Media reports suggest that the public is becoming impatient with the homeless—that so-called “compassion fatigue” has gripped the nation. This characterization of public sentiment could have important policy consequences—restrictive measures can be justified by growing public impatience, and progressive housing policies seem infeasible within a hostile climate of opinion. But evidence to support the compassion fatigue notion is anecdotal. We examine the issue by tracking the results of public opinion polls and by reporting detailed evidence from a nationwide random-digit dial telephone survey (N=1,507) concerning knowledge attitudes and beliefs about homeless people. To be sure, the public sees homelessness as an undesirable social problem and wants something done about it. However, although the homeless are clearly stigmatized, there is little evidence to suggest that the public has lost compassion and is unwilling to support policies to help homeless people.  相似文献

The State of the Science Conference Statement on “Preventing Violence and Related Health-Risking Social Behaviors in Adolescents” accurately summarizes the state of knowledge regarding risk factors for violence and intervention efficacy. The Statement missed an opportunity, however, to move the field of prevention practice and policy forward by advocating for more systematic, central review of preventive interventions through a new federal regulatory body, such as an “FDA for Preventive Interventions.” This body would provide review of evidence-based programs and aid decision-making in funding. As a complement to this body, decision-makers also need guidelines in evidence-based practice in ambiguous circumstances, which characterize much of the reality of public policy. Therefore, this new regulatory body should be accompanied by guidelines for evidence-based practice in intervention and policy. Finally, in order to move forward both of these concepts, a National Academy of Sciences Panel should convene to deliberate how these concepts can be implemented.  相似文献

Although the American public's increasingly cynical views about human nature have drawn considerable attention from scholars, existing research says little about how interpersonal trust shapes mass foreign policy opinions. This study analyzes survey data to test the claim that citizens use their beliefs about human nature to reason about international affairs. The results indicate that cynical citizens are more likely than trusting citizens to endorse the principle of isolationism and to oppose cooperative forms of intervention in other nations' problems. Citizens' use of interpersonal trust as an information shortcut helps them to make inferences regarding a topic about which they typically know little, but such inferences are not necessarily realistic ones.  相似文献

Care theory offers a way to overcome a weaknessof liberalism – its reluctance to intervene inthe private lives of adults. Xenotransplantation, or the use of animal cells, tissues and organs for humans, has been promoted as an important solution to the worldwide shortage of organs. While scientific studies continue to be done to address problems of rejection and the possibility of animal-to-human virus transfer, socio-ethical and legal questions have also been raised around informed consent, life-long monitoring, animal welfare and animal rights, and appropriate regulatory practices. Many calls have also been made to consult publics before policy decisions are made. This paper describes the Canadian public consultation process on xenotransplantation carried out by the Canadian Public Health Association in an arm’s length process from Health Canada, the ministry overseeing government health policy and regulation. Focusing on six citizen fora conducted around the country patterned after the citizen jury deliberative approach, the paper describes the citizen panelists’ recommendations to hold off on proceeding with clinical trials and the rationales behind this recommendation. The consultation process is discussed in the context of constructive technology assessment, a framework which argues for broader input into earlier stages of technology innovation, particularly at the technology design stage. Three frames of reference for engineering ethics are discussed—individual, professional and social—which can be further broken down into “microethics” concerned with individuals and the internal relations of the engineering profession and “macroethics” referring to the collective social responsibility of the engineering profession and to societal decisions about technology. Few attempts have been made at integrating microethical and macroethical approaches to engineering ethics. The approach suggested here is to focus on the role of professional engineering societies in linking individual and professional ethics and in linking professional and social ethics. A research program is outlined using ethics support as an example of the former, and the issuance of position statements on product liability as an example of the latter. This article examines strategic framing efforts within the president's inner circle of foreign policy advisors. The comparative case study method is used to describe and explain the framing process involved in President Jimmy Carter's arms control decisions with respect to the Soviet Union. Carter's two central foreign policy advisors, National Security Advisor Zbigniew Brzezinski and Secretary of State Cyrus Vance, portrayed the Soviets in very different terms. The premise underlying this study is that advisors attempt to frame their policy preferences favorably in order to influence the group process and the president's policy choice. Advisors do so by playing up the positive aspects of an option and downplaying any negative aspects. Three components of the framing process are explored: historical/cultural symbolism, personal beliefs and values, and political cost assessments.  相似文献
