The medical research council’s approach to allegations of scientific misconduct

The UK’s Medical Research Council (MRC) introduced a specific policy and procedure for inquiring into allegations of scientific misconduct in December 1997; previously cases had been considered under normal disciplinary procedures. The policy formally covers staff employed in MRC units, but those in receipt of MRC grants in universities and elsewhere are expected to operate under similar policies. The MRC’s approach is stepwise: preliminary action; assessment to establish prima facie evidence of misconduct; formal investigation; sanctions; and appeal. Strict time limits apply at all stages. The procedure will be evaluated after two years. The indications so far are that the procedure is robust, and its clarity and transparency have been an asset to all parties. The MRC is also convinced that it is equally important to achieve a working culture that fosters integrity. Thus education and training in good research practices are fundamental to the prevention of research misconduct. This paper was presented at a symposium, Scientific Misconduct: An International Perspective, organized by The Medical University of Warsaw, 16 November, 1998.     

The concept of culture in the contexts and practices of professional counselling: A constructivist perspective

In this paper we first describe two approaches to the concept of culture as they relate to counselling: the first approach emphasizes the organizational culture of the institution where the counsellor works; the second - the multicultural approach - calls for the recognition of the variety of ethnic cultural backgrounds of those involved in the counselling situation. Then, we present recent developments in the understanding of culture within constructivist perspectives. Last, we suggest a new orientation for counselling training, that of the professional counsellor as a cultural agent, one attentive to context and practices in all their complexities.     

HOW PSYCHIATRIC TREATMENTS CAN ENHANCE PSYCHOLOGICAL DEFENSE MECHANISMS

Psychological defense mechanisms are a powerful and often unappreciated force safeguarding mental health. Although rarely directed in this way, the most common forms of psychiatric treatment—psychotherapy and antidepressants—can enhance psychological defense mechanisms. Psychotherapy, through both specific and nonspecific factors, induces positive perspective shifts favoring positive cognitive distortions, including adaptive classical defense mechanisms and healthy attribution biases. Antidepressants, by altering very basic emotional information processing, such as facial expression recognition and emotional memories, also foster positive cognitive distortions. By shifting perceptions and thoughts in a positive direction, psychotherapy and antidepressants improve the capacity to dissociate from negative emotional stimuli.Brad Bowins, M.D., FRCP(C), is a staff psychiatrist at the University of Toronto Health Service and he is in private practice.     

Authors and publication practices

Although authors are usually considered to be the main perpetrators of research and publication misconduct, any person involved in the process has the potential to offend. Editors may breach ethical standards particularly with respect to conflicts of interest. In the same way that authors are now required to declare competing interests, notably commercial affiliations, financial interests and personal connections, so must editors. Editors can influence the chances of acceptance or rejection of a paper by reviewer selection. Reviewers should also be ready to disclose conflicts of interest. They must ensure that their reviews are evidence based and free from destructive criticism driven by self interest. It seems likely that ultimately we will progressively move towards 'open' peer review in which both the authors and the reviewers are known to each other. There is an urgent need for increased transparency of the relationship between editors and owners. The events of the last few years indicate that unless this interface is fully understood by all parties, conflicts may arise. There is also a need for a radical overhaul in the relationship between journals, journal editors and the biomedical industry. It is now increasingly accepted that all clinical trials should be registered in a centrally held database and that protocols should include the primary and secondary outcome measures and the intended approach to data analysis thereby avoiding opportunistic post hoc analyses. However, the even more radical proposal that journals should cease to publish clinical trials sponsored by industry deserves wider debate.     

Community engagement,greening, and violent crime: A test of the greening hypothesis and Busy Streets

Researchers have documented that vacant lot greening can reduce community-level crime and violence. Busy Streets Theory (BST) suggests that residents who are involved in the greening process can help to improve physical environments and build social connections that deter crime and violence. Yet few researchers have explored how community engagement in the greening process may affect crime and violence outcomes. We applied BST to test the effects of community-engaged vacant lot greening compared to vacant lots that received either professional mowing or no treatment, on the density of violent crime around study lots. Using mixed effects regression models, we analyzed trends in violent crime density over the summer months from 2016 to 2018 at 2102 street segments in Youngstown, OH. These street segments fell within 150 meters of an intervention parcel that was classified as one of three conditions: community-engaged maintenance, professional mowing, or no treatment (control). We found that street segments in areas receiving community-engaged maintenance or professional mowing experienced greater declines in violent crime density than street segments in areas receiving no treatment, and more decline occurred in the community-engaged condition compared to the professional mow condition. Our findings support BST and suggest that community-engaged greening of vacant lots in postindustrial cities with a concentrated vacancy can reduce crime and violence.     

Sabina Spielrein's Siegfried and other myths: facts versus fictions

Sabina Spielrein's life events became known to posterity through a private correspondence with Freud and Jung, and through her diaries. Based on a misinterpretation of the documents, a myth, a fiction, was created about an alleged sexual affair with Jung and a case of misconduct during treatment. Another myth was that her relationship with Jung was a cause of the historic break-up between Freud and Jung. The biographical facts described by the author in a number of publications show that her treatment ended when she left the hospital to become Jung's student in the medical school, a situation with its own ethical rules. Furthermore, the alleged “scandal” was no public matter: it turned out to be no more than a personal quarrel. Before, during, and after that turbulent episode, Spielrein and Jung maintained a long and tender friendship and correspondence that included sharing creative ideas that enriched psychoanalysis. In these exchanges, a special role was played by the myth of Siegfried and other themes in Wagner's operas.     

DIASPORIC SECURITY AND JEWISH IDENTITY

This paper explores the relationship between identity and security through an investigation into Jewish diasporic identity. The paper argues that the convention of treating identity as an objective referent of security is problematic, as the Jewish diaspora experience demonstrates. The paper presents a new way of conceptualizing identity and security by introducing the concept of diasporic security. Diasporic security reflects the geographical experience of being a member of a trans-state community, of having a fluid identity that is shaped by sometimes contradictory discourses emanating from a community that resides both at home and abroad. In introducing the concept of diasporic security, the paper makes use of literature in Diaspora Studies, Security Studies, recent works in contemporary political theory and sociology, and Woody Allen's film, Deconstructing Harry (1997).
