Employment counseling as practiced during the past 30 years in the United States Employment Service (now Job Service) is discussed, including (a) the historical forces that affected employment counseling, (b) their consequences over this period of time, and (c) employment counseling training initiatives. The Competency-Based Employment Counselor Training Model is described, and more recent training initiatives are identified. The relationship among select demographics, vocational service, and job placement among refugees from the former Soviet Union was investigated. Vocational service and employment history were tracked for 12 months for 379 Soviet refugees who were employable adults under age 55, whose first visit to Jewish Vocational Service Chicago occurred between October 1 and December 31, 1991. Employment was related to gender, marital status, and age as well as to proficiency level in English as a Second Language and vocational service. Results of a logistic regression analysis suggest that the frequency of contact with a job developer, age, and gender were indicators of early employment. Implications for employment counselors working with refugees are noted.  相似文献

An innovative employment counseling model, Customized Employment Supports, was developed for methadone‐treatment patients, a population with historically low employment rates. The effectiveness of a key component of the model, “vocational fieldwork,” the delivery of services in the community rather than only within the clinic, was assessed through a quasi‐experimental study of the first 55 patients receiving the model in 2 clinics. Employment outcomes after 6 months were compared between patients who received vocational fieldwork (n = 18) and those who did not (n = 37). Logistic regression analysis demonstrated that patients receiving vocational fieldwork had significantly better outcomes for competitive work, informal work, and any paid work.  相似文献

This article discusses the value of the Employment Service Automated Reporting System, which assists labor market planners in employment and training agencies in developing necessary programs for reducing unemployment at the local level. This article is an analysis of general journal and article characteristics, content, and authorship for volumes 1 through 15 of the Journal of Employment Counseling, covering the years 1964 through 1978. It attempts to determine to what extent and in what ways the membership of the National Employment Counselors Association (NECA) is served by the Journal. The average length of the journal and its articles are noted as well as the number of authors and references per article. Each article is reviewed for content classification, authorship, and the author's institutional affiliation. The basic facts and overall publication trends are identified and discussed. It is noted that only a small proportion of published articles concerned Employment Service counseling techniques. The data in this article was originally prepared for the graduate course entitled “Psychology 411: Professional Problems in Psychology” at the University of Missouri-Columbia.  相似文献

The problem of weighting separate criterion variates is solved by minimizing the differences among the standard scores of the individual upon the various measures. The method is compared with Horst's procedure of maximizing the inter-individual differences. A comparison was made of data from fiscal years 1973 and 1976 to determine if the findings of a study made in 1973 were true also in 1976. Basic findings of the 1973 study were “Your chances of being placed on a job by the Employment Service in Utah are greater if you receive assistance from counseling”; “The chances are even greater when you have more than one counseling interview”; “Personalizing the services seems to be the key to being placed on a job.” Other findings of the 1973 study regarding applicant characteristics often considered barriers to placement were not treated in the present study because of difficulties in obtaining the information from fiscal 1976 records. Results of the current study of 1976 data indicate: Although the advantage in favor of counseled applicants being placed was somewhat less in fiscal year 1976 than in fiscal 1973, counseled applicants' percentage-of-placement rate was still higher than that for all applicants in general, and increased numbers of counseling interviews did seem to have a positive effect on the placement rates of counseled applicants but at a slower rate than was found for fiscal 1973. In the current study an additional factor—renewals—was investigated to determine if higher placement rates accompanied higher numbers of renewals. The findings were positive but deemed inconclusive. Since renewals indicate repeated use of the service, they can be considered to be another measure of the effect of satisfactory service, like placement, rather than a cause of increased placement rates. This additional investigation did determine, however, that at all levels of renewal (except no renewal) the placement rate of counseled applicants was significantly higher than the placement rate of applicants who did not receive counseling.  相似文献

Data from 24 counseling supervisors in the New York State Employment Service were obtained as part of an on-going training program. Small groups through spontaneous discussion presented problems that they wanted to solve. The data were classified and tabulated according to common content. The findings show that these supervisors were bothered primarily by organizational and interpersonal difficulties. Although also concerned with “job-task” problems, these represented a smaller proportion of their time involvement. Implications for management and training were discussed.  相似文献

In early 1980 consumer activist Ralph Nader released a study of the Educational Testing Service and called the service a “private regulator of the human mind.” Debate on this report, the enactment of a truth-in-testing law in New York, and consideration of similar bills by 14 states and the federal government seems likely to modify the standardized testing process. This article presents an alternative between open access to test results as recommended by consumer groups and test security as practiced by test producers. The alternative suggested places counselors directly in the center as interpreters who can satisfy client needs for increased feedback while maintaining test integrity.  相似文献

The history of careers guidance in Northern Ireland has many similarities but also many differences from experiences in other parts of the UK. The Careers Service has remained within central government for the duration, and this has provided a degree of consistency in service provision over time. In line with the Department for Employment and Learning's Corporate Plan for 2005-2008, the new Careers Service for Northern Ireland will aspire to be an all-age guidance service. The development of careers education provision in the education sector is examined, as is the emergence of adult guidance as a province-wide provision. Issues considered include staffing, training, evaluation, targeting need, the merits and demerits of locating the Careers Service within the Civil Service, and potentially conflicting responsibilities to clients and to the employing department.  相似文献

Profiling of the unemployed in order to predict and prevent long-term unemployment has hitherto been based on socio-professional data; however, there is evidence that psychological dimensions also predict job search strategies and unemployment duration. In order to provide psychological profiling, a typological method could be more parsimonious than trait/dimension approaches. Typologies created to date have not addressed the issue of predicting employment status. A sample of 384 newly unemployed people was assessed using psychometric scales which have been shown in past research to be linked to job finding. Through cluster analysis, five groups of unemployed people were differentiated: the “integrated”, “willing”, “outsider”, “anxious”, and “dispossessed”. The typology showed predictive validity for employment status after 12 months. People who were “anxious” or “dispossessed” were more often unemployed than those who were “integrated”, “willing”, or “outsider”. It provided an alternative way of classifying unemployed people that could be used in profiling and especially in advisory support and counselling.  相似文献

Activities within the Norwegian School Psychology Service traditionally concentrate on assessment of individuals in need and report writing (individual-level treatment). In recent years, a more “systemic” job aspect, providing preschool/school staff with tools to prevent the emergence of problems (systemic-level prevention) has been in demand. This study investigates the predictive value of these distinct aspects of work behaviour in the School Psychology Service using the outcome variables job satisfaction, job involvement, and organizational commitment among employees. It also looks at to what extent such associations may be mediated by positive challenge at work and perceived control at work. Self-reported data were collected from 470 School Psychology counsellors within 121 offices. Structural equation modelling suggested that the preventive aspect of the job was positively related to job attitudes, while the traditional job aspect was not. Furthermore, these associations were partially mediated by positive challenge at work and perceived control at work. Control for age did not alter the magnitude or pattern of regression coefficients in any substantive way. Occupational group did not moderate the associations. Alternative models were tested. The authors assessed the degree to which unemployed individuals identified with an unemployed “in‐group” and the subsequent impact on readiness to change their unemployed status. Participants from 2 Australian employment agencies completed the Group Identification Scale and the Lam Assessment on Stages of Employment Readiness measure. Findings suggest that the extent of family unemployment affects unemployed in‐group identification and predicts readiness to change unemployed status. Duration of unemployment was negatively correlated with readiness to change. Results suggest that unemployed individuals form an in‐group. Interventions to assist unemployed individuals to return to the workforce should take this into account for effectiveness to be maximized.  相似文献

Service leadership education initiatives have been launched in Hong Kong to meet the emerging demand for service leaders and enhance university students’ well-being through nurturing not only competence but also good character and caring disposition. However, rigorous evaluation work based on validated assessment tools has not been adequately carried out to examine whether student well-being and service leadership qualities would increase after the learning process. Using a one-group pretest-posttest design, this study investigated the effectiveness of a credit-bearing subject entitled “Service Leadership” implemented in one university in Hong Kong. Based on the responses of 114 participants (49.1% boys, Age = 20.21 ± 2.96 years), it was found that students showed improvement in service leadership knowledge, attitude, and behavior after taking the subject. In addition, their life satisfaction and positive youth development attributes as indicators of well-being also significantly increased. Furthermore, the increase in well-being among students was closely associated with their attitudinal and behavioral changes but not knowledge acquisition. The present findings imply that a formal curriculum-based leadership course can be a promising way to promote student service leadership qualities and well-being.

Forty-three employment service counselors participated in a three-week institute designed to improve their understanding of the conditions of poverty and of counseling theory and techniques. At the end of the institute, participants evaluated their experence favorably with substantial minority group criticisms, however, that (1) institute faculty were not sufficiently informed about Employment Service techniques and experiences and, that (2) not enough counseling practicum experiences were provided. Significant shifts in attitudes toward the poor were found at the end of the institute for 14 of 35 items of an attitude scale. For 6 of these 14 items, shifts in attitude were in the same direction and intensified after four and one-half months of field experience.  相似文献

Youth unemployment has remained a social and economic problem for over a quarter of a century. Experience in the U.S. Employment Service and in schools and other agencies in the community indicates that special advocates, i.e., youth employment specialists, are needed to work with youth and employers if young people are to get their full share of the job opportunities and are to achieve maximum utilization of their talents as new entrants into the labor market.  相似文献
