Failure to identify potential psychological vulnerabilities of people entering the Criminal Justice System continues to present a serious problem for the police and other agencies. This paper reviews some of the problems involved which include: the nature of the handicap itself, current guidelines and definitions, and somewhat arbitrary legal interpretations by the courts. An experiment is described in which police officers chose not to identify someone as vulnerable or ‘at risk’, despite information in all conditions having been biased towards eliciting a positive judgement.  相似文献

Tachograph recorders were installed in 224 vehicles of a metropolitan police department to monitor vehicle operation in an attempt to reduce the rate of accidents. Police sergeants reviewed each tachograph chart and provided feedback to officers regarding their driving performance. Reliability checks and additional feedback procedures were implemented so that upper level supervisors monitored and controlled the performance of field sergeants. The tachograph intervention and components of the feedback system nearly eliminated personal injury accidents and sharply reduced accidents caused by officer negligence. A cost-benefit analysis revealed that the savings in vehicle repair and injury claims outweighed the equipment and operating costs.  相似文献

We assessed the effects of posted feedback and warning ticket programs on speeding and accidents in two cities. In Experiment 1, speeding feedback signs were effective even when 10 were used in Dartmouth, Nova Scotia, and reductions in speeding were associated with reductions in accidents. The effectiveness of the signs was correlated with the number of intersections and residences within 0.5 km beyond them, and the signs had no effect on untreated streets. In Experiment 2, posted feedback and a warning program reduced speeding and accidents on 14 streets in Haifa, Israel.  相似文献

In the first decade of the 21st century, British policing faced two new challenges in how it responded to social diversity: As well as instituting reforms in response to a highly publicized report describing the British police as ‘institutionally racist’ (Macpherson, 1999 ), they faced challenges associated with rapid increases in numbers of immigrants into the UK. Studying social representations at such times of change allows access into processes, themes and value systems that may otherwise remain hidden. This paper uses social representations theory to explore interview accounts provided by regular police officers of interactions with members of minority groups. Empirically, we focus on an area of diversity policing that has received relatively little previous attention: Police work in a rural context that has recently played host to large numbers of migrant workers. Our analysis shows that interviews operate as a site of resistance in which respondents attempt to rework hegemonic representations of the police as prejudiced and to re‐present themselves and their work as able to respond appropriately to diversity. Fairness as a defining characteristic of good police practice is a central representational theme that links identity construction processes to police work with minority groups. Recent immigrant groups are represented as both needing and deserving help to assimilate into British culture: Their lack of acculturation and language difficulties provide additional challenges to police work and to how this is judged as ‘fair’. We discuss the broader origins and implications of police officers' understandings of fairness and the use of social representations theory to study representational fields within organizational settings. The effects of a carefully monitored and increased police patrol on the report of crime were examined in four patrol zones. Overall patrol movement was increased to four times normal levels and slow patrol movement (under 20 mph) to around 30 times normal levels for 10 days. The patrol was active in two zones between 9:00 a.m. and 5:00 p.m. and in the other two zones between 7:00 p.m. and 3:00 a.m. A multiple-baseline design and time-series statistical analyses showed statistically reliable changes in reported levels of Part I crime (such as robbery, burglary, and aggravated assault) during both night patrols, but not in the day patrols. In both night-patrol zones, there were also reliable increases from saturation patrol to postsaturation patrol in report of Part I crime after the night patrol was terminated. Neither of the day patrols showed significant crime report changes on termination. Despite statistically reliable decreases in report of crime during nighttime hours, the value of saturation patrolling as a crime-prevention technique was questioned on cost/benefit grounds.  相似文献

The effects and side-effects of a victim assistance project aimed at victims of burglary are experimentally evaluated. Key features of the programme included the provision of burglary prevention information by police officers during a personal interaction with the victim through a positive and limitative communication strategy. Results suggest that important programme goals (for example, stronger satisfaction with police performance, a more internal risk orientation concerning victimization, stronger preventive intentions) were met. One of the positive effects for which experimental support was found was an improvement in police-victim relations. As regards side-effects the programme led neither to response generalization, nor to increased fear of crime outside the home. However, the side-effects of increased fear in the home did occur in female victims and victims with an external risk-orientation. The implications for future victim assistance projects in this domain are finally discussed.  相似文献

The aim of the current research was to replicate Van Veldhuizen, Horselenberg, Landstrom, et al.’s (2017) vignette study among novice Estonian police cadets to map their interviewing skills. Sixty-one police cadets from the Estonian Academy of Security Sciences were asked to respond to one of four vignettes that contained fictitious asylum narratives. Two of the vignettes contained no evidence for the origin of the asylum seeker, and the other two contained no evidence for the claim of persecution. The cadets were asked to formulate five questions that would help them to assess the credibility of the applicant's claim. We coded the style, type, and content of the questions. Our analyses showed that, in line with best practice, the cadets mainly formulated open questions in an information-gathering style. A thematic analysis revealed that when a claim about origin was assessed, cadets typically formulated questions about life in the country of origin, identity documents, and the flight to Europe. When assessing a persecution claim, in contrast, they mostly formulated case-specific questions.  相似文献

This study sought to understand judgment errors by special police units such as those documented after the assault by the Bureau of Alcohol, Tobacco and Firearms on the Branch Davidians near Waco, Texas. The study examined the relation between personality traits, the cognitive organization of safety and survival skills, and past deadly force encounters in 131 tactical and command officers of Violent Crimes and Fugitives Task Forces, and as they executed live high‐risk arrest warrants in an all‐inclusive decision‐making simulation environment. Logistic regressions showed that getting shot on the job was related to very low neuroticism and low sensation (experience) seeking among officers. Getting shot in a deadly force encounter during a simulated team entry was also related to low neuroticism and low experience seeking. Making safety and survival errors in a simulated entry was positively related to toughmindedness in Task Force tactical officers but negatively related to toughmindedness in Task Force leaders. Principle components factor analysis of 27 self‐reported safety and survival competencies showed that, generally, TF leaders reasoned with higher cognitive processes of analysis and deliberation while tactical personnel reasoned more in terms of reactive and procedural knowledge. Getting shot during a simulated dangerous encounter was more likely to occur when there was a mismatch between task demands and an officer's preference of one knowledge system over another. It was speculated that the poor judgment by command staff at Waco might have been related to their use of a procedural knowledge system when higher cognitive processes were needed. Greater experience with executing arrest warrants would have triggered the recognition of a serious anomaly, which would have primed the use of higher cognitive processes.  相似文献
