The history of the regulation of animal research is essentially the history of the emergence of meaningful social ethics for animals in society. Initially, animal ethics concerned itself solely with cruelty, but this was seen as inadequate to late 20th-century concerns about animal use. The new social ethic for animals was quite different, and its conceptual bases are explored in this paper. The Animal Welfare Act of 1966 represented a very minimal and in many ways incoherent attempt to regulate animal research, and is far from morally adequate. The 1985 amendments did much to render coherent the ethic for laboratory animals, but these standards were still inadequate in many ways, as enumerated here. The philosophy underlying these laws is explained, their main provisions are explored, and future directions that could move the ethic forward and further rationalize the laws are sketched.  相似文献

Neuroscience and cognitive science seek to explain behavioral regularities in terms of underlying mechanisms. An important element of a mechanistic explanation is a characterization of the operations of the parts of the mechanism. The challenge in characterizing such operations is illustrated by an example from the history of physiological chemistry in which some investigators tried to characterize the internal operations in the same terms as the overall physiological system while others appealed to elemental chemistry. In order for biochemistry to become successful, researchers had to identify a new level of operations involving operations over molecular groups. Existing attempts at mechanistic explanation of behavior are in a situation comparable to earlier approaches to physiological chemistry, drawing their inspiration either from overall psychology activities or from low-level neural processes. Successful mechanistic explanations of behavior require the discovery of the appropriate component operations. Such discovery is a daunting challenge but one on which success will be beneficial to both behavioral scientists and cognitive and neuroscientists.  相似文献

Summary  Popper uses the “Humean challenge” as a justification for his falsificationism. It is claimed that in his basic argument he confuses two different doubts: (a) the Humean doubt (Popper’s problem of induction), and (b) the “Popperean” doubt whether – presupposing that there are laws of nature – the laws we accept are in fact valid. Popper’s alleged solution of the problem of induction does not solve the problem in a straightforward way (as Levison and Salmon have remarked before). But if Popper’s solution of the Humean challenge is re-interpreted as being close to Kant’s it makes sense. Even though Popper explicitly rejects Kant’s synthetic judgements a priori, it is claimed here that this is so because he misinterprets Kant’s argument. If he had understood Kant correctly he should have been a modern “Kantianer”!  相似文献

Smoking is the primary preventable cause of death, and yet 3,000 adolescents become smokers each day. Most adult smokers begin this deadly habit when they are under the age of 18, which is the minimum legal age for the purchase of cigarettes. The majority of adolescent smokers are able to purchase cigarettes even though laws prohibit the sale of cigarettes to minors. In the late 1980s, Woodridge, IL, became one of the first towns in the nation to demonstrate a significant reduction in the ability of youth to purchase cigarettes. Almost 2 years after passage of this legislation, the percentage of regular smokers among 7th- and 8th-grade students had been reduced from 16 to 5%. Seven-year follow-up data in a sample of high school youths indicate that youths living in communities with regular enforcement had significantly less smoking than those living in communities without regular enforcement. In particular, rates of regular smoking were 8.1% in communities with regular enforcement versus 15.5% in communities without regular enforcement. It is possible that adolescents who had restricted access to tobacco products were less likely to become regular smokers. These findings have important public health implications, particularly in light of recent federal legislation mandating that all states develop programs to reduce access of youth to tobacco products.  相似文献

Human rights activists repeatedly assert that the blasphemy laws of Pakistan are discriminatory and violate human rights guaranteed by both the Constitution of Pakistan and international treaties. However, supporters of the blasphemy laws vehemently disagree with this view. They argue that Pakistan's blasphemy laws are not discriminatory and apply equally to all citizens of Pakistan. In support of this, they offer the evidence that the majority of those accused of blasphemy belong to the Muslim community. This article examines this argument in the light of the experience of minorities living under Pakistan's blasphemy laws. While the blasphemy laws have undoubtedly affected all the minority groups in Pakistan to a greater or lesser extent, this article will focus on Christians and Ahmadis as these are the two minorities most affected by the blasphemy laws.  相似文献

This research explores the simultaneous role of two Self–Other relations in the elaboration of representations at the micro‐ and ontogenetic levels, assuming that it can result in acceptance and/or resistance to new laws. Drawing on the Theory of Social Representations, it concretely looks at how individuals elaborate new representations relevant for biodiversity conservation in the context of their relations with their local community (an interactional Other) and with the legal/reified sphere (an institutional Other). This is explored in two studies in Portuguese Natura 2000 sites where a conservation project calls residents to protect an at‐risk species. Study 1 shows that (i) agreement with the institutional Other (the laws) and meta‐representations of the interactional Other (the community) as approving of conservation independently help explain (at the ontogenetic level) internalisation of conservation goals and willingness to act; (ii) the same meta‐representations operating at the micro‐genetic level attenuate the negative relation between ambivalence and willingness to act. Study 2 shows that a meta‐representation of the interactional Other as showing no clear position regarding conservation increases ambivalence. Findings demonstrate the necessarily social nature of representational processes and the importance of considering them at more than one level for understanding responses to new policy/legal proposals. Ever since Plato's famous attack on artists and poets in Book 10 of The Republic, lovers of literature have felt pressed to defend poetry, and indeed from ancient times down to the present, literature and art have had to fight various battles against philosophy, religion, and science. After providing a brief overview of this conflict and then arguing that between poetry and science there are some noteworthy similarities—that is, that some of the basic mental structures with which the scientist studies the “text” of nature (facts, laws, theories) find their counterparts in ways an informed reader studies the poetic text, I develop what I see as the most important differences between poetry, on the one hand, and science, philosophy, and theology, on the other. These differences lie chiefly in two areas: (1) in the stance that each takes toward language itself and (2) in the stance each takes toward that ancient polarity between the one and the many. The aim of my argument is neither to privilege poetry over the other modes of knowing the world nor to grant, particularly to science in its reductive “objectivity,” a higher epistemological status than that accorded to poetry and the arts. Instead, I wish to argue that science, by pushing the boundaries of knowledge about the material world, shows the poet, as well as the theologian, some of the more important work to be done and that poetry, with its emphasis on the particular over the abstract and on the ambiguities and paradoxes of language as inherently metaphorical, serves science and religion by providing a caution against the naive acceptance of language as literal and the consequent enthrallment to the power of absolutes and totalizing abstractions.  相似文献
