This paper explores the question of whether the United Nations should engage in preventive military actions. Correlatively, it asks whether UN preventive military actions could satisfy just war principles. Rather than from the standpoint of the individual nation state, the ethics of preventive war is discussed from the standpoint of the UN. For the sake of brevity, only the legitimate authority, just cause, last resort, and proportionality principles are considered. Since there has been disagreement about the specific content of these principles, a third question also is explored: How should they be formulated? Moreover, these questions are addressed in the context of a particular issue: the goals of the non-proliferation and the abolition of weapons of mass destruction.  相似文献

This paper examines to what extent the concept of happiness is complementary to the United Nations Development Program's (UNDP) human development approach in the evaluation of poverty, wealth and development. The deconstruction of UNDP's discourse on and its measurement of these concepts show that its perspective is highly arbitrary. Poverty is exclusively defined as lack and state of ill-being, inferior to wealth regarded as a state of abundance and well-being. Development then becomes a teleological process trying to promote well-being through abundance. Yet, this external perspective of UNDP on well-being is questioned by the subjective perception of the individuals themselves. Happiness studies—which define happiness as the degree to which an individual judges the overall quality of his life-as-a-whole favorably—prove that higher levels of UNDP's development indicators are not necessarily better for subjective well-being. Despite methodological and conceptual problems, happiness studies discover that the individuals' perception of poverty, wealth and development can differ considerably from UNDP's perspective. Increased income, better objective health and higher levels of education do not automatically lead to greater happiness. Furthermore, additional dimensions essential for human happiness are detected by the research, yet not taken into account by UNDP. A country ranking comparison between the two approaches confirms the different visions of well-being. The integration of a happiness indicator in its analysis of poverty, wealth and development is thus indispensable for UNDP in order to correct its analytical and also practical approach to development.  相似文献

The American press began to take notice of the Danish cartoons after they began to circulate outside of Europe. The press primarily framed the events as a single problem of global interaction: an issue of ‘freedom of speech’ opposed to ‘religious sensitivity.’ Much of the coverage permitted, within limits, a plurality of voices. Drawing on a case study of stories about the ‘cartoon controversy’ in the Boston Globe, I argue that U.S. journalism is organized by a logic of objectivity that seeks to produce a ‘perspectiveless perspective on all perspectives’ (Bourdieu, On television. New York: The New Press, 1998), showing voices on ‘both sides,’ simultaneously masked and contributed to the press’s reifying a series of events into a single global ‘event,’ one that reflected a clash of Western and Islamic values.

This paper focuses on the boundaries of political sovereignty, one key aspect of global political justice and an important background condition to the issues of global economic justice treated in the other papers of this volume. I first present an interpretive summary of the traditional arguments against and for intervention, stressing, to a greater extent than is usual, the consequentialist character of the ethics of intervention. It makes a difference whether we think that an intervention will do more good than harm, and some of the factors that determine the outcome are matters of strategy and institutional choice. I then explore the significance of a key factor that makes for much of what is new in the new interventionism: the role of multilateral and particularly U.N. authorization and implementation. I argue that the more salient role of the United Nations should lead us to a more expansive tolerance of international intervention and that global standards of justice, both political and economic, can therefore be more widely enforced against claims to national autonomy.  相似文献

Site visits provide an irreplaceable learning experience to students in both religious studies and the emerging field of interfaith studies. The conceptual core of this thesis is the claim, drawn from feminist epistemology, that an embodied pedagogy – a pedagogy which engages students not only intellectually, but as embodied beings who inhabit a space, engage in physical activities, and undergo various sensory experiences – is ultimately more enriching than a pedagogy centered exclusively in the classroom. Factors that make a site visit a successful instance of embodied pedagogy include the provision of sufficient context to students in advance for them to understand and appreciate the experience, an opportunity afterward to reflect on this experience in an intentional way, ensuring the site and the community whose space it is are treated with proper respect, and ensuring that the religious sensibilities of one's students are also similarly respected.  相似文献

Abstract. Earth is the home planet, right for life. But rights, a notable political category, is, unfortunately, a biologically awkward word. Humans, nonetheless, have rights to a natural environment with integrity. Humans have responsibilities to respect values in fauna and flora. Appropriate survival units include species populations and ecosystems. Increasingly the ultimate survival unit isglobal; and humans have a responsibility to the planet Earth. Human political systems are not well suited to protect life atglobal ranges. National boundaries ignore important ecologicalprocesses; national policies do not favor an equitable distribution of sustainable resources. But there are signs of hope.  相似文献

Perceptions of governmental responsiveness matter because of their influence on the willingness of citizens to participate in politics and thereby express their interests and hold policymakers accountable. Where do external efficacy attitudes emerge? In recent years, scholars have examined this question by turning to personality traits, especially extraversion. Extant studies reveal a positive relationship between extraversion and external efficacy, but thus far they have focused on high-income democracies. How consistent are findings across countries with varying levels of political and economic development? In my view, the answer depends on the level of corruption and its implications for external efficacy. Where low (high) levels of bribery and other forms of malfeasance enable (impede) public influence on governmental decision-making, greater levels of extraversion will increase (decrease) perceptions of governmental responsiveness. I test my hypothesis with three sources of nationally representative survey data that include countries from North America, Latin America, and the Caribbean. My results have implications for the quality of democracy.  相似文献
