Recent years have seen an increasing use of private internal investigations assessing financial irregularities that often imply economic crime. When fraud examiners discover evidence of white-collar crime, they often leave it to their clients whether the issue should be reported to the police. We examine the gaps in white-collar crime reporting after fraud examination and reasons behind such decisions. In Norway, non-reporting could be as high as 96%, as calculated in this article. We apply techniques of neutralization to private fraud examiners’ reasoning for non-reporting of suspected or detected white-collar crime. We also offer possible policy-based solutions to reduce the identified gaps in reporting.  相似文献

Blame game is a term often used to describe a phenomenon that happens in groups of people when something goes wrong. The blame game hypothesis postulates that private investigators may be misled in their search for suspects and that suspected individuals do not necessarily become subject to a fair investigation by financial crime specialists and fraud examiners. The rotten apple hypothesis postulates that it is comforting to assume that one bad apple within an organisation is essentially responsible for the crime that is all too prevalent. The rotten apple view of white‐collar crime is a comfortable perspective to apply to business and public organisations as it allows them to look no further than suspect a single individual. Based on a case study of the Norwegian company Hadeland and Ringerike Broadband, this paper discusses blame game and rotten apple issues in an internal investigation report written by an external financial crime specialist. The study finds support for both hypotheses, as blame is mainly isolated to the criminal and his superior, and both board and top management are protected from scrutiny. Hypotheses regarding the effects of personal values and accountability on the resolution of ethical dilemmas in management were formulated and tested experimentally with a sample of 135 M.B.A. students. Personal values were found to be related to how subjects chose to resolve an ethical dilemma presented to them; but, as expected, this relationship did not hold when subjects were made to feel accountable to another for their choices. Accountability, unexpectedly, however, did not have a main effect on choices. This lack of an effect tentatively was attributed to the inexplicitness of the accountability manipulations. In a second and third experiment, support for the importance of explicitness in accountability research was obtained. The theoretical and practical implications of the findings from all three experiments were discussed.  相似文献

The activity of private investigations by fraud examiners is a business of lawyers, auditors, and other professionals who investigate suspicions of financial crime by white‐collar criminals. This paper presents results from an empirical study of investigation reports. The available sample consists of 28 reports written mostly by auditing firms such as Deloitte, Ernst & Young, and PwC. The blame game can occur at two stages in a private investigation. First, the mandate formulated by a client may point investigators in a specific direction. Next, investigators sometimes suffer from a tunnel view of predetermined opinions. In the sample of 28 investigations reports, more than half of them involve potential blame game victims. Scientific developments take place in a socio-political context but scientists often ignore the ways their innovations will be both interpreted by the media and used by policy makers. In the rush to neuroscientific discovery important questions are overlooked, such as the ways: (1) the brain, environment and behavior are related; (2) biological changes are mediated by social organization; (3) institutional bias in the application of technical procedures ignores race, class and gender dimensions of society; (4) knowledge is used to the advantage of the powerful; and (5) its applications may reinforce existing structures of power that pose ethical questions about distributive justice. The case of crime, deception and functional Magnetic Resonance Imaging (fMRI) shows the complexity, and the political and ethical challenges that confront those who seek to use neuroscience to explain the etiology of crime, and who base policy on its findings. An ethically grounded neuroscience needs to take account of existing structures of power and difference, and to develop a public neuropolitical consciousness that ensures that those subject to risk by the application of science and technology are participants in the decision-making processes involving the implementation of policies that affect them.  相似文献

Expectations run high that accountability for student outcomes will continue to drive the education agenda with reauthorization of the Elementary and Secondary Education Act (1965). School counselors have also recognized the imperative to connect their work to school improvement goals. Insider trading scandals on Wall Street have focused public attention on the abuse of money and power in the service of greed. The analytic situation described in this paper involves a patient who was involved in a major white-collar crime in the 1990s and imprisoned on charges of fraud. Release from prison brought his anxieties about money, work, and masculinity into sharp focus. The paper explores the some of the emotional conflicts and confusion around corporate success and failure, and the particular issues that arise when people identify themselves with the company they work for, something that corporate culture has always encouraged.  相似文献

Abstract: The following thesis is defended: whether actions are morally required is an objective matter – that is, independent of the beliefs, intentions, etc. with which the actions are preformed. This thesis needs defending because it seems vulnerable to certain counterexamples. One approach to dealing with these counterexamples centers on the concept of blameworthiness, but this approach is flawed. An alternative approach is developed that relies on the concept of a vicious action. And although it too centers on the concept of blameworthiness, it lacks the flaws that are present in the original approach.  相似文献

This paper considers the issues raised in using standardized achievement test scores for purposes of examining the academic productivity of schools. We critique some commonly used practices by urban school districts and suggest an alternative approach – the school productivity profile. This profile is based on an assessment of each school's contribution to student learning, or value-added, rather than just the overall level of student attainment. We illustrate, using 10-year achievement trend data from the Chicago Public Schools (CPS), both the problems with some commonly reported indicators of school effectiveness and the idea of a school productivity profile. While our analyses suggest broad-based improvements in student learning in many Chicago schools over the past 10 years, we also found that the current testing system is not well designed to make such judgments accurately. We conclude that extant standardized testing systems, like the ITBS used in Chicago, do not afford an accurate basis for assessing school productivity and how this might be changing over time. These results have important policy implications. As school districts seek to become more outcome oriented, they will need to invest in better testing and reporting systems in order to know whether they are making genuine progress in this regard.  相似文献

In this article, I defend a proposal to cap the proportion of students admitted to elite colleges who were educated at elite, often private, schools to not more than the proportion of students who attend such schools in society as a whole. In order to defend this proposal, I draw on recent debates that pit principles of equality against principles of adequacy, and I defend the need for a pluralist account of educational fairness that includes both elements. I argue that while equality best captures our convictions about unfairness in access to the instrumental and positional benefits of education, such as job prospects and college admission, adequacy best captures our convictions about unfairness in stunting the development of human talent and the intrinsic benefits of education. The proposal to cap the proportion of private school students at elite universities advances both of these, usually conflicting, principles because it permits unequal but efficient talent development through the vehicle of private tuition and elite schooling, and yet promises to seriously curtail the unfair positional instrumental benefits of private or elite schooling by having those students compete against each other and not students who did not attend elite schools. The policy also achieves its aim consistent with preserving some attractive aspects of parental choice. Towards the end of the article I consider a number of practical objections and an alternative proposal.  相似文献

This article considers the question of how much weight the infringement of children's right to bodily integrity should be given compared with competing considerations. It utilises the example of circumcision to explore this question, taking as given this practice's opponents' view of circumcision's harmfulness. The article argues that the child's claim against being subjected to (presumably harmful) circumcision is neither a mere interest nor a right so strong that it trumps all competing interests. Instead, it is a right of moderate strength. Indeed, even the aggregate strength of children's rights against the practice of (presumably harmful) circumcision as a whole is not so weighty so as to always trump competing interests. The harms are not sufficiently serious to justify such a status. And the expressive wrongs associated with non‐negligently benevolent harming are much less serious than those associated with intentional harming. The debate over banning circumcision thus cannot be conducted only in terms of competing rights. Competing interests, such as those that would be set back by the departure of religious citizens, should be considered as well and might plausibly justify allowing even a rights‐infringing practice to continue.  相似文献

Research on wraparound services has been generally positive, but has failed to include data regarding treatment integrity. Without such data, conclusions drawn from such studies are weakened. This study followed 28 children and adolescents receiving wraparound services in rural central Pennsylvania. Treatment integrity was defined as the percentage of service hours prescribed vs. received, and behavioral outcomes were defined as Total Problem Behavior T Scores on the Child Behavior Checklist. Preliminary analyses failed to reveal significant differences in sample means between included subjects and those excluded due to missing data. Outcome behavior ratings were significantly improved over baseline ratings. Regression analyses, however, failed to find a significant effect for treatment integrity when used in an outcome prediction equation for Therapeutic Support Staff, Mobile Therapy services, or Behavioral Specialist wraparound services. These results suggest that adherence to prescribed treatment hours may not be related to behavioral outcomes in a wraparound service setting.  相似文献

Past research has found negative relationships between neighborhood structural disadvantage and students’ academic outcomes. Comparatively little work has evaluated the associations between characteristics of neighborhoods and schools themselves. This study explored the longitudinal, reciprocal relationships between neighborhood crime and school-level academic achievement within 500 urban schools. Results revealed that higher neighborhood crime (and particularly violent crime) predicted decreases in school academic achievement across time. School climate emerged as one possible mechanism within this relationship, with higher neighborhood crime predicting decreases in socioemotional learning and safety, but not academic rigor. All three dimensions of school climate were predictive of changes in academic achievement. Although this research supports a primarily unidirectional hypothesis of neighborhoods’ impacts on embedded settings, additional work is needed to understand these relationships using additional conceptualizations of neighborhood climate.  相似文献

Plagiarism in higher education has become widespread among students in Vietnam. This paper aims to examine the seriousness of the problem by comparing the severity of plagiarism in two universities, one of which uses Turnitin software to check its student reports. For that purpose, 977 samples have been drawn from 1434 required graduation reports written by senior undergraduates in the economics and management field from 2013 to 2015. Turnitin’s “Similarity Index” (SI) was used to check for alleged plagiarism, which was found to be more widespread at the university not using Turnitin. At that university, 91.7% of the graduation reports were defined as plagiarized, while 61.7% of the reports were plagiarized at the university using the software. The main source of this problem was the use of information from the internet without citing the original authors.  相似文献

Reprising and revising a question from Longino regarding an earlier phase of standpoint theory, I raise some issues regarding the place of a substantive normative social theory in the strong objectivity project in Harding’s recent book, Objectivity and Diversity. I offer reasons to think the issue needs to be reframed in the co-constructionist and pluralist setting of the new book but that interesting issues continue to arise in thinking about the philosophical resources feminist philosophies of science can or might rely on.  相似文献

In two studies utilizing undergraduate students at a large public university in the Northeastern U.S., we examined how fear of crime negatively impacts psychological well-being and gender relations. In Study 1, students (N?=?216, 105 female) who indicated higher levels of fear of crime also indicated greater endorsement of benevolent sexism (but not hostile sexism) as well as higher levels of behavioral inhibition and lower self-esteem. In Study 2, fear of crime was manipulated and participants (N?=?115, 73 female) in the crime condition indicated greater endorsement of benevolent sexism, greater behavioral inhibition and lower self-esteem, as compared to participants in a control condition. The implications of the findings for gender relations and psychological well-being are discussed.  相似文献
