Scientific misconduct includes the fabrication, falsification, and plagiarism (FFP) of concepts, data or ideas; some institutions in the United States have expanded this concept to include “other serious deviations (OSD) from accepted research practice.” It is the absence of this OSD clause that distinguishes scientific misconduct policies of the past from the “research misconduct” policies that should be the basis of future federal policy in this area. This paper introduces a standard for judging whether an action should be considered research misconduct as distinguished from scientific misconduct: by this standard, research misconduct must involve activities unique to the practice of science and must have the potential to negatively affect the scientific record. Although the number of cases of scientific misconduct is uncertain (only the NIH and the NSF keep formal records), the costs are high in terms of the integrity of the scientific record, diversions from research to investigate allegations, ruined careers of those eventually exonerated, and erosion of public confidence in science. Existing scientific misconduct policies vary from institution to institution and from government agency to government agency; some have highly developed guidelines that include OSD, others have no guidelines at all. One result has been that the federal False Claims Act has been used to pursue allegations of scientific misconduct. As a consequence, such allegations have been adjudicated in federal courts, rather than judged by scientific peers. The federal government is now establishing a first-ever research misconduct policy that would apply to all research funded by the federal government regardless of which agency funded the research or whether the research was carried out in a government, industrial or university laboratory. Physical scientists, who up to now have only infrequently been the subject of scientific misconduct allegations, must nonetheless become active in the debate over research misconduct policies and how they are implemented since they will now be explicitly covered by this new federal wide policy. This paper discusses ten lessons learned since 1989 about handling allegations of scientific misconduct involving biomedical and behavioral research supported by the U. S. Public Health Service. An earlier version of this paper was presented at a symposium, Scientific Misconduct: An International Perspective, organised by The Medical University of Warsaw, 16 November, 1998. The opinions expressed herein are those of the author and do not necessarily represent the views of the Office of Research Integrity, the U.S. Department of Health and Human Services, or any other federal agency.  相似文献

There is a strong need of a reasoned defense of what was known as the “independence” position of the science–religion relationship but that more recently has been denigrated as the “accommodationist” position, namely that while there are parts of religion—fundamentalist Christianity in particular—that clash with modern science, the essential parts of religion (Christianity) do not and could not clash with science. A case for this position is made on the grounds of the essentially metaphorical nature of science. Modern science functions because of its root metaphor of the machine: the world is seen in mechanical terms. As Thomas Kuhn insisted, metaphors function in part by ruling some questions outside their domain. In the case of modern science, four questions go unasked and hence unanswered: Why is there something rather than nothing? What is the foundation of morality? What is mind and its relationship to matter? What is the meaning of it all? You can remain a nonreligious skeptic on these questions, but it is open for the Christian to offer his or her answers, so long as they are not scientific answers. Here then is a way that science and religion can coexist.  相似文献

“Natural philosophy” is an important term from the history of science because it was used to describe the study of nature during medieval and early modern Europe. This article gives an overview of the history of natural philosophy, since the use and eventual disuse of the term helps one to understand the emergence of modern science. Following a suggestion by the historian of science Peter Dear, I argue that the term deserves to be rehabilitated because it draws attention to the complexities of scientific theorizing. The article concludes with an argument that the field of science and religion should be seen as an updated version of natural philosophy.  相似文献

The leading ethical position on placebo-controlled clinical trials is that whenever proven effective treatment exists for a given condition, it is unethical to test a new treatment for that condition against placebo. Invoking the principle of clinical equipoise, opponents of placebo-controlled trials in the face of proven effective treatment argue that they (1) violate the therapeutic obligation of physicians to offer optimal medical care and (2) lack both scientific and clinical merit. We contend that both of these arguments are mistaken. Clinical equipoise provides erroneous ethical guidance in the case of placebo-controlled trials, because it ignores the ethically relevant distinction between clinical trials and treatment in the context of clinical medicine and the methodological limitations of active-controlled trials. Placebo controls are ethically justifiable when they are supported by sound methodological considerations and their use does not expose research participants to excessive risks of harm.  相似文献

The research focused on the development of scientific production measurements implies a detailed and quite accurately procedure to avoid errors and misinterpretations by third parties. The use of public researcher profiles such as the Researcher ID among others, may appeal to simplify the process of direct search on databases. The purpose of this research is to analyze the Researcher ID profile as an indicator of scientific productivity in a sample of 8 Spanish professors of Personality, Evaluation and Psychological Treatment area and compare these professors searching them in the Web of Science, also respond to a disagreement generated from a previous study published in Psicothema and culminated in a letter, as that there are unfounded arguments exposed. The results show that there are inaccuracies in the Researcher ID's and therefore cannot be used as an indicator of scientific production, since this tool allows to include any record type (letters, meeting abstracts, etc…) even unrelated content to the Web of Science. These findings are discussed a view to the disagreement and previously mentioned and generated in Psicothema.  相似文献

Improving scientific literacy requires examining both what people believe about scientific issues and why they hold those beliefs. We examined how people justified their agreement with statements regarding evolution, climate change, genetically modified foods, and vaccinations. Participants rated their level of agreement with statements reflecting the scientific consensus on these topics, then responded to open-ended questions asking them to justify their position and to generate challenges to their belief. Responses to individual difference measures allowed us to assess the relationship between participants’ positions on these scientific issues and cognitive style, conspiracy ideation, religious service attendance, and political ideology. Qualitative analyses revealed inconsistent and topic-specific patterns of reasoning. Additionally, greater agreement with scientific conclusions was related to a greater predisposition towards analytical thinking and stronger self-reported political liberalism. These findings provide a next step for better understanding why some individuals reject science and for developing more effective means of improving science acceptance.  相似文献

This paper addresses the radical departure of late Bion's and Winnicott's clinical ideas and practices from traditional psychoanalytic work, introducing a revolutionary change in clinical psychoanalysis. The profound significance and implications of their thinking are explored, and in particular Bion's conception of transformation in O and Winnicott's clinical‐technical revision of analytic work, with its emphasis on regression in the treatment of more disturbed patients. The author specifically connects the unknown and unknowable emotional reality‐O with unthinkable breakdown (Winnicott) and catastrophe (Bion). The author suggests that the revolutionary approach introduced by the clinical thinking of late Bion and Winnicott be termed quantum psychoanalysis. She thinks that this approach can coexist with classical psychoanalysis in the same way that classical physics coexists with quantum physics.  相似文献
