卫生法制建设是社会主义法治建设的必然要求,也是卫生与经济、社会协调发展的迫切需要;卫生法制建设需要确立科学的认识观和发展观,需要构架现代化发展战略目标。只有这样,才能务实地推进国家与地方区域的卫生法制现代化进程。

人权视野下的个人健康权与选择权

从人权的角度看,个人健康权也是一种个人选择权,因为健康本来就是属于个人的。个人健康选择权在属性上,属于一种消极性、否定性和自由性的权利。个人健康选择权主要包括健康生活方式、治疗方式、保健方式、健康状态（水平）、健康隐私以及医疗保障组织选择。农村新型合作医疗是带有合作组织的性质的一种组织,它的推行,应当充分尊重农民自愿参加的选择权,不宜按照某个计划目标推行。     

女性绝经进程与抑郁易感性

采用系统论观点对女性围绝经期的生物学改变进行分析,并在此基础上对该时期抑郁症易感性增加的原因进行探讨,指出绝经进程的系统性特征,对大脑皮层、下丘脑、垂体等中枢神经系统结构和卵巢等外周器官的功能改变和失调进行多层次、关联性、动态性分析,对围绝经期抑郁症病因的进一步研究具有重要意义。     

医患关系危机的法律思考

现行调整医患关系的法律制度存在位阶低、效力弱,调整范围窄、操作性差,执法不严、适用法律混乱,鉴定结论公正性低,医患双方守法意识淡薄等问题。构建和谐医患关系需要制定统一法典、扩大立法领域、重建医患纠纷解决机制、调整鉴定机构、建立医疗服务审计制度、加强司法审判与法制教育。     

获得性阅读障碍的“主要系统”假说

认知神经心理学为阅读机制的探讨提供了大量的证据,认为不同阅读障碍是不同加工通道选择性受损的结果。近年来,基于联结主义的三角模型理论,研究者提出了主要系统假说（primary system hypothesis）,认为阅读障碍是主要的认知系统（如视觉、语义和语音系统）受损导致的：表层障碍是因为语义系统受损导致的阅读困难,语音和深层障碍是语音和语义系统同时受损时综合症状的连续体。该理论认为各主要系统可能同时是多个认知活动的加工成分,一个系统的受损会影响所有与之相关的认知过程,从而把阅读障碍与其它认知功能障碍联系起来。统一的主要系统受损下对各种获得性阅读障碍形成机制在文中得到详细的解释     

Field operational test of a seatbelt reminder system: Effects on driver behaviour and acceptance

The long-term effects on driver behaviour and acceptance of a seatbelt reminder system were examined in an on-road study. The system was capable of detecting seatbelt use in all seating positions and produced a two-stage visual and auditory warning if occupants were unrestrained. The effects of this system were evaluated alone and in combination with two other intelligent transport systems: intelligent speed adaptation and a following distance warning system. Twenty-three fleet car drivers drove an instrumented vehicle (SafeCar) for at least 16,500 km as part of their everyday driving. The results revealed that driver and passenger interaction with the seatbelt reminder system led to large and significant decreases in the percentage of trips where occupants were unbelted, in the percentage of total driving time spent unbelted, and in the time taken to fasten a seatbelt in response to system warnings. The seatbelt reminder system was rated by drivers as being useful, effective and socially acceptable, and led to a decrease in drivers’ subjective workload. These results were found even though the baseline pre-exposure seatbelt wearing compliance rates among participants were high.     

Intermediaries and intervenients in normative systems

Many concepts in legal texts are “intermediaries”, in the sense that they serve as links between statements of legal grounds, on one hand, and of legal consequences, on the other. In our paper, an algebraic representation of normative systems is used for distinguishing between different kinds of intermediaries and making the idea of a joining between grounds and consequences more precise.In Section 1, the idea of intermediaries is presented and earlier discussions of the subjects are outlined. In Section 2, we introduce the algebraic framework and develop the formal theory. After introducing our approach to the representation of a normative system, we here present a theory of “intervenients”, seen as a tool for analysing intermediaries. In Section 3, dealing with applications, after presenting a model of the formal theory, suited for the analysis of concepts in normative systems, we apply the theory to a number of examples, introduced in the first part. Finally, in Section 4, we make some remarks on the methodology of intermediate concepts.     

Hilbert's epsilon as an operator of indefinite committed choice

Hilbert and Bernays avoided overspecification of Hilbert's ε-operator. They axiomatized only what was relevant for their proof-theoretic investigations. Semantically, this left the ε-operator underspecified. After briefly reviewing the literature on semantics of Hilbert's epsilon operator, we propose a new semantics with the following features: We avoid overspecification (such as right-uniqueness), but admit indefinite choice, committed choice, and classical logics. Moreover, our semantics for the ε simplifies proof search and is natural in the sense that it mirrors some cases of referential interpretation of indefinite articles in natural language.
