New Zealand, like Australia and Canada, has long had an active policy of seeking immigrants to “grow” its population and economy. Unlike the other two countries, New Zealand does not have a federal system of government, and the absence of a state or provincial level of legislative authority has meant that policies to promote immigration and to meet labour market needs have been centrally driven. In the latter decades of the twentieth century, labour market activation policies in New Zealand were focussed on supply, including the engagement or re-engagement of workers. In the early years of the twenty-first century, there have been significant labour shortages, particularly (but not only) of skilled labour in a range of industries and regions, as well as changes in the nature of labour market engagement associated with the rise of various forms of non-standard employment. The policy focus has been increasingly demand-focussed and driven by local labour market considerations. It has also increasingly revolved around recruiting immigrant labour in response to local skill shortages. This paper discusses the way in which regions in New Zealand have developed schemes that are designed to attract immigrant labour to meet local labour demand as well as provide a key driver in local economic development.  相似文献

Two studies report on the development and preliminary psychometric properties of a new scale measuring criminal attitudes to violence. In Study 1, the responses of a mixed sample of male prisoners were used to select 20 scale items from a larger pool. The final scale (the Criminal Attitudes to Violence Scale; CAVS) was designed so that it had a single‐factor structure and was uncorrelated with a measure of social desirability bias. It demonstrated high internal reliability, and a strong relationship to a self‐report measure of physical aggression. Significant differences were found in CAVS mean scores for various offence history comparisons, such as whether or not the offender was currently on sentence for a violent conviction. In the second study, most results from the first study were replicated with an independent sample of male prisoners. Further, compared to another scale measuring attitudes to aggression [the EXPAGG Instrumental subscale; Archer and Haigh, 1997b], the CAVS was a better predictor of general attitudes to crime. Mean CAVS scores were again significantly higher for current violent offenders than those on sentence for other types of offences. Lastly, the CAVS was moderately predictive of estimated risk of reconviction and re‐imprisonment. Overall these results suggest that this scale measures the construct of attitudes to criminal violence, which partially overlaps two other constructs: attitudes to aggression and attitudes to crime. The consensus definition of autonomy in the psychological literature emphasizes self-governance through free volition, not separation or independence from others. Since the concept of self may differ cross-culturally, several researchers have tried to incorporate types of self into the notion of autonomy; however, only the dual model of autonomy has been able to do this while retaining an emphasis on volition. The dual model describes two distinct forms of autonomy-individuating and relating-each with superior function in a specific domain of individual functioning. Individuating autonomy represents a volitional capacity to act against social constraints and offers a route to achieve an independent self-identity by expressing individualistic attributes and distinctions. Relating autonomy represents a volitional capacity to act by emphasizing the harmony of self-in-relation-to-others, the quality of interpersonal relationships, and self-transcendence. These two forms of autonomy have been shown to coexist at the individual level in a Taiwanese sample. This study takes the next step, with a cross-cultural test of the coexistence and domain superiority hypotheses of individuating and relating autonomy. Participants included 306 college students from Taiwan and 183 college students from the United States. Structural equation modelling by multigroup analyses confirmed the cross-cultural equivalence of the two-factor individuating autonomy and relating autonomy measurement model. Across both samples the two forms of autonomy were shown to be mutually inclusive and not exclusive or independent. The domain-superior function of each form of autonomy was also confirmed cross-culturally; each form of autonomy has a dominant, but not necessarily exclusive, domain of functioning. Specifically, individuating autonomy was more associated with intrapersonal than interpersonal domain dependent variables, while relating autonomy was more associated with interpersonal than intrapersonal domain dependent variables. David Lewis’s ‘Humean Supervenience’ (henceforth ‘HS’) combines realism about laws, chances, and dispositions with a sparse ontology according to which everything supervenes on the overall spatiotemporal distribution of non-dispositional properties (Lewis 1986a, Philosophical papers: Volume II, pp. ix–xvii, New York: Oxford Univesity Press, 1994, Mind 103:473–490). HS faces a serious problem—a “big bad bug” (Lewis 1986a, p. xiv): it contradicts the Principal Principle, a seemingly obvious norm of rational credence. Two authors have tried to rescue Lewis’s ontology from the ‘big bad bug’ (henceforth ‘the Bug’) by rejecting realism about laws, chances, and dispositions (Halpin 1994, Aust J Phil 72:317–338, 1998, Phil Sci 65:349–360; Ward 2005, Phil Sci 71:241–261). I will argue that this strategy cannot possibly work: it is the ontology, not the realist thesis, that lies at the root of the problem.  相似文献

The authors explored the use of critical consciousness as a training tool to provide effective, culturally competent disaster response counseling services to disaster‐affected communities. The results are presented of a qualitative study evaluating the outcomes for participants in a disaster response outreach project serving residents of post‐Katrina New Orleans. Participants demonstrated increased personal and cultural awareness and also constructed new knowledge related to counseling outreach competencies.  相似文献

High functioning children with a diagnosis of autism or Asperger's syndrome (HF-ASD) often experience difficulties organising goal-directed actions in their day-to-day lives, requiring support to schedule daily activities. This study aimed to capture these everyday difficulties experimentally using multitasking, a methodology that taps into the cognitive processes necessary for successful goal-directed activities in everyday life. We investigated multitasking in children with HF-ASD using a novel multitask test, the Battersea Multitask Paradigm. Thirty boys participated in the study, 14 with HF-ASD and 16 typically developing controls, matched for age and IQ. Group differences in multitasking were observed. Participants with HF-ASD were less efficient at planning, attempted fewer tasks, switched inflexibly between tasks and broke performance rules more frequently than controls.  相似文献

Three experiments were conducted to dissociate the perceived orientation of a stimulus from its orientation on the retina while inducing the McCollough effect. In the first experiment, the typical contingency between color and retinal orientation was eliminated by having subjects tilt their head 90° for half of the induction trials while the stimuli remained the same. The only relation remaining was that between color and the perceived or spatial orientation, which led to only a small contingent aftereffect. In contrast, when the spatial contingency was eliminated in the second experiment, the aftereffect was as large as when both contingencies were present. Finally, a third experiment determined that part of the small spatial effect obtained in the first experiment could be traced to hidden higher order retinal contingencies. The study suggested that even under optimal conditions the McCollough effect is not concerned with real-world properties of objects or events. Implications for several classes of theories are discussed.  相似文献

A number of recent authors (Galles and Pearl, Found Sci 3 (1):151?C182, 1998; Hiddleston, No?s 39 (4):232?C257, 2005; Halpern, J Artif Intell Res 12:317?C337, 2000) advocate a causal modeling semantics for counterfactuals. But the precise logical significance of the causal modeling semantics remains murky. Particularly important, yet particularly under-explored, is its relationship to the similarity-based semantics for counterfactuals developed by Lewis (Counterfactuals. Harvard University Press, 1973b). The causal modeling semantics is both an account of the truth conditions of counterfactuals, and an account of which inferences involving counterfactuals are valid. As an account of truth conditions, it is incomplete. While Lewis??s similarity semantics lets us evaluate counterfactuals with arbitrarily complex antecedents and consequents, the causal modeling semantics makes it hard to ascertain the truth conditions of all but a highly restricted class of counterfactuals. I explain how to extend the causal modeling language to encompass a wider range of sentences, and provide a sound and complete axiomatization for the extended language. Extending the truth conditions for counterfactuals has serious consequences concerning valid inference. The extended language is unlike any logic of Lewis??s: modus ponens is invalid, and classical logical equivalents cannot be freely substituted in the antecedents of conditionals.  相似文献
