Blue-collar workers throughout the world generally face higher levels of pollution than the public and are unable to control many health risks that employers impose on them. Economists tend to justify these risky workplaces on the grounds of the compensating wage differential (CWD). The CWD, or hazard-pay premium, is the alleged increment in wages, all things being equal, that workers in hazardous environments receive. According to this theory, employees trade safety for money on the job market, even though they realize some of them will bear the health consequences of their employment in a risky occupational environment. To determine whether the CWD or hazard-pay premium succeeds in justifying alleged environmental injustices in the workplace, this essay (1) surveys the general theory behind the “compensating wage differential”; (2) presents and evaluates the “welfare argument” for the CWD; (3) offers several reasons for rejecting the CWD, as a proposed rationale for allowing apparent environmental injustice in the workplace; and (4) applies the welfare argument to an empirical case, that of US nuclear workers. The essay concludes that this argument fails to provide a justification for the apparent environmental injustice faced by the 600,000 US workers who have labored in government nuclear-weapons plants and laboratories. Shrader-Frechette is O’Neill Professor of Philosophy and Concurrent Professor of Biological Sciences. She teaches ethics, philosophy of science, quantitative risk assessment, and environmental science. The latest of her 280 articles and 14 books is her 2002 volume from Oxford University Press, Environmental Justice: Creating Equality, Reclaiming Democracy. The general public and environmental policy makers often perceive management actions of environmental managers as “science,” when such actions are, in fact, value judgments about when to intervene in natural processes. The choice of action requires ethical as well as scientific analysis because managers must choose a normative outcome to direct their intervention. I examine a management case study involving prescribed burning of sagebrush (Artemisia tridentata) communities in south-central Montana (USA) to illustrate how to teach students to ethically evaluate a management action by precisely identifying: 1) the proposed management action, 2) the deficiency of the system to be remedied by the action, 3) the stakeholders affected by the action, and 4) the category and type of values affirmed in the management action. Through such analysis, students are taught to recognize implicit and explicit value judgments associated with management actions, identify stakeholders to whom managers have legitimate ethical obligations, and practice a general method of ethical analysis applicable to many forms of environmental management. This study was undertaken to examine transmission of information to first-degree relatives of BRCA1 mutation carriers and uptake of genetic testing. The intention was to consider revision of current legislation related to privacy if information on life-saving health care was not disseminated to at-risk family members. The Norwegian Radium Hospital provides clinical genetics services for families at high risk for hereditary breast and ovarian cancer. Together with major hospitals nationwide we provide medical surveillance. Nearly all expenses are covered by the National Health insurance. Because of the high number of families with founder mutations in BRCA1, we are in a unique position to gather information about these groups. Within a consecutive series, we identified 75 BRCA1 mutation carriers and registered information transmission and uptake of genetic testing 6 months or more after the index mutation carriers had been informed about their mutation status. These 75 BRCA1 mutation carriers had 172 living first-degree relatives, aged 18 years or older (84 females, 88 males). Forty-four out of 54 (81.5%) of females over 30 had opted for genetic testing. The testing rate among all relatives was 43%. At any age, 63% of the females underwent genetic testing compared with 24% of the males (p<0.05). The overwhelming majority of adult females at risk opted for genetic testing. Males with daughters more frequently than males without daughters asked for testing. The findings give neither reason to reconsider legislation on privacy, nor for us to consider more aggressive methods of contacting relatives.  相似文献

A recent initiative at Muffakham Jah College of Engineering and Technology, Hyderabad, India, has resulted in setting up a program called Centre for Environment Studies and Socioresponsive Engineering which seeks to involve undergraduate students in studying and solving environmental problems in and around the city of Hyderabad, India. Two pilot projects have been undertaken — one focusing on design and construction of an eco-friendly house, The Natural House, and another directed at improving environmental and general living conditions in a slum area. The paper describes our attempts and experience of motivating our students to take interest in such projects. In an interesting development we invited a member of a student-faculty team at Massachusetts Institute of Technology (M.I.T.) that is doing a project in Nepal on safe drinking water. We report in our paper how the presentation by the guest from M.I.T. served as a catalyst for generating interest among civil and mechanical engineering students in our own projects. The paper includes contributions from one of our students and the M.I.T. staff member, reporting on their experiences related to the slum development project. We also discuss the Natural House project and its international and educational significance as a means of inculcating sensitivity and interest in nature among engineering students. We propose a pledge for engineers similar to the Hippocratic Oath for medical professionals.  相似文献

We give an account of Classical Test Theory (CTT) in terms of the more fundamental ideas of Item Response Theory (IRT). This approach views classical test theory as a very general version of IRT, and the commonly used IRT models as detailed elaborations of CTT for special purposes. We then use this approach to CTT to derive some general results regarding the prediction of the true-score of a test from an observed score on that test as well from an observed score on a different test. This leads us to a new view of linking tests that were not developed to be linked to each other. In addition we propose true-score prediction analogues of the Dorans and Holland measures of the population sensitivity of test linking functions. We illustrate the accuracy of the first-order theory using simulated data from the Rasch model, and illustrate the effect of population differences using a set of real data.This research is collaborative in every respect and the order of authorship is alphabetical. The climate crisis is witnessed on a global scale and it is also experienced in the local communities that work in extractive industries. In this article, a pastor in the Permian Basin explores the term “oilfield trash” as it is used for oilfield workers in the Permian Basin, connecting the epithet with the negative conditions for quality of life there, and comparing it to treatment of oilfield workers in Norway. Treatment of workers is identified as essential to esteem of communities and land. Renaming workers “treasure” in keeping with the tradition of Isaiah 62:4 is identified as part of the healing needed for extractive communities to transition away from fossil fuels. Four avenues of congregational ministry within mining economies are identified, with the way of “partnership” with the workers in the industry recommended as offering hope for churches to help relieve the climate crisis.  相似文献

通过两个子研究分别考察累积环境风险与大学生自伤行为间的关系模式,并探讨注意分散与认知重评两种情绪调节策略对高风险大学生自伤意图的缓解作用。研究1在1066名大学生中采用问卷调查,探索累积环境风险对大学生自伤行为的作用及模式。基于研究1的结果,研究2选取符合高风险背景的62名大学生为被试,采用实验室实验对两种情绪调节策略的作用予以考察。本研究结果表明:累积环境风险对男女大学生自伤行为均有显著的正向作用,且均符合非线性“正加速模式”,但男生群体随累积风险数量增加而引发的自伤行为增长速度明显快于女生。对于高环境风险背景下的大学生,注意分散和认知重评两种策略均能降低其自伤倾向性与自伤认同,但不能降低其自伤意念。这提示应重视对经历了高环境风险的大学生进行情绪调节策略等方面的干预,以减少其采取自伤行为的倾向性。  相似文献

Using the example of air pollution, I criticize a restricted utilitarian view of environmental risks. It is likely that damage to health due to environmental pollution in Western countries is relatively modest in quantitative terms (especially when considering cancer and comparing such damage to the effects of some life-style exposures). However, a strictly quantitative approach, which ranks priorities according to the burden of disease attributable to single causes, is questionable because it does not consider such aspects as inequalities in the distribution of risks. Secondly, the ability of epidemiological research to identify some health effects is limited. Third, the environment has symbolic and aesthetic components that overcome a strict evaluation of damage based on the impairment of human health. It is not acceptable that priorities be set just balancing the burden of disease caused by pollution in the environment against economic constraints. As an example of a computation that inherently includes economic analysis, I refer to the proposal of an estimator of mortality in coal mining, i.e., a rate which puts deaths in the numerator and tons of coal extracted in the denominator. According to this estimator, mortality due to accidents decreased from 1.15 to 0.42 in the period 1950–1970 in the United States, for each million tons of coal extracted. However, considering the steep decline in the workforce in the same period, the traditional mortality rate (deaths over persons-time) actually increased. The proposal of a measure of mortality based on the amount of coal extracted is just one example of the attempts to influence decisions by including an economic element (productivity) in risk assessment. This paper has three purposes: One, to describe empirical research concerning the health effects of environmental pollutants; two, to discuss the scientific principles and methods used in the identification of environmental hazards; and three, to critically discuss some of the ethical principles which are applied in medicine and in the assessment and management of risk.  相似文献

We evaluated the effects of an enriched environment, based on a paired-choice preference assessment, on both rates of self-injurious behavior (SIB) and percentage of session intervals during which signs of negative affect were displayed by a woman with mental retardation and a mood disorder. Results suggested that SIB and signs of negative affect were highly correlated and that the enriched environment effectively reduced both.  相似文献

Abstract. Klink rejects the use of ecological models in environmental decision making because their predictions cannot be tested by rigorous scientific methods. I argue that models that cannot be tested according to the rigorous standards of the physical sciences can still be considered “scientific”; they are useful (and, in practice, used) for assessing the impacts of human actions on the environment and choosing between alternative courses of action. It is, however, important to be aware of the uncertainties and to make corrections as new data and insights become available. The interplay between (1) model-based decisions and action and (2) their consequences and subsequent corrections can be regarded as a dialogue between humans and nature (or God) in the sense proposed by Klink. Klink also claims that future actions should be informed by the larger vision of theology and should not be based on science. I suggest that science has an indispensible role. The larger vision is needed to respond to the fundamental religious question: How should I live—and why? But this question cannot be answered without first addressing the fundamental scientific question: How does the world work? I suggest that responses to the first question can be formulated as visions of a future state of existence that we feel compelled to strive to realize, and that science is necessary to provide “maps of reality” needed to realize visions. I also suggest that Christian traditions can probably provide adequate visions; the crucial need is for improving our “maps of reality.”  相似文献
