Social Factors of Restricting Chinese to Renew Eyesight by Cataract Operations

There is about 20 million people lost their vision just because of cataract, and the number of low vision by cata- ract is three times more than that gets to 60 million. Cataract surgery can restore normal or some useful vision. It is an effective measure of eye care scale in the different environment that the number of cataract operations （cataract surgery rate） is calculated in per million people every year. There is big significant different rate of cataract between different countries or in different regions. The highest rate is 16,000 cases/million in Belgium. In our country, there are 448.7 cases/million base upon statistics in 2004. According to the policy which made by Ministry of Health of China, the rate of cataract surgery will reach to 700 cases/million in the next 5 years, 2006--2010. This difference is constrained by the host country and the patient＇s own economic and cultural degrees and other social factors, even if it has surgery services. It is difficult to be useful. This paper reviewed retrospectively on prevention of blindness in 20 years, Liaoning Province and Dalian City, discussing the cataract operations from the constraints of social factors.
