure orderly operation of society; second, stressing on people roles in social development , maintaining governing principle of ＂all to people＂, which to achieve harmony development of society.
