A decade after the fall of Communism in Europe, the Czech Republic'smembership in the European Union is still a matter of a relatively shortwaiting period of 4 years. Not so the imagination of this membership andthe creation of a political concept created to promote this goal: thespecific Central European policy initiated by Thomas G. Masaryk andrevitalized by Václav Havel. In April 2015, the Italian Court of Cassation decided on the case of a male to female transgender person to remain married to her wife. On that occasion the Court of Cassation decided that the married couple—Bernaroli, a transgender woman, and her wife, a cisgender woman—could remain married until the Italian Parliament institutionalized civil partnerships. This article presents the case study of transgender persons’ rights in Italy. In doing so, the article places the case study in the frame of the Council of Europe recognition of transgender persons’ rights, looks at the evolution of transgender persons’ rights in Italy, and finally, presents the groundbreaking decision in the Bernaroli's case.  相似文献

Contemporary risks are often understood as fundamentally uncertain. This uncertain status can be mobilized within political debates surrounding risks. Such a challenge serves to destabilize scientific claims. The World Health Organization’s (WHO) management of the 2009/10 spread of the H1N1 virus became a site of one such contestation. Debate within the Council of Europe particularly served to criticize the action of the WHO. This resulted in a definitional and policy contestation between the two institutions. The WHO accounted for its actions through allusions to (seemingly stable) scientific facts, using epidemiological evidence of influenza and its management based on normal science. In contrast, in criticizing public expenditure and panic, the Council of Europe critics problematized the stability of the science employed by the WHO. This included fundamental aspects of scientific knowledge such as the measurability of morbidity and mortality caused by H1N1 and the effect of vaccination against influenza viruses. This criticism relied upon the ability to destabilize the WHO’s scientific knowledge, a process made possible through understandings of the uncertain nature of the science of risk (post-normal science). The case study illustrates that potential for previous-established and seemingly stable scientific facts to become destabilized and problematized during contestations of risk management.  相似文献

The European dimension of civic education can allow educators to promote many positive elements of internationalism. These include the promotion of general respect for the rule of law and for human rights and of commitment to democratic and egalitarian principles. This paper accepts these aspects of the European dimension in civic education. What it objects to is the attempt, through education, to change the focus of the political allegiance of young people by promoting the notion of European citizenship. Support for the valuable elements in the European dimension of civic education does not entail support for a contrived notion of citizenship for inhabitants of nations who have long civic traditions of their own. In the first section of the paper, the project of appropriating education to engineer political loyalty to the New Europe is criticized. The second part of the article draws attention to certain unacknowledged difficulties in conceptualizing the shared identity which would be required in order to animate and sustain a sense of European citizenship.  相似文献

Why are European Jews migrating to Israel in significant numbers? Israeli leaders and popular press reports suggest that incidents of antisemitism have reached such high levels across Europe, even in fully democratic countries, that Jews are leaving once again to escape persecution and violence. Others suggest that Jews are migrating for the same reasons other migrants do: for greater economic opportunity. Until now, we have had no way of weighing the relative merit of these claims, hampered by the absence of reliable comparative data on antisemitism in Europe. Leveraging a new dataset compiled by the author, this study tests these competing hypotheses and finds that European Jews migrate because of greater economic opportunity in Israel. While concerns about antisemitism in Europe are at record highs and more Jews are considering moving to Israel than ever before in the post-war era, so far most Jewish migration is to take advantage of better economic opportunities in Israel.  相似文献

Research has indicated that in West Europe males on average are often found to be more experienced about computing than females, and to have more positive attitudes and self efficacy (self confidence) towards computing than females. Research has also shown that some East Europe countries have had relatively greater female involvement with technology, engineering and computing than West Europe. 200 Romanian and 148 Scottish students completed a computer self efficacy scale. Overall males were more confident than females in advanced and file and software computer skills, but of similar confidence for beginning skills. Scots of both genders were more confident than their Romanian equivalents for beginning computer skills, whilst Romanians were more confident for advanced computer skills. The 3 elements of the self efficacy scale — beginning, advanced and file and software skills — correlated positively with each other. The results were interpreted as showing both similarity and difference in computing self efficacy between Scotland and Romania.  相似文献

A ‘renaissance of the university’ in the European knowledge society is regarded today as a necessity. However, there is an ongoing debate about what that renaissance should look like. The aim of this article is to take a closer look at these debates, and in particular, the disputes related to the public role of the (future) university in the European knowledge society. The aim however is not to assess the validity of the arguments of each of the protagonists but to place the discussion within a broader socio-historical context. From a genealogical point of view, and drawing upon the work of Foucault and Hunter, it is possible to distinguish two kinds of milieu, each embodying their own “intellectual technology” and each leading to a specific conception of the public role of the university: firstly the principled milieu (with the persona of the academic as critical intellectual), and secondly the governmental milieu (with the persona of the state official or governmental expert). From this genealogical point of view, I will argue that the modern (research) university was from the very beginning a hybrid institution due to the claims and scopes of both milieus. Furthermore, I will argue that the current discussions reveal the ongoing influence of both milieus and their respective gazes and approaches.

After integrating the main lines of argumentation developed in the special issue, this paper makes a balance of the question on the public role of the university. Furthermore, the paper focuses on the discussion underlying the articles collected in the issue. A distinction is made between “comprehending” the past and present of the university on the one hand and “justifying” the university and its public role on the other hand. In view of this distinction, it is argued that the question concerning the value of a (normative) idea of the university and its public role is related to the question of democracy. The question is, however, not only whether we live in a democracy, but whether we may still speak of a “commitment to democracy”. An inquiry into the meaningfulness of a (normative) “idea” of the university arises directly from this question. At this point, the viewpoint of Derrida is introduced to discuss the question of the democracy and university of the future.  相似文献

The development of a south energy corridor connecting Europe with the natural gas reserves of the broader Caspian Region and Middle East aims at increasing the EU security and diversification of energy supply. In this paper, the analytic hierarchy process (AHP) method with geopolitical, economic and technical criteria is applied to define the most preferred route of the transcontinental gas pipeline that branches in SE Europe to transport Caspian gas further into the targeted markets of Europe. The paper is divided into five sections. The first introduces the purpose of the paper. The second describes the used AHP method in detail (criteria, sub-criteria, weights, consistency indexes). The third briefly addresses the need of EU to diversify its supply sources and the planned gas projects in SE Europe. In the fourth section, the method is applied to the four alternative pipeline routes and the robustness of the results is examined with sensitivity analysis. Social scientists have long been interested in the significance of unexpected, dramatic events for social change. However, when it comes to research on prejudice and hate crimes, the impact of sudden, dramatic events has been little considered. The purpose of this research review is to survey European data to elucidate the temporal links between unexpected events, prejudice, and hate crimes, and also to pinpoint some of the methodological problems faced by scholars studying the impact of unanticipated dramatic events on prejudice and hate crimes; the significance of unexpected events often leaves researchers without access to relevant baseline data. The studies of Islamophobia and Islamophobic hate crimes considered in the present article privilege a dynamic view of time: terrorist attacks instill a sense of uncertainty and risk and Islamophobia and hate crimes are to a large extent event-driven and reactive, and tend to flare up on the heels of dramatic events. The recent attention paid to the role of unexpected, dramatic events represents a new and very promising approach to the study of prejudice and hate crimes; with the earlier, essentially spatial research focus now complemented by a temporal focus, the chances increase of charting the underlying dynamics and causes of prejudice and hate crimes.  相似文献
