We describe an application of multicriteria decision aid to the location of a waste treatment facility in eastern Finland. In Finland, the Act on Environmental Impact Assessment Procedure requires that when the amount of waste to be dealt with in a facility exceeds 20,000 tons per year, the process of environmental impact assessment (EIA) must be performed. In addition, the opinions of citizens and different interest groups need to be heard. Generally, EIA requires many different factors to be dealt with. Therefore the use of some multicriteria decision aid may be helpful to preserve the information obtained through the EIA in the decision-making process. The alternative locations for the facility were considered based on 14 criteria by 28 decision makers. The present paper makes use of the PROMETHEE decision aid, which was found to fit well with certain constraints in this type of problem with multiple criteria and multiple decision makers. © 1997 by John Wiley & Sons, Ltd. The strategic decision of selecting an optimal flexible manufacturing system (FMS) configuration is a complicated question which involves evaluating trade-offs between a number of different, potentially conflicting criteria such as annual production volume, flexibility, production and investment costs and average throughput of the system. Recently, several structured multicriteria approaches have been proposed to aid management in the FMS selection process. While acknowledging the non-linear nature of a number of the relationships in the model, notably between batch size and the number of batches produced of each part, these studies used linear simplifications to illustrate the decision dynamics of the problem. These linear models were shown to offer useful analytical tools in the FMS pre-design process. Owing to the non-linearities of the true relationships, however, the trade-offs between the criteria could not fully be explored within the linear framework. This paper builds on the two-phase decision support framework proposed by Stam and Kuula (1991) and uses a modified non-linear multi-criteria formulation to solve the problem. The software used in the illustration can easily be implemented, is user-interactive and menu-driven. The methodology is applied to real data from a Finnish metal product company and the results are compared with those obtained in previous studies.  相似文献

A real‐world multi‐criteria decision aid (MCDA) application on software evaluation is presented in this paper. The decision process concerned a big Italian company faced with the management of a call for tenders for a very important software acquisition. The decision aiding process is extensively presented and discussed, mainly as far as its products are concerned, i.e. –the problem situation; –the problem formulation; –the evaluation model; –the final recommendation. 尽管绝大多数商业伦理决策都是由团队而非个人所做出的,但目前对团队伦理决策的研究还很少,尤其缺乏基于理论的深入研究。在前人研究的基础上,借鉴个体伦理决策和团队决策方面的研究成果,结合中国文化强调反省、中庸、威权领导等特点,我们对团队伦理决策的过程机制及影响因素的作用模式展开理论驱动的深入研究。具体来讲,将综合利用多种方法来进行两个方面的4项子研究。在团队伦理决策的过程机制方面,拟开展团队伦理决策的过程机制模型构建研究,然后聚焦于团队伦理决策和个体伦理决策的核心区别,展开基于社会决策图式理论的团队伦理决策观点整合机制研究;在团队伦理决策的影响因素作用模式方面,拟从成员和领导两个方面来进行:基于信息加工和团队冲突的成员多样性对团队伦理决策的影响机制研究,基于信息取样模型的领导特征对团队伦理决策的影响机制研究。  相似文献

A conflict over the proposed bulk export of water from Canada is systematically studied using the graph model for conflict resolution in order to illustrate how strategic conflicts of this type can be better understood and managed. The ongoing conflict involving a US company, Sun Belt Water Inc., and the Canadian federal and provincial governments is modeled and analyzed using the graph model methodology. This dispute reflects the kinds of controversies that can arise when international trade laws, which stress competition and profits, are in conflict with environmental and social laws. The Sun Belt conflict is especially interesting because of its evolution over several stages; at each stage of the conflict, the objectives of the disputants, and their strategic implications, can be realistically modeled and thereby investigated using the graph model. Amer Obeidi received his B.Sc. in Electrical Engineering from the University of Jordan in 1990 and M.A.Sc. in Management Sciences in 2002 from the University of Waterloo, Ontario, Canada. He is currently pursuing a PhD degree in the Department of Systems Design Engineering, at the University of Waterloo. His currents research interests include confrontation analysis, conflict analysis, negotiation, cognitive and emotional processes effect on decision making, and choice theory. Dr. Hipel’s major research interests are the development and application of conflict resolution and time series analysis techniques from a systems design engineering perspective. The main application areas of these decision technologies are water resources management, hydrology, environmental engineering and sustainable development. Dr. Hipel is the author/co-author of four books, nine edited books, many journal papers and is an associate editor of six international journals. Moreover, he is a professional Engineer and has carried out consulting activities with engineering firms, government agencies, and utilities in many countries. Director of the Laurier Centre for Military Strategic and Disarmament Studies, and Adjunct Professor of Systems Design Engineering at the University of Waterloo. Dr. Kilgour’s research interests lie at the intersection of mathematics, social science, and engineering. He has applied game theory and related formal techniques to analyze decision problems in international security and arms control, environmental management, negotiation and arbitration, voting, fair division, and coalition formation, and has pioneered the development of systems for decision support in strategic conflict. For a multidimensional criteria space to have an additive utility function, the strong condition of independence among the co-ordinates (also known as separability) must be satisfied. However, if we are allowed to transform the criteria space into another, then a theorem due to Kolmogorov implies that we can, even in the absence of independence, transform the space into one that has a continuous additive utility function. Since this transformation is complex, it has only theoretical significance. However, certain related results from neurocomputing theory are quite practical and signify that there exists some scope for neurocomputing in multi-criteria decision analysis.  相似文献

This article advocates a new approach to assessing the desirability of downsizing. The model treats downsizing programs the same as any other projected investment by a firm. The steps involved in reaching a decision include: (a) Estimation of cash outflows at the initial stage of the process regarded in this paper as the investment in the downsizing project; (b) Assessment of the net inflow from downsizing; (c) Estimation, on the basis of (a) and (b), the real, post-tax rate of return on the downsizing plan and comparison with the real, post-tax cost of capital to the firm; (d) Ranking and comparing the downsizing project to all other potential investments. The final decision of whether to accept or reject a downsizing plan will then depend on the relative desirability of the project (when all other non-quantitative considerations are also evaluated) to other investment alternatives, taking into consideration the limited resources of the firm for capital spending.  相似文献

In this paper, we present a decision‐aid method with interacting criteria. The fuzzy measures used to aggregate the criteria depend on the considered alternatives. Pairwise comparisons on the importance of criteria and some levels of veto (or favor) degrees, specified by the decision maker, are taken into consideration. For each alternative, we search for the fuzzy measure that makes it the best. 他人与自我之间的社会距离越远,则他人的获益或损失带给自我的效用就越小,此现象被称为社会折扣。虽然有一些研究探讨了金钱结果的社会折扣现象,但作为公共品的环境结果的社会折扣规律及其影响因素并未得到应有的研究。本研究以优劣空气天数为例,采用选择滴定程序,在损益两种情境下探索环境结果的社会折扣现象,并考察利他人格对社会折扣的影响。结果发现:(1)相比双曲模型,指数模型在损益两种情境下皆能更佳地拟合环境结果的社会折扣函数;(2)损益情境与社会距离的交互作用影响环境结果的社会折扣程度,损失情境下的社会折扣程度随社会距离的增加而变大的幅度大于收益情境;(3)利他人格在社会距离对社会折扣的影响中起调节作用。相比高利他人格者,低利他人格者的社会折扣受社会距离的影响较大。本研究对理解环境结果社会折扣和环保决策行为具有重要意义。  相似文献

Policy development in the field of water resources management is traditionally supported by various analysis tools and planning models. Recent years have shown increasing attention for the social dimension of policy development, as this involves different actors interacting in an attempt to satisfy their interests. This requires information on the technical and financial aspects of policy options and information on the roles and interests of different actors. The use of the analysis of options technique is explored in this article, with the aim of incorporating such information in the development of a new water policy for Egypt. His main research interest is in the use of actor analysis to support decision making in the field of water resources management, and he has worked on actor analyses for water projects in Yemen, Egypt, and The Netherlands. He received his M.Sc. in Systems Engineering, Policy Analysis and Management from Delft University of Technology in 1999. Nader El-Masry works as a water resources engineer for the National Water Resources Pan Project at the Ministry of Water resources and Irrigation in Egypt. In this position, he is involved in the development of a national water resources plan that should match Egypt’s water demands and supplies until the year 2017. He holds an M.Sc. in Water Resources and Environmental Management, from IHE, Delft, The Netherlands. Tarek Sadek has 12 years of experience in the field of hydrogeology, hydraulics, geomorphology, water resources management and environmental science. Currently, he is director of the National Water Resources Plan Project at the Ministry of Water Resources and Irrigation in Egypt. He holds a B.Sc. in Civil Engineering from the Faculty of Engineering of Cairo University (1988), an M.Sc. in Hydrology from the Department of Engineering Hydrology, University College Galway (UCG, 1992), Republic of Ireland, and a Ph.D. in Environmental Engineering from the Department of Civil & Environmental Engineering, The University of Melbourne, Australia (1997).  相似文献

The integrated use of scenario planning and multi-criteria decision analysis (MCDA) has been advocated as a powerful combination for providing decision support in strategic decisions. Scenario planning helps decision makers in devising strategies and thinking about possible future scenarios; while MCDA can support an in-depth performance evaluation of each strategy, as well as in the design of more robust and better options. One of the frameworks proposed recently, by Goodwin & Wright, suggests the use of scenario planning with multi-attribute value theory, a mathematically simple, yet extensively researched and widely employed multi-criteria method. However, so far, such framework has been presented only using hypothetical problems. In this paper, we describe two case studies where this approach was used to support real-world strategic decisions. Behaviour management is acknowledged as a leading psychological method to reduce classroom conflict by applying ‘rational choice’ techniques. But it falls short in schools where poor academic results are reproduced, as is illustrated in an analysis of misbehaviour in an Australian rural school. It is argued that explanations of behaviour management are over psychologised. That is, rather than being of assistance, the approach can generate out-of-reach and unworkable strategies, and place the staff in indecisive positions not open to rational choice explanations. Rather, in considering misbehaviour, it is argued that three factors need to be considered: how classroom interaction is ordered, the institutional effects of disengagement from learning, and a resulting struggle between a school’s official order and the student expressive order. This paper illustrates how relations between these orders determine the social form a school operates from, and towards which changes should be directed. A social psychology is sketched around these points and considered according to Durkheim’s criteria for social facts.  相似文献

The aim of this paper is to show how correspondence analysis can be a useful aid in multiple-criteria decision making, particularly in the case of categorical criteria values. Under different types of input information, the technique is used to perform some preliminary analyses with a bonus of providing a simultaneous graphical representation of the alternatives and criteria. We describe a real-life application of a new multicriteria method in the context of assisting the decision-making for a general plan in the municipality of Kirkkonummi in Uusimaa, Finland. At the time our group started working on the problem, a proposal for an overall plan had already been completed, but the order in which different regional parts of the plan should be implemented needed to be considered based on the environmental impact assessment (EIA) procedure. The EIA procedure generated a large amount of data about the different impacts of the alternatives. For this group decision making problem we developed the SMAA-3 decision support method which does not require any explicit preference information from the decision makers during the procedure. The uncertainty of the basic data is modelled using ELECTRE III-type pseudo-criteria with preference and indifference thresholds. © 1998 John Wiley & Sons, Ltd.  相似文献

Managers of invasive species seek to prevent and mitigate their impact, which vary in the time horizon over which they are realized. Likewise, stakeholders vary in the time horizons they consider relevant. Agricultural impacts might reasonably be considered over two or three decades, although ecologists typically consider environmental impacts over much longer time frames. Although time preference plays a critical role in decision making, it has largely been ignored in multicriteria analyses. In this study, we examine how time has been treated in previous decision analyses of invasive species management, focusing on the differences between multicriteria and economic cost–benefit analyses. We then outline a method for incorporating time preference information into multicriteria decision analyses to ensure that criteria weights remain a faithful representation of the decision maker's preferences. To illustrate how time preference can be elicited for invasive species problems involving both monetary and nonmonetary consequences, we describe a small empirical study we conducted with a small group of experts and managers. By outlining a way to consider time preference information in multicriteria analyses of invasive species management, we hope to facilitate better decision making that is reflective of the decision maker's true preferences. Shared decision making between patients and providers is becoming increasingly common, particularly when there is no clear preferred course of action. As a result, decision aids are being adopted with growing frequency and have been applied to many medical decision-making issues. One such issue where there is uncertainty is breast cancer risk management among BRCA1/BRCA2 carriers. We present the development of a CD-ROM decision aid to facilitate risk management decision making in this population. Our decision aid was developed with the intention of providing it through a randomized clinical trial. The CD-ROM is a multimedia, interactive intervention which provides information about breast cancer, risks associated with BRCA1 and BRCA2 mutations, risk management options for hereditary breast cancer, and a breast cancer risk management decision aid. The goal of this CD-ROM, offered as an adjunctive intervention, is to reduce decisional conflict and psychological distress and improve comprehension of risk information, decisional satisfaction, medical adherence, and quality of life for this population of women at increased risk for breast cancer.  相似文献
