Abstract New York City hospitals expanded resources to an unprecedented extent in response to the COVID pandemic. Thousands of beds, ICU beds, staff members, and ventilators were rapidly incorporated into hospital systems. Nonetheless, this historic public health disaster still created scarcities and the need for formal crisis standards of care. These were not available to NY clinicians because of the state’s failure to implement, with or without revision, long-standing guidance documents intended for just such a pandemic. The authors argue that public health plans for disasters should be well-funded and based on available research and expertise. Communities should insist that political representatives demonstrate responsible leadership by implementing and updating as needed, crisis standards of care. Finally, surge requirements should address the needs of both those expected to survive and those who will not, by expanding palliative care and other resources for the dying. 相似文献

ABSTRACTThis study argues that the competition between secular and religious actors significantly influences State religion policy (SRP) (the secular-religious competition perspective). I examine this proposition using the Religion and State Round 3 (RAS3) dataset which measures 117 types of SRP between 1990 and 2014 in 183 countries and territories. The results show that while SRP is overall becoming more common, only 3.7% of countries made no changes in their SRP and 69.5% of countries both (a) added or intensified at least one SRP and (b) dropped or decreased the intensity of at least one SRP. This finding remains consistent when looking at each of the 117 types of SRP independently, as well as when controlling for the country’s majority religion and world region. ABSTRACTThis contribution examines the effects of state religion policy on religious political mobilisation, focusing on the case of the Catholic Church in the post-Cold War era. Catholicism remains politically salient in most Catholic-majority societies, but the presence and success of parties that explicitly mobilise Catholicism in the electoral arena varies enormously. In addition, Catholic-majority countries display a wide variety of institutional arrangements governing the relationship between religion and state. This contribution presents a theoretical framework for analysing the effect of these institutions on the performance of political parties that seek to mobilise religion. Relying on a dataset that covers 137 elections in 21 Catholic-majority countries as well as key measures from the Religion and State (RAS) dataset, this contribution shows that countries with higher levels of state regulation of religion and friendlier religion-state relations are more likely to host parties that mobilise religion; it also suggests that funding for the Catholic Church may constrain such parties. 相似文献

ABSTRACT One of the outcomes of the publication of the Black Notebooks has been to invite scholars to rethink their understanding of Heidegger’s thinking, including his “world-historical anti-Semitism,” his relation to war and politics, via Schmitt and Jünger, as well as machination/calculation but not less his Seynsgeschichte. Other questions include education and academic life in addition to Heidegger’s anxieties regarding the reception of Being and Time in the framework of his history of Beyng/Seyn. Refusing Nietzsche on the Greeks, especially Anaximander, Heidegger “plays out” typically bellicose interpretations of Will to Power, consummating the “abandonment of beings by being, the abandonment that gained sovereignty in the history of metaphysics.” If Heidegger’s Nietzsche thus suspiciously resembles the Nazi Nietzsche, reading the proliferation of editions bears out Heidegger’s claims for the backwards-working force of the Nachlaß. 相似文献

AbstractDementia patients in the moderate-late stage of the disease can, and often do, express different preferences than they did at the onset of their condition. The received view in the philosophical literature argues that advance directives which prioritize the patient’s preferences at onset ought to be given decisive moral weight in medical decision-making. Clinical practice, on the other hand, favors giving moral weight to the preferences expressed by dementia patients after onset. The purpose of this article is to show that the received view in the philosophical literature is inadequate and is out of touch with real clinical practice. I argue that having dementia is a cognitive transformative experience and that preference changes which result from this are legitimate and ought to be given moral weight in medical decision-making. This argument ought to encourage us to reduce our confidence in the moral weight of advance directives for dementia patients. 相似文献

ABSTRACT In this article we examine the development of career guidance in Pakistani higher education. The article is based on a literature review supplemented with new data gathered from a review of higher education institutions' websites and five case study interviews. It considers both local and global influences as relevant contexts for understanding how the development of career guidance in Pakistani higher education is taking place. Concerns about alignment between skills supply and demand provide key drivers both for the development of career guidance and for a wider higher education reform. The practice of career guidance in Pakistani higher education is shown to be lagging behind policy and will need to be strengthened by new policy, resources and indigenous theories. 相似文献

In this article we present an evaluation of the initiatives involved in a Strategic Plan for Valencia City (Spain) by applying a method to assist Multi‐Criteria Decision‐Making. The complexity of the case lies in the size of the problem, 47 alternatives and 10 criteria, as well as the need to reach a consensus on the final result. The method followed, which has been named PRES Multi‐expert, can be generalized and applied to other complex cases. Thirteen experts have participated in the process, representing different political and social groups of the City, a group of analysts, formed by three lecturers from the Polytechnic University of Valencia, and a consultant, representing the City Hall of Valencia. The PRES algorithm was used to order the alternatives developed in 1992 by Gómez‐Senent at this University. In this article we highlight the advantages of applying the Multi‐Criteria Decision‐Making Aid techniques and the importance of following a procedure to select the criteria, pondering on them and evaluating the alternatives. This procedure ensures that the parties interested in or affected by the decision take part in deciding what measures to adopt.
