Investing in research is a long-term, risky proposition. In agriculture, it could take fifteen years or more for a research finding to show an improvement in a farmer’s field. Yet, research institutions, like other organizations it needs to be evaluated. For more than twenty years, independent panels of outside experts have evaluated each of the international research centers that the Consultative Group of International Agricultural Research (CGIAR) supports. This paper examines the evolution of this review system, outlines the key methodological challenges faced, and draws lessons for others engaged in evaluating research institutions. It notes that the scope of the CGIAR reviews have been broadened over time in response to users’ concerns. Reviews now cover four dimensions of performance: research results, quality and relevance of research, vision and strategic directions, and management efficiency. The methodological challenges faced in measurement, valuation, and attribution are reviewed, along with practices found to be helpful in addressing these concerns. The paper concludes that the panel approach to institutional evaluation has served CGIAR’s needs well, and recommends it as an evaluation technique for integrating quantitative and qualitative dimensions of institutional performance. His recent work has concentrated on the governance and management of the CGIAR and the individual research centers it supports, including questions of evaluating management effectiveness. Prior to joining the World Bank in 1979, he was Assistant Professor of Political Science at Bogazici University (Istanbul) and Senior Research Director of Systems Research Incorporated (Lansing, Michigan).  相似文献

Wisdom is introduced as a fundamental quality of the effective multicultural counselor. Wisdom is defined, discussed, and differentiated from intelligence. The authors propose that to be an effective multicultural counselor requires more than textbook knowledge. Wisdom, as a transcultural concept, is considered in relation to culture, context, dialectical thinking, awareness, metacognition, deep interpersonal insight, and advanced empathy. Implications for counselor education and professional practice are discussed. Wisdom is an ancient subject that may provide a “new” paradigm with the potential to bring the field to a higher plateau of effectiveness in practice and training.  相似文献

The play and language development of 171 toddlers was examined at 14 and 18 months by observing their activities on the Symbolic Play Test and by assessing their language skills using the MacArthur Communicative Development Inventories (MCDI) and the Reynell Developmental Language Scales. Additionally, data from the Bayley Scales of Infant Development and the MCDI were obtained at 24 months, in order to investigate how play and language measures taken at 14 and 18 months predict children's development at the age of 2 years. The results showed that the vocabulary production and symbolic play of the 14-month-old toddlers made a unique contribution to their language and cognitive skills at the age of 2 years, while at 18 months only language variables made a similar contribution. Other-directed pretense discriminated between the children's subsequent language and cognitive skills best, whereas nonsymbolic play had no independent predictive contribution. Significant gender differences were found in the use of nonsymbolic and symbolic play acts already at 14 months. Gender did not, however, contribute to the prediction of the children's subsequent skills, whereas maternal education significantly added to the prediction of the 2-year-olds' maximum sentence length and that of their cognitive development.  相似文献

This longitudinal study was conducted among 102 women with non-metastasic breast cancer to identify the time evolution and prevalence of distress at specific times through diagnosis and treatment of disease: preliminary diagnosis, surgery, definitive diagnosis and chemotherapy. Additionally, the study aimed to examine the role of demographic, medical and psychosocial factors on distress. The results indicated that prevalence of distress was higher at initial diagnosis (25%) than the following time points (approximately 17%). The differences inter-individuals in the levels of distress were observed over the four assessments. No relation between distress and demographic and medical factors was found. However, psychosocial aspects were significant risk factors. Patterns of emotional suppression and specific coping responses like helplessness/hopelessness, anxious preoccupation, cognitive avoidance and fatalism were positively related to distress, whereas fighting spirit and perceived social support showed a protective role. Moreover, helplessness/hopelessness and anxious preoccupation jointly predicted 75% of cases and 98% non-cases of distress. Finally, a mediational model between emotional suppression and distress through helplessness/hopelessness was tested. Results support the necessity of routine distress screening all through the illness. Implications of data for psychosocial interventions with breast cancer patients are highlighted.  相似文献

Piaget and Vygotsky are two influential developmental psychologists. One can even say that their contributions to developmental psychology, albeit different, are similarly remarkable and unique. This article is in four parts. In the first part, I refer briefly to a commonly noticed difference between Vygotsky’s and Piaget’s theories. In the second part, I show that there are many resemblances between Vygotsky and Piaget. In the third part, I argue that in spite of such resemblances, there exists a crucial, and generally unnoticed, difference between Piaget’s and Vygotsky’s theories, and that this difference underlies the way each author addresses the following issues: 1) the origins of development and the motor of development; 2) the relationships among equal peers vs. those based on authorities, as they are sources of development and learning; 3) the more appropriate methods for studying developmental changes; 4) the importance of the distinction between true vs. necessary knowledge; and 5) the role of transformation and personal reconstruction vs. that of transmission and social influence in the phenomena of development and learning. Finally, I summarize the main ideas and arguments which I elaborate throughout this article, and mention what can be gained when the generally ignored aforementioned difference is noticed.  相似文献

The BRIEF-P is one of the most used instruments to measure Executive Function (EF). This report is aimed at showing the psychometric properties of the Catalan version of it. To do this, a random cluster sampling was carried out in Osona (Catalonia), recruiting 417 teachers and 408 parents of children aged 3 to 6 years. As with the original instrument, results show that reliability is excellent and that girls have a better EF than boys in the following areas: Working Memory, Plan/Organize, and Inhibit. Since in some areas Catalonia's preschool children show EF values slightly better than those of the reference sample, a new scale for using it in this population is provided.  相似文献
