Is it a stronger interference with people's freedom to withdraw options they currently have than to withhold similar options they do not have? Drawing on recent theorizing about sociopolitical freedom, this article identifies considerations that often make this the case for public policy. However, when applied to tobacco control, these considerations are shown to give us at best only very weak freedom-based reason to prioritize the status quo. This supports a popular argument for so-called “endgame” tobacco control measures: If we believe that cigarettes would and should be withheld from entering markets in hypothetical scenarios in which they do not yet exist, then we also have reason to seek their abolition in situations, such as ours, in which cigarettes do exist—if necessary by banning their sale. The same considerations are then used to disarm objections that have recently been raised to using nudges in public policy.  相似文献

Disproportionate representation of minority students in special education remains a very controversial, unresolved issue. This synthesis summarizes historical perspectives and current knowledge about disproportionate representation with respect to: (a) definitions of disproportionate representation and related issues of interpretation; (b) national and state-level estimates of disproportionality for four ethnic groups; (c) legal, policy, research and teacher education responses to disproportionality; and (d) hypothesized causes and predictors of disproportionality. Authors stress the need for: coherent and well-articulated conceptual frameworks, responsible use and representation of data, research dialog that is informed by appreciation of the complex sociopolitical history and current context, and the need for effective advocacy to improve the educational success of minority students.  相似文献

Those who conduct integrated assessments (IAs) are aware of the need to explicitly consider multiple criteria and uncertainties when evaluating policies for preventing global warming. MCDM methods are potentially useful for understanding tradeoffs and evaluating risks associated with climate policy alternatives. A difficulty facing potential MCDM users is the wide range of different techniques that have been proposed, each with distinct advantages. Methods differ in terms of validity, ease of use, and appropriateness to the problem. Alternative methods also can yield strikingly different rankings of alternatives. A workshop was held in which climate change experts and policy makers evaluated the usefulness of MCDM for IA. Participants applied several methods in the context of a hypothetical greenhouse gas policy decision. Methods compared include value and utility functions, goal programming, ELECTRE, fuzzy sets, stochastic dominance, min max regret, and several weight selection methods. Ranges, rather than point estimates, were provided for some questions to incorporate imprecision regarding weights. Additionally, several visualization methods for both deterministic and uncertain cases were used and evaluated. Analysis of method results and participant feedback through questionnaires and discussion provide the basis for conclusions regarding the use of MCDM methods for climate change policy and IA analyses. Hypotheses are examined concerning predictive and convergent validity of methods, existence of splitting bias among experts, perceived ability of methods to aid decision‐making, and whether expressing imprecision can change ranking results. Because participants gained from viewing a problem from several perspectives and results from different methods often significantly differed, it appears worthwhile to apply several MCDM methods to increase user confidence and insight. The participants themselves recommended such multimethod approaches for policymaking. Yet they preferred the freedom of unaided decision‐making most of all, challenging the MCDM community to create transparent methods that permit maximum user control. 本研究采用"投注—反馈"的虚拟赌博游戏范式,通过2个实验分别检测个体在评价自己决策结果 (实验1)和观察他人决策结果 (实验2)过程中赌注大小(即参照点)对大脑活动的影响。结果发现:(1)体验自我决策结果时,输钱比赢钱诱发更负的FRN,仅有一个负反馈(-10元)表现出以赌注为界的分离,且相对效价一样的反馈值诱发的FRN差异不显著;(2)体验他人决策结果时,无论输赢,有赌注比无赌注诱发的FRN更负;而且相对效价相同的反馈值诱发的FRN差异不显著。据此可以认为,FRN一定程度上反映了以赌注为基准的主观标准对社会信息的评价判断:自我体验中的个体对损失的敏感度远高于收益;而替代体验中的个体更倾向于将"损失更多"看作一种负性结果。  相似文献

An ‘outcome effect’ refers to the phenomenon whereby performance evaluations of decision makers are affected by the outcomes of those decisions. Although some consider such an effect to be a judgmental error, judgment by outcomes may not be dysfunctional when the evaluator does not know how the decision maker chose his or her action. In such situations, outcomes may provide some noisy information about decision quality. We test whether an outcome effect will still occur when the decision methodology and quality are more explicitly identified. Further, we test whether outcome controllability, a previously unexplored moderator variable, will have an impact on the outcome effect. Our first experiment, using undergraduates as subjects, shows that decision quality and controllability have an impact on performance evaluations but that the ubiquitous outcome effect still obtains. These results were replicated with experienced business people, except that controllability only affected their judgments in the case of negative outcomes. Past research has shown negative effects of chronic self-doubt on psychological and performance outcomes. Recent correlational evidence suggests that incremental beliefs about ability ameliorate certain self-doubt effects. The current research examines whether these correlational findings are robust when subjected to experimental testing. In Experiment 1, we manipulated beliefs about ability (incremental vs. entity) and demonstrated that changing beliefs about ability altered responses to self-doubt. For individuals primed with entity beliefs, higher self-doubt was associated with greater nervousness and poorer anagram performance; for individuals primed with incremental beliefs, self-doubt had no significant effects. Experiment 2 was a 2 (manipulated belief: incremental vs. entity) × 2 (self-doubt: doubt induction vs. control) factorial design. The result showed that self-doubt induction lowered self-esteem relative to control when people were primed with entity beliefs but did not affect self-esteem when incremental beliefs were primed. However, Experiment 1 results on affect and performance were not replicated in Experiment 2. Thus, although we provide some causal evidence that inducing individuals to adopt an ability-is-malleable mindset reduces the negative effects of self-doubt, further experimental work is required to study the moderating role of mindsets for self-doubt effects.  相似文献
