Communication,reflexivity and harm principle: what might an ideal speech situation look like in responsibility to protect?

ABSTRACT

Previous accounts of International Relations research have extensively focused on deontological ethics in analysing Responsibility to Protect (R2P). At the same time, discourse ethics – along with Jürgen Habermas’ theory of ideal speech situation – has been overlooked. This article argues that the R2P process has gradually moved toward the Habermasian ideal speech situation. The Habermasian approach also provides a useful theoretical framework to understand the new, more inclusive and critical, forums of communication and initiatives set in motion by emerging non-Western norm-entrepreneurs in the R2P process, notably the Responsibility while Protecting (RwP) initiated by Brazil in 2011. From the perspective of discourse ethics, RwP could be understood as a cosmopolitan harm principle designed to manage the potentially harmful side-effects of the application of R2P. The article further argues that, despite the current paradigm shift of norm-entrepreneurship on R2P from deontological ethics to discourse ethics, it has thus far only partially fulfilled the criteria of an ideal speech situation.     

Putting psychology before metaphysics in moral responsibility: Reactive attitudes and a “gut feeling” that can trigger and justify them

ABSTRACT

In “Freedom and Resentment,” P.F. Strawson argues that since the reactive attitudes are psychologically unavoidable, they do not stand in need of justification from philosophical theorizing about the metaphysical conditions necessary for free action. After reviewing and criticizing this line of argument, we develop an alternative account of how the reactive attitudes can be justified through a feature of our psychology. This new account focuses upon a collection of cognitive mechanisms identified by cognitive neuroscience, which recognize human beings (and other minded beings) and which also give rise to a gut feeling that certain entities are possible targets for the reactive attitudes. By focusing on the justificatory power of this gut feeling, we arrive at an account of moral responsibility that places psychology before metaphysics in a manner broadly similar to Strawson’s original account, but in a way that avoids some of the shortcomings of that account.     

Wilhelm Reich Revisited: The role of ideology in character analysis of the individual versus character analysis of the masses and the Holocaust

One of the most controversial members of the Vienna Psychoanalytic Society and Freud’s intimate for many years, Reich is known not only for his seminal contributions to therapeutic and social psychoanalysis in his 1933 classic Character analysis, but also for his notoriety as a discoverer of an energy he named orgone. This paper is devoted to Reich the psychoanalytic sociologist and reformer, with special prominence given to his other, now somewhat forgotten, 1933 book The mass psychology of Fascism.
