Objective To assure that Healthy Communities are achieved, a tracking methodology is proposed using four health improvement categories. Methods Counties are classified as having met or not met nine HP2010 mortality targets and as improving or not improving, creating four categories of community health improvement – static, progressing, exemplary, and maintaining. Results Exemplary counties make up 1.7%32.7% of counties, counties have both improved and met the HP2010 target during the period. Across all indicators, a large proportion remains of counties that have neither met the HP2010 target nor improved (33.572.8%). Conclusions Understanding why, how, and in what ways communities move from static to maintaining categories is necessary to guiding every local public health system to community health improvement.  相似文献

This article evaluates the psychological processes, discursive practices, and sociopolitical mechanisms underlying the identity reconstruction of Muslim immigrant women in the United States and the Netherlands. Specifically, it focuses on the ways in which Muslim immigrant women who are embedded in both Islamic and Western cultures negotiate their traditional and modern identities and self‐representations and construct a coherent self‐narrative about their bicultural existence as “Western‐Muslim.” The qualitative evidence presented here expands existing theoretical and empirical discussions on biculturalism and acculturation by demonstrating the ways in which contextual factors define the negotiation repertoire that is available to bicultural individuals. The findings of this article also call into question some of the earlier findings on cultural conflict hypothesis, because it shows that successful negotiation of bicultural identities depends not so much on whether the individual perceives these identities and cultures to be compatible with each other, but rather on the availability of a coherent self‐narrative of belonging to both cultural worlds.  相似文献

This self-administered mail survey study conducted along the US–Mexico border replicates and expands on research conducted in Florida regarding the prevalence of juramento use as an intervention technique for alcohol misuse. Juramentos are pledges to abstain from alcohol use for a time determined by the user. The pledge is usually to the Virgin of Guadalupe and is often done in the presence of a Roman Catholic Priest. As in Florida, the majority of Priests along the border reported they were familiar with the practice of juramentos and had already witnessed at least one. The majority of Priests who had done juramentos viewed them as effective. Since the vast majority of Priests indicated that they would begin or continue witnessing juramentos, this makes juramentos and Roman Catholic Priests a viable culturally sensitive aide for treatment among Hispanics, in particular those of Mexican descent.  相似文献

This paper argues that the EuropeanCourt of Human Rights couldserve as a model for an international court ofhuman rights to be builtupon the United Nations Committee on HumanRights. It argues that theconcerns states might have over the surrenderof a significant portion oftheir national sovereignity might be lessenedif such an internationalcourt were to incorporate the margin ofappreciation doctrine employed bythe European Court of Human Rights. Despite considerable advances in methods to examine leaders' personal characteristics using at–a–distance assessment, few studies have applied such techniques outside of the national level. This study reveals that such approaches can provide analytical leverage for examining executive heads of intergovernmental organizations (IGOs). The personal characteristics of six United Nations Secretaries–General and four European Union Commission Presidents were measured via content analysis of their responses to questions. Separately, their behavior in office was measured via historical accounts and analyses. In general, executive heads with higher expansionist leadership style scores displayed a greater willingness to try to enhance the status of their organizations.  相似文献

The primary purpose of government is to secure public goods that cannot be achieved by free markets. The Coordination Principle tells us to consolidate sovereign power in a single institution to overcome collective action problems that otherwise prevent secure provision of the relevant public goods. There are several public goods that require such coordination at the global level, chief among them being basic human rights. The claim that human rights require global coordination is supported in three main steps. First, I consider Pogge's and Habermas's analyses as alternatives to Hobbesian conceptions of justice. Second, I consider the core conventions of international law, which are in tension with the primacy of state sovereignty in the UN system. Third, I argue that the just war tradition does not limit just causes for war to self‐defense; it supports saving innocent third parties from crimes against humanity as a just reason for war. While classical authors focused less on this issue, the point is especially clear in twentieth‐century just war theories, such as those offered by the American Catholic bishops, Jean Elshtain, Brian Orend, and Michael Walzer. Against Walzer, I argue that we add intractable military tyranny to the list of horrors meriting intervention if other ad bellum conditions are met. But these results require us to reexamine the “just authority” of first resort to govern such interventions. The Coordination Principle implies that we should create a transnational federation with consolidated powers in place of a treaty organization requiring near‐unanimity. But to be legitimate, such a global institution must also be directly answerable to the citizens of its member states. While the UN Security Council is inadequate on both counts, a federation of democracies with a directly elected executive and legislature could meet both conditions.  相似文献

Many Protestant denominations have or recently had policies that prohibit “self‐avowed practicing homosexuals” from being ordained. By only prohibiting “practicing” homosexuals, proponents of these policies claim that they do not discriminate against homosexuals as a group since, technically, a homosexual can still be ordained as long as she is “non‐practicing.” In other words, a condemnation of homosexual practice is not the same as a condemnation of homosexual persons. I argue that this is not the case; the rhetoric of homosexual practice does, in fact, amount to a condemnation of gays and lesbians. It does so by conflating the two things it claims to keep separate—homosexual conduct and homosexual identity. I demonstrate this conflation by analyzing the history of this rhetoric and how it has been adjudicated in church court decisions from the United Methodist Church and the Presbyterian Church (USA).  相似文献

This article considers the current state of the science–religion debate in the United Kingdom. It discusses the societies, groups, and individual scholars that shape that debate, including the dialogue between theology and physics, biology, and psychology. Attention is also given to theology's engagement with ecological issues. The article also reflects on the loss of influence of denominational Christianity within British society, and the impact both on the character of the debate and the role of the churches. This study investigates the joint effects of both role conflict and role ambiguity on job satisfaction and three dimensions of attitudes toward organizational change, namely affective, cognitive, and behavioral tendency in a multicultural work setting. The study used a sample of 397 employees from several manufacturing and service organizations in the United Arab Emirates. Results of the moderated regression analysis revealed that role conflict and role ambiguity have no interactive effects on job satisfaction and the three dimensions of attitudes toward organizational change. Results of the moderated regression analysis revealed that role conflict and role ambiguity independently and negatively affect job satisfaction, cognitive attitudes, and behavioral tendency attitudes toward organizational change. Results further pointed out that role ambiguity affected attitude toward organizational change independently and negatively. Implications, limitations, and lines of future research were discussed.  相似文献
