传染性非典型肺炎 (SARS)是全球人类健康非常严重的威胁 ,是由一种新病毒———SARS冠状病毒引起的新发传染病。具有全球大流行的潜在可能。面对一种新发传染病做好宣传教育工作 ,动员全社会参与尤为重要 ,信息发布要选择合适的途径、合适的对象、合适的信息和合适的时间。即使暴发过去了 ,详细的流行病学及环境调查分析 ,会丰富我们的认识 ,并可防止疫情的蔓延和再次暴发。控制新发传染病不是局部问题 ,是超越地域及政府界限的 ,需要全球支持 ,国际合作与协调 ,共同努力把疾病控制在萌芽之中。 相似文献

Although now largely forgotten, the international language movement was, from the 1880s to the end of the Second World War, a matter of widespread public interest, as well as a concern of numerous scientists and scholars. The primary goal was to establish a language for international communication, but in the early twentieth century an increasing accent was placed on philosophical considerations: wanted was a language better suited to the needs of modern science and rational thought. In this paper, we examine the example of the English scholar C.K. Ogden's international language Basic English and his efforts to win the Vienna Circle philosophers Otto Neurath and Rudolf Carnap over to the project. Basic is shown to be an implementation of key ideas in Ogden's philosophy of language, ideas shared to a large extent with Neurath and Carnap. This we see through an examination of their unpublished correspondence, as well as through the collaboration that emerged between Ogden and Neurath, in which Neurath's Isotype, a system for graphically representing statistical data, became closely aligned with Basic. Through the ideas and endeavours we investigate here, we gain a new perspective on this crucial period in the history of analytic philosophy. 相似文献

This study seeks to determine if guidance and counseling: (a) lessons are provided to students; (b) services provided are adequate; (c) students are aware of guidance and counseling services provided; and (d) difficulties that counselors face in implementing the programme. A survey questionnaire was used to collect data from counselors in sampled schools. The instrument was pilot studied and modified before administration to the study sample. This study found that 90% of the participants indicated that they had some guidance lessons in their schools whilst 10% had none at all. These findings show that a significant minority of students have no guidance lessons in their schools. 相似文献

For more than two decades, international debate over a New World Communication and Information Order has called attention to the question of whether or not newspapers around the world are limited by the alleged dominance of the international news flow by the Western media. Looking at how six newspapers from around the world covered the 1983 downing of KAL Flight 007 by the Soviet Union, we find that papers are in fact able to shape their coverage of major international events through their choice of providers, their selection and interpretation of subjects and facts, and their use of headlines to emphasize and frame information. Thus, newspapers can delimit choice to suit their own needs and goals. 相似文献

In order responsibly to decide whether there ought to be an international legal right of secession, I believe we need an account of the morality of secession. I propose that territorial and political societies have a moral right to secede, and on that basis I propose a regime designed to give such groups an international legal right to secede. This regime would create a procedure that could be followed by groups desiring to secede or by states desiring to resolve the issue of secession. It would give territorial political societies a legally recognized liberty to conduct a plebiscite on secession, and, assuming such a plebiscite is won by the secessionist side, a qualified right in international law to create a state without interference. Alan Buchanan has argued that proposals of this sort would create perverse incentives. I argue that there is no good reason to believe this. The point is to allow the legal regulation of secession in cases where there are active secessionist movements with legitimate moral claims, and to attempt to dampen the desire for secession in cases where secessionist sentiment is not well grounded in social and geographic reality. 相似文献

What is the connection between identity and conflict behavior? This article begins by exploring some of the theoretical currents in this area, notably social identity theory, Erikson's work on identity development, Burton's ontological needs, and image theory. The theories differ somewhat in their expectations of the effect of identity development. Two studies were conducted to investigate these differences. The first, a priming experiment, partitioned identity and its effects. The second, a group-based simulation study, measured actual development of ingroup identity and assessed its effect on conflict behavior. Results from the first study show that identity does affect conflict behavior, but only as it is mediated by levels of insecurity. Increased feelings of security correspond to more cooperative behavior. Positive and negative images of the opponent, on the other hand, did not influence conflict behavior. In the second study, higher levels of ingroup identity resulted in more conflictual behavior. As with the first study, image of the other was not significantly related to conflict behavior. 相似文献

This paper outlines a general approach for analyzing the role of culture in international environmental policymaking. It draws on work in anthropology and foreign policy analysis. The first step is to view culture as a “toolkit of environmental ideas.” The second step, relative to a given research topic, is to delimit broad definitions of culture to more workable forms. Three forms are offered (following Hudson, 1997a): culture as organization of environmental meaning, as shared value preferences in environmental matters, and as templates for environmental action. The third step is to answer three basic questions relative to the specific definition of culture used: (a) Who draws what environmentally related ideas from the ideas toolkit? (b) How are these ideas used in the political arena? (c) How do these ideas, originally drawn upon for political purposes, change and in turn lead to changes in the set of environmentally related ideas in the culture? Ideas, once they have entered the political arena, are assumed to be embodied in a “discourse.” The terminology of discourse (and the body of theory built up around it) is used as a vehicle for examining the role of culture in international environmental policymaking. A practical application of this approach is presented in relation to the role of culture in the Japanese public's influence in Japan on policymaking on the northeast Asian transboundary air pollution issue. 相似文献

Guidelines for Institutional Review Boards (IRBs) or research ethics committees exist at national and international levels.
These guidelines are based on ethical principles and establish an internationally acceptable standard for the review and conduct
of medical research. Having attained a multinational consensus about what these fundamental guidelines should be, IRBs are
left to interpret the guidelines and devise their own means of implementing them. Individual and community values bear on
the interpretation of the guidelines so different IRBs attain different levels of effectiveness. In the Caribbean and Pan
American regions there are few IRBs. Obstacles to the establishment and function of IRBs are exacerbated in developing regions
like these by differences in language, literacy, and local value systems; education, administrative expertise, facilities,
and access to information are also limited. A regional IRB network might facilitate more uniform ethical review in developing
countries, and simplify IRB procedures.

Three experiments conducted in 1997 and 1998 explored individual responses to reported fictitious international conflict involving the United States and other nations. Participants escalated the conflictual level of their responses to repeated attacks. In Experiment 1, escalation of conflict was greater in response to terrorist attacks than to military ones. In Experiment 2, after the initial attacks, men were more conflictual in responding to terrorist attacks by a democratic nation than by a nondemocratic nation, whereas the opposite pattern was found for women. In Experiment 3, participants responded with a higher level of conflict to terrorist attacks on military targets than to attacks on cultural/educational targets. Participants with greater personality dominance showed steeper escalation of conflict in their responses across successive attacks. These results are interpreted within the framework of an image theory of international relations and an expansion of the democratic peace hypothesis. 相似文献
