STRUCTURING GLOBAL DEMOCRACY: POLITICAL COMMUNITIES, UNIVERSAL HUMAN RIGHTS, AND TRANSNATIONAL REPRESENTATION

Abstract: The emergence of cross-border communities and transnational associations requires new ways of thinking about the norms involved in democracy in a globalized world. Given the significance of human rights fulfillment, including social and economic rights, I argue here for giving weight to the claims of political communities while also recognizing the need for input by distant others into the decisions of global governance institutions that affect them. I develop two criteria for addressing the scope of democratization in transnational contexts— common activities and impact on basic human rights —and argue for their compatibility. I then consider some practical implications for institutional transformation and design, including new forms of transnational representation .     

Guidance Services for Children and a Right to Education Law: Results of a Longitudinal Study

A sizeable proportion of elementary school children studied received guidance services for emotional and behavioral problems. Differences emerged between children with transitory and persistent problems.     

The paradox of trust for male couples: When risking is a part of loving

Among gay men, there is evidence to suggest that serious, committed male couples practice especially risky sex. To understand the reasons why male couples might take such risks, 92 participants (46 long-term couples) were asked to complete a survey in which they independently indicated their sexual practices, why they engaged in them, and their attitudes toward relationships. Three sets of findings suggest a paradoxical relationship between emotional intimacy and sexual risk: (1) love, trust, and commitment were used more often to explain riskier than safer sex; (2) those more dependent upon their relationships and who desired a stable and lasting relationship practiced riskier sex; and (3) requesting safer sex had negative connotations (e.g., suspicion of extrarelationship sexual contacts). Of those who practiced safer sex (i.e., protected anal sex), 94% indicated that they did so because of their “fear of AIDS.” Implications of these findings for developing HIV interventions for male couples are discussed.     

The Effect of Life Events and Relationships on Adult Women's Decisions To Enroll in College

This study was designed to investigate the role of life events and “relationship” morality in women's decisions to enroll in college. Interviews with 38 women, ages 25–46, indicated that the timing for women returning to college was determined by the state of their relationships and life events and not solely by motivation. Enrollment was often postponed until children were “old enough,” family responsibilities were lessened, or fellow workers or employers would not be inconvenienced.     

The Healing Circle: An Alternative Path to Alcoholism Recovery

Recovery from alcoholism has typically involved the program of Alcoholics Anonymous (AA). However, the values espoused by AA, especially those related to spirituality, can be in conflict with the values of traditional Native Americans. This article discusses healing methods founded in the traditions of Native American culture in general and the Oglala Lakota (also called Oglala Sioux) nation specifically. An understanding of these methods gives non-Native American counselors additional tools for guiding Native American clients to an effective program of recovery.     

Camp Invention®: A Creative,Inquiry‐Based Summer Enrichment Program for Elementary Students

Camp Invention® is a hands‐on creativity and science day camp run in partnership with more than 400 schools nationwide. The curriculum integrates science, history, mathematics, the arts, and fun — promoting creative learning and teamwork through interactive activities. In 2001, the Center for Creative Learning conducted an extensive nationwide evaluation of the camp's effectiveness and impact, surveying 17,526 participants, including campers, parents, and staff. The results strongly supported the positive impact of Camp Invention, for both girls and boys in urban and suburban settings, on attitudes towards creativity, active learning, and exploration. Camp Invention's innovative curriculum blends many important aspects of science and invention with the challenge of stimulating children's creativity and imagination.
