China is rising. As China ascends in power, it is likely that ‘Western’ administrators – American and European, in particular – will find that they must interact with Chinese administrators more and more. In this article, I offer readers a brief glimpse into Chinese administrative ethics through an investigation of two forms of Chinese philosophy – Confucianism and Taoism. In addition to reviewing these philosophies, I derive some consequences for a public service ethic that lies between the East and the West. In particular, this article includes some recommendations for the managerial implications of these two philosophies in the context of increased political and administrative connections between the West and China.  相似文献

The advent of pharmacogenomics--the study of how the human genome influences drug response within a person or population--has begun to drive the development of pharmaceuticals in Western medicine today. Although pharmacogenomics promises dramatic improvement in drug safety and efficacy, the field also raises a host of ethical questions. The need to protect informed consent and confidentiality and to promote justice and equity--both nationally and globally--requires that one approach pharmacogenomics with an enthusiastic, yet critical, eye. Drawing on the normative values of respect for persons (as both autonomous and relational), human well-being, socioeconomic justice, and human solidarity and the common good, this article offers several concrete suggestions for public policy to help ensure that pharmacogenomics develops in a way that promotes the good of both individuals and the broader society.  相似文献

In terms of life space, individuals are usually settled in different spaces according to relationships of blood, geography, and profession. In pre-modern societies, ethics were realized through customs, conventions, taboos, magical practices, and politics. Because this was not an open process in which rationality was sufficiently employed, non-reflectiveness and non-criticality were its essence, and intuitions and feelings were its basic modes of existence. In modern societies, the logic of capital movement settles groups of people according to their economic dependence, and interactions based on individuals’ desires and self-serving calculations have become widespread and frequent. A space for public interaction and life in which rationality is sufficiently employed and rational bases of the rules are constantly questioned thus finally came into being. Faced with the ongoing tragedy of poverty, ethicists call for effective measures of global justice to set up just institutional structures. Their arguments for a transnational obligation to help however remain contested, one of the main reasons for that being the lack of motivational support for trans-national visions of global justice. This articles suggests that the debate will gain new and helpful insights if it studies the motivational mechanisms at work in the dominant religious and cultural traditions, asking: How do these particular traditions conceive of social justice; how do they motivate their adherents to extend solidarity? And how can the similarities surfacing in their motivational strategies be informative for the quest to devise a motivationally saturated account of global justice? The article demonstrates the potential of such an concrete-universal discourse in an exemplary manner by staging a dialogue between public Christian Social Ethics and African Ubuntu Ethics.  相似文献

Neither the George Washington University embryo splitting experiment nor the technique of embryo splitting itself has ethical flaws. The experiment harmed or wronged no one, and the investigators followed intramural review procedures for the experiment, although some might fault them for failing to seek extramural consultation or for not waiting until national guidelines for research on preembryos were developed. Ethical objections to such cloning on the basis of possible loss of individuality, possible lessening of individual worth, and concern about potential harm to the resulting children are discussed and challenged, as are objections to the creation of embryos for the purpose of genetic diagnosis. Many of the ethical questions raised by the George Washington experiment are similar to those posed by existing reproductive technologies that allow the simultaneous production of several embryos. A multidisciplinary group should consider whether regulation of cloning is needed, and laws should be enacted to prohibit a commercial market for all frozen embryos.  相似文献

The advent and growth of bioethics in the United States in the late 1960s and early 1970s precipitated an era of public moral discourse, that is, the deliberate attempt to analyze and formulate moral argument for use in public policy. The language for rational discussion of moral matters evolved from the parent disciplines of moral philosophy and theological ethics, as well as from the idioms of a secular, pluralistic world that was searching for policy answers to difficult bioethical questions. This article explores the basis and content of the unique contributions of both theological and philosophical ethics to the development of public moral discourse.  相似文献

We conducted and analyzed qualitative interviews with 12 persons working on the Healthy Public Housing Initiative in Boston, Massachusetts in 2001. Our goal was to generate ideas and themes related to the ethics of the community-based participatory research in which they were engaged. Specifically, we wanted to see if we found themes that differed from conventional research that is based on an individualistic ethics. There were clearly distinct ethical issues raised with respect to projects and individuals who engage in community-based collaborations. The differences that arose from the interviews were seeking equality between the partners, the need for the community partner to defend the community, dealing with unflattering data, meeting community expectations and producing tangible benefits to the community. In this essay, we demonstrate that the field of computer ethics shares many core similarities with two other areas of applied ethics, Academicians writing and teaching in the area of computer ethics, along with practitioners, must address ethical issues that are qualitatively similar in nature to those raised in medicine and business. In addition, as academic disciplines, these three fields also share some similar concerns. For example, all face the difficult challenge of maintaining a credible dialogue with diverse constituents such as academicians of various disciplines, professionals, policymakers, and the general public, Given these similarities, the fields of bioethics and business ethics can serve as useful models for the development of computer ethics. Along with the notion of being a person (zero run 做人), the notion of doing business (zuo shi 做事) in ordinary Chinese is basically an over-all notion of the norms in the practical and associative activities, carrying typically obscure meanings on practice and association affairs in some external world. Ordinary Chinese not only distinguishes these two notions but also defines a dictionary order of them, with the affairs of the internal world prior to those of the external. The fact that the notion of doing business refers to business (shi 事) rather than person (ren 人) makes this order clear at a deeper level. It shows that this notion regards the practical affairs of the external world less important to the person itself than those of the internal. Except for these qualities, the notion of doing business holds some normative meanings, although contains no definite rules. These meanings indirectly relate to the notion of person that people form in their private associations and emerge as some mixture with a tactical attitude out of the need of earning a life. The notion of person gives birth to some obscure requirements, for instance, the requirement of ‘doing business in accordance with your conscience’ and that of ‘doing business seriously’. The core world of family is marginalized in the public transition of associations. 绝对命令伦理学和协调伦理学是两种具有不同性质、不同理论假设和不同特征的伦理学立场和伦理学进路。由于决策在工程活动中占据了中心位置,决策伦理问题在工程伦理学中也占据了中心位置。在工程决策中,必须正确认识和处理工程中伦理因素和非伦理因素的关系,强化工程决策中的伦理意识,正确处理决策伦理和伦理决策的关系,特别是要妥善处理工程决策中涉及伦理要素的“内外双重协调”问题。文章最后分析了协调原则和共同体、共识和共赢的关系。  相似文献

An Aristotelian approach to understanding and teaching business ethics is presented and defended. The newly emerging field of computer ethics is also defined in an Aristotelian fashion, and an argument is made that this new field should be called “information ethics”. It is argued that values have their roots in the life and practices of a community; therefore, morality cannot be taught by training for a special way of reasoning. Transmission of values and norms occurs through socialization — the process by which an individual absorbs not only values but also the whole way of life of his or her community. It follows that business ethics and information ethics can be considered kinds of socialization into a profession: role learning and acquiring a new self-identification. This way of understanding fields of applied ethics is especially important for their proper development in Central-Eastern Europe because of endemic factors which are the result of recent political developments there.  相似文献

The relation between motivated social cognition and the religiosity dimensions, which Wulff (1991, 1997) described (Exclusion vs. Inclusion of Transcendence and Literal vs. Symbolic), was investigated in a Flemish speaking Belgian student sample (N=330). The Need for Closure Scale (NFC, Webster & Kruglanski, 1994) was used to measure motivated social cognition and the Post-Critical Belief Scale (Duriez et al., 2000) was used to measure Wulff's religiosity dimensions. Although NFC was expected to relate to the Literal vs. Symbolic dimension only, results also revealed a relation between NFC and the Exclusion vs. Inclusion of Transcendence dimension. However, whereas the former relationship is due to the NFC facets, Discomfort with Ambiguity and Closed-Mindedness, the latter relation can be attributed to the facets, Order and Structure and Predictability. Results obtained in a second Flemish speaking Belgian student sample (N=392) confirm these findings. Thus, apparently, whereas religious belief as such seems to be associated with a preference for order and structure as well as predictability, it is those who deal with religious content in a literal way who are incapable of dealing with alternative opinions.  相似文献

In the preceding article it was argued that control theory is not a useful paradigm for understanding work motivation. In doing so, three primary criticisms were presented: (a) that control theory, as originally formulated, does not adequately describe human behavior, (b) that modifications of control theory to describe human behavior have not been successful, and (c) that the use of logical deductions to develop a control theory model of work motivation is less efficacious than a grounded theory approach. In this reply, it will be shown that (a) the first criticism is not incorrect but is an inappropriate basis for criticism, (b) statements regarding modified control theory models are either inaccurate or premature, and (c) both inductive and deductive reasoning play an important role in theory development. In addressing these issues and in discussing the distinct advantages of current control theory models it will be shown that control theory does provide a viable paradigm for understanding work motivation.Thanks to John R. Feminist ethics and medical ethics are critical of contemporary moral theory in several similar respects. There is a shared sense of frustration with, the level of abstraction and generality that characterizes traditional philosophic work in ethics and a common commitment to including contextual details and allowing room for the personal aspects of relationships in ethical analysis. This paper explores the ways in which context is appealed to in feminist and medical ethics, the sort of details that should be included in the recommended narrative approaches to ethical problems, and the difference it makes to our ethical deliberations if we add an explicitly feminist political analysis to our discussion of context. It is claimed that an analysis of gender is needed for feminist medical ethics and that this requires a certain degree of gener-ality, i. e. a political understanding of context.  相似文献
