According to the brain drain argument, there are good reasons for states to limit the exit of their skilled workers (more specifically, healthcare workers), because of the negative impacts this type of migration has for other members of the community from which they migrate. Some theorists criticise this argument as illiberal, while others support it and ground a duty to stay of the skilled workers on rather vague concepts like patriotic virtue, or the legitimate expectations of their state and co-citizens. In this article, on the contrary, we suggest that the liberal conception of states’ legitimate political authority demands, and not just permits, that developing states from which migration of skilled workers occurs set up contractual mechanisms. These mechanisms will ensure that state-funded training in the health sector is provided against a commitment on the part of future professionals to reciprocate with their services for the benefits obtained. If one of the conditions for the state to maintain legitimate political authority is to provide basic services such as healthcare to its subjects (while respecting at the same time their autonomy and freedom), then this is what developing states affected by the brain drain ought to do. What we call the authority-based approach to the brain drain also helps to clarify the obligations that other states have not to interfere with these contractual mechanisms when they exist, and not to profit from their absence. Inspired by FIFA’s legal instruments of training compensation and solidarity mechanism for the transfer of players, we conclude by suggesting a plausible global policy to complement this authority-based approach.  相似文献

Individual differences in working memory ability are mainly revealed when a demanding challenge is imposed. Here, we have associated cannabinoid 1 (CB1) receptor genetic variation rs2180619 (AA, AG, GG), which is located in a potential CNR1 regulatory sequence, with performance in working memory. Two-hundred and nine Mexican-mestizo healthy young participants (89 women, 120 men, mean age: 23.26 years, SD?=?2.85) were challenged to solve a medium (2-back) vs. a high (3-back) difficulty N-back tasks. All subjects responded as expected, performance was better with the medium than the high demand task version, but no differences were found among genotypes while performing each working memory (WM) task. However, the cost of the level of complexity in N-back paradigm was double for GG subjects than for AA subjects. It is noteworthy that an additive-dosage allele relation was found for G allele in terms of cost of level of complexity. These genetic variation results support that the endocannabinoid system, evaluated by rs2180619 polymorphism, is involved in WM ability in humans.  相似文献

Verb bias, or the tendency of a verb to appear with a certain type of complement, has been employed in psycholinguistic literature as a tool to test competing models of sentence processing. To date, the vast majority of sentence processing research involving verb bias has been conducted almost exclusively with monolingual speakers, and predominantly with monolingual English speakers, despite the fact that most of the world’s population is bilingual. To test the generality of competing theories of sentence comprehension, it is important to conduct cross-linguistic studies of sentence processing and to add bilingual data to theories of sentence comprehension. Given this, it is critical for the field to develop verb bias estimates from monolingual speakers of languages other than English and from bilingual populations. We begin to address these issues in two norming studies. Study 1 provides verb bias norming data for 135 Spanish verbs. A second aim of Study 1 was to determine whether verb bias estimates remain stable over time. In Study 2, we asked whether Spanish—English speakers are able to learn verb-specific information, such as verb bias, in their second language. The answer to this question is critical to conducting studies that examine when, during the course of sentence comprehension, bilingual speakers exploit verb information specific to the second language. To facilitate cross-linguistic work, we compared our verb bias results with those provided by monolingual English speakers in a previous norming study conducted by Garnsey, Lotocky, Pearlmutter, and Myers (1997). Our Spanish data demonstrated that individual verbs showed significant similarities in their verb bias across the 3 years of data collection. We also show that bilinguals are able to learn the biases of verbs in their second language, even when immersed in the first language environment. Lesion studies demonstrate that the right temporal-parietal region (RTP) is important for mediating spatial attention. The RTP is also involved in emotional experiences that can be evoked by art. Normal people vary in their ability to allocate spatial attention, thus, people who can better allocate attention might also be more influenced by the emotional messages of the paintings (evocative impact). Seventeen healthy participants bisected an unlabeled 100mm line and their performance on this task was used to create two groups, individuals who were more (mALB) and less accurate (lALB). These participants also judged 10 paintings on five qualities, Evocative Impact, Aesthetics, Novelty, Technique, and Closure by marking a 100mm line from 1 (low degree) to 10 (high degree). An ANOVA indicated differences in accuracy on the line bisection (LB) between the two groups. Additional ANOVAs, using the quality ratings as the dependent measure, revealed that the mALB group scored the Evocative Impact greater than the lALB group. These results suggest that the differences in attentional bias between the two groups, as indicated by their LB performance, might influence their evocative impact or reactions and also be a 'barometer' of other RTP functions, including emotional processing.  相似文献

Selective retrieval is a rather difficult task, and especially so when one attempts to retrieve personal representations such as faces or names. Retrieval of memories under strong competition conditions is pervasive in human memory and some have suggested that inhibitory control is used to overcome interference between competing stimuli. In the present study, we used the retrieval practice paradigm to investigate if competition among personal representations (such as facial features and names) is also resolved by inhibitory mechanisms. This question is theoretically relevant, since personal representations have been said to have a special status on cognition. Moreover, some models of face recognition assume that interference can arise between different representations, but that this interference would be automatically and rapidly solved, with no need for a controlled inhibitory mechanism to act. In two experiments we showed RIF for facial features and familiar names, but only when participants had to actively retrieve some information. This suggests that personal information is subject to mechanisms of inhibitory control, which could help explain everyday life difficulties in processes such as face feature recognition or name retrieval.  相似文献

Two studies investigated the reactions of minority group members to messages about identity expression by ingroup and outgroup sources. Our main hypothesis was that compared to ingroup sources, outgroup sources arouse more anger when they argue for identity suppression. In the first study homosexuals evaluated an outgroup source arguing for identity suppression more negatively than an ingroup source, felt more threatened by this source and as a result, experienced stronger feelings of anger towards this source. The second study among members of a language-based minority replicated and extended these findings. Furthermore we showed that the anger that is experienced towards an outgroup source causes a willingness to change the opinion of this source. When ingroup or outgroup sources supported identity expression, evaluations and experience of anger did not differ in both studies. The importance of a source’s group membership in reactions to opinions about one’s group is discussed.  相似文献

What are creative people like? Openness to experience is important to creativity, but little is known about plasticity, the higher-order factor that subsumes openness. College students (n = 189) completed measures of the Big Five and measures of creative cognition (fluency and quality of divergent thinking), everyday creative behaviors, creative achievement, and self-rated creativity. Latent variable models found broad effects of openness to experience and few effects of the other four domains. At the higher-order level, plasticity predicted higher scores on nearly all of the facets of creativity, and stability had several significant effects. For some creativity measures, plasticity and stability had opposing effects. Tests of latent interactions found no significant effects: plasticity and stability predict creatively independently, not jointly.  相似文献

Although it is well known that frugivorous spider monkeys (Ateles geoffroyi yucatanensis) occupy large home ranges, travelling long distances to reach highly productive resources, little is known of how they move between feeding sites. A 11 month study of spider monkey ranging patterns was carried out at the Otochma’ax Yetel Kooh reserve, Yucatán, Mexico. We followed single individuals for as long as possible each day and recorded the routes travelled with the help of a GPS (Global Positioning System) device; the 11 independently moving individuals of a group were targeted as focal subjects. Travel paths were composed of highly linear segments, each typically ending at a place where some resource was exploited. Linearity of segments did not differ between individuals, and most of the highly linear paths that led to food resources were much longer than the estimate visibility in the woodland canopy. Monkeys do not generally continue in the same ranging direction after exploiting a resource: travel paths are likely to deviate at the site of resource exploitation rather than between such sites. However, during the harshest months of the year consecutive route segments were more likely to retain the same direction of overall movement. Together, these findings suggest that while moving between feeding sites, spider monkeys use spatial memory to guide travel, and even plan more than one resource site in advance. Inequalities between men and women are common and well‐documented. Objective indexes show that men are better positioned than women in societal hierarchies—there is no single country in the world without a gender gap. In contrast, researchers have found that the women‐are‐wonderful effect—that women are evaluated more positively than men overall—is also common. Cross‐cultural studies on gender equality reveal that the more gender egalitarian the society is, the less prevalent explicit gender stereotypes are. Yet, because self‐reported gender stereotypes may differ from implicit attitudes towards each gender, we reanalysed data collected across 44 cultures, and (a) confirmed that societal gender egalitarianism reduces the women‐are‐wonderful effect when it is measured more implicitly (i.e. rating the personality of men and women presented in images) and (b) documented that the social perception of men benefits more from gender egalitarianism than that of women.  相似文献

Risk propensity is the stable tendency to choose options with a lower probability of success, but greater rewards. Its evaluation has been approached from various perspectives: from self-report questionnaires to objective tests. Self-report questionnaires have often been criticized due to interference from voluntary and involuntary biases, in addition to their lack of predictive value. Objective tests, on the other hand, require resources that make them difficult to administer to large samples. This paper presents an easy-to-administer, 30-item risk propensity test. Each item is itself an objective test describing a hypothetical situation in which the subject must choose between three options, each with a different gain function but equivalent in expected value. To assess its psychometric fit, the questionnaire was administered to 222 subjects, and we performed a test of its reliability as well as exploratory factor analysis. The results supported a three-factor model of risk (Sports and Gambling, Long-term Plans, and Loss Management). After making the necessary adjustments and incorporating a global factor of risk propensity, confirmatory factor analysis was done, revealing that the data exhibited adequate goodness of fit.  相似文献
