In Forty Years,What has Changed … or Not?

Abstract : Drawing on the background of her own experiences over the past forty years, the author reflects on the marginalization, tokenism, and mainstreaming of women in ministry and feminist theology that has occurred during this time. She calls for greater sensitivity to the realities women globally still face today, and for more interactive, trans‐contextual, and transformational engagement with these realities.

The new multidimensional and user-driven higher education ranking concept of the European Union

Higher education rankings constitute a important but controversial topic due to the methodologies applied in existing rankings and to the use being done of these interpreting their results for purposes which they were not designed for. At present there is no international ranking can responds to the needs of all users and that is methodologically sound by considering the various missions of higher education institutions, mainly due to a narrow focus on research giving less importance to other missions in which higher education institutions can excel beyond research such as teaching quality, knowledge transfer, international orientation, regional engagement etc. The European Commission is currently involved in the implementation of a new higher education ranking methodology, characterised by taking into account a diversity of missions and the diversity of existing higher education institutions. The final aim is to create a tool allowing users to choose the performance indicators of their interest and providing them with a personalised ranking according to their interests. This paper describes the motivation for designing such a tool, the principles of the methodology proposed, as well as the steps foreseen to have it ready for end users by 2014.     

Invariance on a reading comprehension test in European Portuguese: A differential item functioning analysis between students from rural and urban areas

The aim of this study was to determine whether the items from a reading comprehension test in European Portuguese function differently across students from rural and urban areas, which biases the test validity and the equity in assessment. The sample was composed of 653 students from second, third and fourth grades. The presence of differential item functioning (DIF) was analysed using logistic regression and the Mantel–Haenszel procedure. Although 17 items were flagged with DIF, only five items showed non-negligible DIF in all effect-size measures. The evidence of invariance across students with rural or urban backgrounds for most of the items supports the validity of the test though the five identified items should be further investigated.

作为公务员职业行为准则、价值取向和职业伦理规范总和的公务员职业伦理精神为公务员“依法、廉洁、高效、公正”行政提供精神动力和制度保障。在经济转型、文化冲突、矛盾突显和机遇与挑战并存的行政生态环境下,公务员职业伦理精神面临制度伦理价值沦丧、制度困境、制度界定模糊、制度伪适应症等制度化缺失问题,我们要从“职业化”、“法制化”、“政治化”、“组织化”和“现代化”等五方面提出公务员职业伦理精制度化建构方略。     

Central Asia as the economic and geopolitical tension nexus: Some implications for the world futures

During the last millennium the world economic and geopolitical conflicts were to a great extent connected: different crises in the World System's evolution stimulated geopolitical shifts and vice versa. This article argues that in the 15th century different geopolitical events and conflicts in Central Asia initiated the fall of the previous World System and the rise of the new one. This transformation resulted in the fall of overland and river trade routes, including the Great Silk Route, which passed through Central Asia. World trade shifted to sea and ocean routes, and European countries became the center of the new World System. Now, in the beginning of the 21st century a new transformation of the World System is underway. The center of economic and political development is migrating gradually to the East: this is why the geopolitical role of the Central Asian states is increasing. Central Asian states are a very important part of the New Silk Route; this route is to connect Eastern Asia with Europe and the Middle East. The United States, China, Russia, and other states are ardently competing to control the New Silk Route. Hence, different geopolitical, social, and military conflicts are probable in Central Asia. So economic and political integration in Eurasia between Russia, China, the United States and Central Asian states is very important for the geopolitical stabilization of the region. The article evaluates the main scenarios of geopolitical changes in Central Asia.     

Edmund Husserl＇s Political Praxis and Theoretical Reflections during World War I

Husserl the philosopher personally experienced World War I breaking out 100 years ago. Like most German and Austrian commoners, at the initial stage of the war, Husserl was extremely passionate for it. After undergoing the cruelty of war and losing many relatives and friends, he was once enmeshed in extreme confusion and disappointment, albeit he still made every effort to offer spiritual and ethical support to the soldiers at the front. Along with the proceeding of the war, he soon changed his views with respect to this war and confessed that more and deeper reflections were needed to address issues about problems of nationality, super-national ethics and about problems of wars relevant to them. He made philosophical theoretical reflections with regard to this war after it ended, and presented, eventually, requirements for himself： to be satisfied with taking the possibility of the practical activities of philosophy as the topic of philosophical theoretical study and to give up, in drastic fashion, the intention in such philosophical practices as providing political proposals and exerting political influences, ＂living purely as a scientific philosopher.＂
