中国特色社会心理服务体系建设的路径分析

社会心理服务体系作为培育良好社会心态的公共服务体系，有着公共服务体系具有的基本特征：普惠性、公平性和动态性。同时，作为社会治理体系的有机组成部分，这个体系的功能是促进社会治理现代化和科学化，营造和谐的社会心态。中国特色社会心理服务体系建设需要立足我国国情，注重以下方面：党政集中统一领导、针对性的心理服务内容、多元化的心理服务载体、专兼职互补的心理服务队伍、循序渐进的建设重点。     

Religion and Public Opinion Toward Same‐Sex Relations,Marriage, and Adoption: Does the Type of Practice Matter?

This study examines how religion's impact on Americans’ attitudes toward same‐sex practices varies by the type of practice being considered. We theorize that same‐sex romantic and family practices such as sexual relations, marriage, and adoption represent distinct practice types, differing in degrees of legality, cultural legitimacy, and in their internal power dynamics. Consequently, we expect that Americans view each practice type somewhat differently and their opinions on each may be influenced by religion in distinctive ways. Drawing upon national‐level data, we estimate and compare the relative net effects of a comprehensive battery of religious measures on support for gay sex, marriage, and adoption, both for the full sample and across religious traditions. Analyses demonstrate that public opinion toward gay sexual relations is more strongly related to religious practice and theological conservatism compared to attitudes regarding same‐sex marriage or adoption. Moreover, frequent religious practice and conservative theological beliefs about the Bible tend to be more strongly associated with attitudes toward same‐sex relationships for evangelicals, compared to mainline Protestants and, to a lesser extent, Catholics. Findings ultimately affirm that the type of same‐sex practice being considered (sex, marriage, or adoption) serves to moderate religions’ impact on Americans’ support for such practices.     

Race,Religion, and Anti‐Poverty Policy Attitudes

Using the 2008 National Politics Study, the present study indicates that while African Americans are more likely than whites to hear sermons about poverty and other political issues, hearing such sermons more consistently associates with support for anti‐poverty government programs among non‐Hispanic whites than among both African Americans and Hispanics. The racially/ethnically marginalized status of blacks and Hispanics may contribute to these groups being more receptive than whites to religious messages emphasizing social inequality. The contrasting racial experiences of dominance and marginalization may also help explain why hearing politicized sermons is more meaningful to the progressive social welfare attitudes of whites than to African Americans and Hispanics. This expectation is rooted in the heightened variability of perspectives among whites and their religious organizations regarding the government's role in aiding the economically disadvantaged. Conversely, the vast majority of blacks and Hispanics support the government helping individuals who fallen upon hard times. The greater variability in opinion among whites may also allow for greater differences in opinion to emerge between whites who attend relative to those outside of religious congregations led by clergy emphasizing spiritual and political solidarity with the poor than is the case for African Americans and Hispanics.     

Online counselling in secondary schools: would students seek help by this medium?

Students in secondary schools experience problems that can impact on their well-being and educational outcomes. Although face-to-face counselling is available in most Australian secondary schools, many students, particularly boys, do not seek appropriate help. Research suggests that online counselling can be effective and increase engagement. This study of 215 secondary school students sought to assess students' intention to use online counselling if it was made available in schools. The results found no gender difference in the likely intentions to seek online help though year level was significant and students experiencing psychological distress had a preference for online counselling. If students did use online counselling it was more likely they would discuss sensitive topics rather than for career issues. Implications for school counselling are discussed.     

Sexual Nature? (Re)presenting Sexuality and Science in the Museum

The past 15 years have seen dramatic changes in social norms around sex and sexuality in the UK and worldwide. In 2011, the London Natural History Museum (NHM) contributed to these debates by opening the temporary exhibition Sexual Nature, which aimed to provide ‘a candid exploration of sex in the natural world’ whilst also drawing in an under-represented audience of young adults. Sexual Nature provides an opportunity to explore Macdonald's ‘politics of display’ in the mutual construction of (public) scientific knowledge, society and sexuality, at a time of intense contestation over sexual norms. Whilst Sexual Nature both reflected and contributed to major reframings of sexuality and what science can say about it, the assumption that it would be possible to present this topic as morally neutral, reliable and uncontested, in line with traditions of public science, proved to be problematic. The language of the exhibition moved back and forth between human/animal similarity and difference, and between scientific and cultural tropes as the NHM tried to maintain epistemic authority whilst also negotiating the moral boundaries of acceptable sexual behaviour. The topic of sex pushed the museum far beyond its usual expertise in the natural sciences towards the unfamiliar territory of the social and human, resulting in an ad hoc search for, and negotiation with, alternative sources of expertise. Boon et al.’s co-curation approach to exhibition building has the potential to extend the NHM's audience-driven strategy, whilst also producing a more coherent and nuanced exhibition about the science of sex.     

Not Just “Study Drugs” for the Rich: Stimulants as Moral Tools for Creating Opportunities for Socially Disadvantaged Students

An argument in the cognitive enhancement literature is that using stimulants in populations of healthy but socially disadvantaged individuals mistakenly attributes pathology to nonpathological individuals who experience social inequalities. As the argument goes, using stimulants as cognitive-enhancing drugs to solve the social problem of poorly educated students in inadequate schools misattributes the problem as an individual medical problem, when it is really a collective sociopolitical problem. I challenge this argument on the grounds that not all types of enhancement have to be explained in medical terms, but rather at least one conception of enhancement can be explained in social terms—opportunity maintenance. Therefore, I propose that as a moral requirement we ought to explore whether stimulants could be a means of remedying underprivileged children's experiences of social inequalities that are borne from inadequate schools for the sake of increasing their chances for opportunities and well-being.     

Withdrawing Versus Withholding Freedoms: Nudging and the Case of Tobacco Control

Is it a stronger interference with people's freedom to withdraw options they currently have than to withhold similar options they do not have? Drawing on recent theorizing about sociopolitical freedom, this article identifies considerations that often make this the case for public policy. However, when applied to tobacco control, these considerations are shown to give us at best only very weak freedom-based reason to prioritize the status quo. This supports a popular argument for so-called “endgame” tobacco control measures: If we believe that cigarettes would and should be withheld from entering markets in hypothetical scenarios in which they do not yet exist, then we also have reason to seek their abolition in situations, such as ours, in which cigarettes do exist—if necessary by banning their sale. The same considerations are then used to disarm objections that have recently been raised to using nudges in public policy.     

Disciplinary Practices in Nebraska's Public Schools

Increasing rates of youth violence and crime have exerted pressure on schools to maintain an orderly learning environment. Exclusionary measures, a common disciplinary procedure, however, have been under intense scrutiny. Our study examined disciplinary practices in elementary and secondary schools by surveying building administrators. Findings indicate strong correlation between level (secondary) and size of school, and socioeconomic status of students and rates of disciplinary actions; significant differences between school levels on disciplinary action for similar offenses and on availability of support programs; and differences in beliefs between elementary and secondary level administrators on the consequences of exclusionary actions.     

Disproportionate Representation in Special Education: A Synthesis and Recommendations

Disproportionate representation of minority students in special education remains a very controversial, unresolved issue. This synthesis summarizes historical perspectives and current knowledge about disproportionate representation with respect to: (a) definitions of disproportionate representation and related issues of interpretation; (b) national and state-level estimates of disproportionality for four ethnic groups; (c) legal, policy, research and teacher education responses to disproportionality; and (d) hypothesized causes and predictors of disproportionality. Authors stress the need for: coherent and well-articulated conceptual frameworks, responsible use and representation of data, research dialog that is informed by appreciation of the complex sociopolitical history and current context, and the need for effective advocacy to improve the educational success of minority students.
