Although the field of risk assessment has made tremendous advances in the past 20 years, assessments of targeted violence continue to pose a significant challenge to law enforcement, mental health, and other professionals. These specific and critical assessments require an innovative approach. The threat assessment model, developed and refined by the U.S. Secret Service, provides a useful framework for thinking about assessments of potential for targeted violence. In this paper, we attempt to define this approach as it has been developed by the Secret Service, and apply it within the existing professional/scientific literature on risk assessment. We begin with a brief review of existing models and approaches in risk assessment, and identification of some gaps in our existing knowledge as it relates to assessments of targeted violence. We then proceed with an outline of the threat assessment approach, including a review of principles and guiding operational questions, and discussion of its use in assessment of targeted violence.  相似文献

Recent increases in domestic and international acts of extremist violence perpetrated against American citizens have prompted an increased need for information to help understand and evaluate the threat posed to U.S. targets by extremist groups and their individual members. The purpose of this paper is to (i) suggest the potential relevance of social psychological research on group behavior for understanding and assessing threats of extremist group violence; and, (ii) encourage more systematic research on group violence to further inform assessments of group risk. Approaching the issue from the levels of group behavior, and of individual behavior within a group context, the article summarizes research on key principles of group behavior, and the effects of group membership on individual behavior; proposes specific questions derived from these principles for consideration in evaluating risk for violence by groups, and by individuals influenced by groups; and suggests further research needs.  相似文献

This study replicates and extends studies of the Massachusetts Youth Screening Instrument, Version 2 (MAYSI-2) in a sample of 479 urban, rural, and suburban 12–16 year old youths (68% boys; 41% African American, 23% Latino) consecutively admitted to juvenile detention centers. Six principal components replicated the MAYSI-2 factor-analytically-derived subscales except for Depression/Anxiety, and suggested modifications of specific items in each sub-scale. Findings supported the internal consistency and validity of the modified MAYSI-2 sub-scales. Few gender differences emerged, except that girls reported higher levels of hopelessness and trauma than boys. Five sub-groups were identified based on component profiles: (1) non-clinical, (2) addiction, somatic problems, and suicidality, (3) anger problems, (4) thought disturbance, and (5) addiction and traumatic stress. The findings support the validity of the MAYSI-2 for juvenile justice mental health screening while highlighting possible refinements in scoring in order to identify delinquent youths with distinctive psychosocial risks and needs.  相似文献

The challenge of “lone offender” terrorism is a serious one for law enforcement and security services around the world. Though the tactic has been used for hundreds of years, the rising number—in some countries—and diversity of “lone” attacks are increasingly troublesome. Attempts to clearly define the phenomenon, however, have been rather elusive. In this review, we suggest that viewing the dimensions of lone offender terrorism along a continuum, rather than forcing categorical distinctions, may provide a useful approach for classifying or analyzing lone offender attacks. We introduce three dimensions as a starting point for discussion—Loneness, Direction, and Motivation—and attempt to illustrate how these dimensions are linked to key investigative questions as a potential attacker proceeds on a pathway from idea to action.  相似文献

Abstract

A great deal of attention has been given to the issue of stress in law enforcement and its impact on individual officers. However, the literature has not equally addressed the effects of police work on officers' relationships. This paper reviews three primary ways in which law enforcement can affect relationships (organizational influences, peer/socialization influences, and police role influences). It identifies some common difficulties encountered by these couples, and provides some basic goals and strategies for engaging them in treatment and addressing these issues in couples therapy.  相似文献

Al-Qaeda is widely regarded by the military, law enforcement, diplomatic, and intelligence communities as being the foremost threat to U.S. national security and safety. The nature of this threat, however, has changed since al-Qaeda first emerged in the late 1980s. This article describes the emergence of a new form of transnational terrorism and details al-Qaeda's progression from being an organization to an ideological movement. Drawing on a theory of social movements, we analyze its trajectory and the levels of influence. We also offer a behavioral perspective in explaining how al-Qaeda has adapted as a learning organization with new leadership, tactics, and patterns of recruitment and training.  相似文献

In this study, we sampled sworn police officers from three law enforcement agencies (n=452), each of which had different system responses to mentally ill people in crisis. One department relies on field assistance from a mobile mental health crisis team, a second has a team of officers specially trained in crisis intervention and management of mentally ill people in crisis, and a third has a team of in-house social workers to assist in responding to calls. Calls involving mentally ill people in crisis appear to be frequent and are perceived by most of the officers to pose a significant problem for the department; however, most officers reported feeling well prepared to handle these calls. Generally, officers from the jurisdiction with a specialized team of officers rated their program as being highly effective in meeting the needs of mentally ill people in crisis, keeping mentally ill people out of jail, minimizing the amount of time officers spend on these calls, and maintaining community safety. Officers from departments relying on a mobile crisis unit (MCU) and on police-based social workers both rated their programs as being moderately effective on each of these dimensions except for minimizing officer time on these calls where the MCU had significantly lower ratings. © 1998 John Wiley & Sons, Ltd.  相似文献

Although significant advances in risk assessment research and practice have been made in recent years, there has not been any analysis in the professional literature regarding how and whether the emerging practice recommendations apply in Tarasoff-type situations. We suggest that, when faced with a Tarasoff-type situation, the appraisal of risk should be guided by a method that is primarily fact-based and deductive, rather than by the more inductive risk assessment approach for general violence recidivism, which is guided primarily by base rates and historical risk factors. We review the principles underlying a fact-based, or threat assessment, approach and outline six areas of inquiry that can guide the appraisal of risk: A-attitudes that support or facilitate violence, C-capacity, T-thresholds crossed, I-intent, O-other's reactions, and N-noncompliance with risk reduction interventions.  相似文献
