Evolution of Different Dual-use Concepts in International and National Law and Its Implications on Research Ethics and Governance

This paper provides an overview of the various dual-use concepts applied in national and international non-proliferation and anti-terrorism legislation, such as the Biological and Toxin Weapons Convention, the Chemical Weapons Convention and United Nations Security Council Resolution 1540, and national export control legislation and in relevant codes of conduct. While there is a vast literature covering dual-use concepts in particular with regard to life sciences, this is the first paper that incorporates into such discussion the United Nations Security Council Resolution 1540. In addition, recent developments such as the extension of dual-use export control legislation in the area of human rights protection are also identified and reviewed. The discussion of dual-use concepts is hereby undertaken in the context of human- and/or national-security-based approaches to security. This paper discusses four main concepts of dual use as applied today in international and national law: civilian versus military, peaceful versus non-peaceful, legitimate versus illegitimate and benevolent versus malevolent. In addition, the usage of the term to describe positive technology spin-offs between civilian and military applications is also briefly addressed. Attention is also given to the roles civil society and research ethics may play in the governance of dual-use sciences and technologies.     

The subordination effect: Evidence from self-paced reading and recall

Engelkamp and Rummer (2002) demonstrated that auditorily presented subordinate causal sentences are better retained than coordinate sentences. This subordination effect was explained by suggesting that subordinate sentences are merged more easily in memory than coordinate sentences. The present paper enlarges Engelkamp and Rummer's findings with respect to three aspects. First, it demonstrates that the subordination effect can only be found if a verbatim but not a content related recall score is used. Second, using self-paced reading, it demonstrates a processing advantage for subordinate sentences. This reading time advantage was only observed if the subordinate clause preceded the matrix clause. Third, it excludes an alternative explanation of the subordination effect which attributes memory differences to the fact that the critical causal conjunction word was presented earlier in subordinate than in coordinate sentences. In sum, our findings suggest a direct contribution of syntactic information to sentence regeneration.     

Subordinating conjunctions as devices for unifying sentences in memory

In two experiments, we provide evidence that the subordinating conjunctions "nachdem" [after] and "weil" [because] unify sentences in immediate memory better than the coordinating conjunctions "erst-dann" [first-then] and "deshalb [therefore] are able to do. Immediate recall of the two clauses of subordinate sentences was equally good, whereas recall of coordinate sentences was better for the first clause than for the second in both experiments. In Experiment 2, it was additionally shown that this recall pattern was not due to prosodic information.     

The Road to Religious Tolerance in Education in South Africa (and Elsewhere): a Possible ‘Martian Perspective’

Abstract

Combining Dennett's notion of detached curiosity with Alexander's notion of transcendental pragmatism, we propose in this paper, from a ‘Martian perspective’, that religious understanding and tolerance in education may be pursued from at least two different angles: (a) via the spiritual substrata of religions or via confessional pluralism or (b) via a combination of both. On the basis of a hermeneutic reconstructive interpretation of (a), we subsequently argue that current South African policy on education and religion has effectively placed a ban on confessional pluralism by relegating religious education to parental homes and religious institutions such as churches, temples and mosques. We conclude that it provides no opportunities for helping learners to understand the religious differences that they will have to engage with in future as adults. We suggest that it effectively engineers a pedagogy of religious essentialism and the subsequent reemergence (of an almost Bourdieuian model) of cultural and spiritual intolerance.     

Burn-out und Arbeitswelt

Burnout and working life is a topical theme. This article demonstrates which aspects of modern working life contribute towards deterioration of mental health. Based on two stress-theoretical models, demand-control and effort-reward imbalance, a short review of epidemiological findings is given which documents significantly elevated risks of stress-related disorders, mainly depression, among exposed people. Symptoms of burnout often manifest as precursors of clinical diseases. Findings from experimental and quasi-experimental studies exploring psychobiological pathways from work stress to stress-related disorders support available epidemiological evidence. Finally, implications of this new knowledge for prevention and intervention are briefly discussed. At a more general level it is concluded that economic and societal life should strive towards strengthening distributive justice and trusting cooperation at the expense of the still powerful principle of selfishness.

Stages of change in fruit intake: A longitudinal examination of stability,stage transitions and transition profiles

The present study examined stability and transitions in Transtheoretical stages of change for fruit intake in an adult cohort of 735 individuals not exposed to a planned intervention. Six assessments took place within a four-month period with varying time intervals using electronic questionnaires, measuring fruit intake, stage of change and demographic characteristics. Precontemplation and maintenance were the most stable stages of change, while preparation was the least stable. Longer time intervals showed lower stability, but frequent stage transitions also occurred in shorter time intervals. Seven transition profiles were distinguished. Sequences within transition profiles mostly showed stage transitions to adjacent stages, independent of the interval duration. Differences in fruit intake, age, level of education and ethnicity were found between different transition profiles. Stability rates and most transition sequences largely support the Transtheoretical Model. Results indicating potential deviations from the model, e.g. short-term stage instability and stage transition profiles not in accordance with the Transtheoretical Model are discussed.     

The risky side of inspirational appeals in personal selling: when do customers infer ulterior salesperson motives?

In personal selling, the inspirational appeal (IA) is a widely promoted tactic that aims at stimulating customers' values and ideals, thereby evoking emotions and arousing their enthusiasm for a product. However, whether IAs in fact improve or undermine salespeople's success in sales talks remains controversial. Therefore, this study examines consequences and key contingencies of IAs in customer–salesperson interactions in a retailing context, using multisource data from several retailing industries for three quantitative studies, comprising a total sample of 590 customer and 174 salesperson responses. Drawing on the Multiple Inferences Model (MIM), the authors show that an IA is likely to drive the customer's inference that the salesperson holds ulterior motives. IAs seem to be particularly detrimental for salespeople with a lack of customer orientation. Beyond expanding research on influence tactics and the ambivalent role of IAs in retailing interactions, these findings can guide practitioners about when to refrain from using an IA.     

Neuroticism,conscientiousness and fruit consumption: Exploring mediator and moderator effects in the theory of planned behaviour

Integrating the theory of planned behaviour (TPB) with the five-factor model (FFM) of personality may provide insight into the cognitive and motivational mechanisms linking personality with health behaviour, but this issue has received very little attention regarding fruit consumption. Mediator effects of TPB concepts in the personality–fruit consumption link, as well as moderator effects of personality in the intention–fruit consumption link, were therefore investigated in the present study. Data on fruit consumption, TPB concepts and FFM dimensions were gathered among 405 respondents in face-to-face interviews using questionnaires. Structural equation modelling was used to investigate the mediator and moderator effects. The direct effect of conscientiousness on fruit consumption was mediated by attitude and perceived behavioural control, while no direct effect of neuroticism on fruit consumption was found. Neuroticism moderated the intention–fruit consumption relationship with the weakest relationship for those scoring high on neuroticism. Conscientiousness did not moderate the intention–fruit consumption relationship. TPB variables are mediators in the conscientiousness–fruit consumption link. Whether fruit consumption is intentional may be dependent upon the personality dimension neuroticism. Personality dimensions may be a useful addition to the TPB and should be considered in health behaviour change interventions.
