Historically, scientists in training have learned the rules of ethical conduct by the example of their advisors and other senior scientists and by practice. This paper is intended to serve as a guide for the beginning scientist to some fundamental principles of scientific research ethics. The paper focuses less on issues of outright dishonesty or fraud, and more on the positive aspects of ethical scientific behavior; in other words, what a scientist should do to maintain a high level of ethical conduct in research. There are a number of fairly specific rules, guidelines, or commonly accepted operating principles that have evolved for the ethical conduct of science. In order to discuss this code of ethics, this paper is divided into sections dealing with specific areas of scientific ethics. These areas are: data collection and storage, ownership of data, confidentiality, communication, authorship, collaboration, the peer review system, and rules of dealing with ethical complaints. Illustrative case histories are presented to provide examples of the type of ethical dispute or problem being discussed. If scientific trainees learn the accepted rules of behavior that govern the conduct of science, ethical problems that arise out of ignorance, misunderstanding, or poor communication can be avoided.  相似文献

A growing body of literature has identified potential problems that can compromise the quality, fairness, and integrity of journal peer review, including inadequate review, inconsistent reviewer reports, reviewer biases, and ethical transgressions by reviewers. We examine the evidence concerning these problems and discuss proposed reforms, including double-blind and open review. Regardless of the outcome of additional research or attempts at reforming the system, it is clear that editors are the linchpin of peer review, since they make decisions that have a significant impact on the process and its outcome. We consider some of the steps editors should take to promote quality, fairness and integrity in different stages of the peer review process and make some recommendations for editorial conduct and decision-making.  相似文献

An important function in all scholarly and academic activities is the participation in the peer review system. One aspect of this peer review evaluation is service on committees judging candidates for important awards, prizes and fellowships. Some reflective observations on this process are made in which a number of factors determining the final choice are identified. It is pointed out that the decisions of such committees are based not only on relevant and objective criteria but are also influenced by a number of irrelevant criteria; caution must be exercised to minimize the effect of the latter factors in order to maintain the highest ethical standards in the selection process. The ranking practices of awards committees, national academies and learned societies are briefly reviewed by pointing out some ethical pitfalls, anecdotal incidents, and the ways to avoid the tarnishing of the selection process. The author delineates 5 rules of scientific review and publishing and argues that these norms need to be upheld even when to do so proves politically difficult. The 5 rules are: (a) Scientific articles should be judged only by their logic and the strength of their evidence; (b) the results of a competent peer review should be accepted; (c) disagreements with scientific articles should be aired in peer reviewed commentaries; (d) efforts to judge scientific articles on the basis of political concerns should be resisted; and (e) the explicit rules and normative expectations of peer review should not be arbitrarily altered.  相似文献

During these times, when society wants "evidence" that treatments are effective, ethical and cost effective, quality assurance and evidence-based medicine have become catchwords. The powers that be place their hopes on them when they find that they have to prioritize forms of treatment. There are different attempts to define these concepts and there are different approaches, most of them based on quantitative studies. This article describes a different approach. It also discusses how you can use the model for peer review among psychoanalytical colleagues as a qualitative study and a base for both quality assurance and a learning process. As part of a continuous process to explore the factors that might weaken or corrupt traditional peer review, in this paper, we query the ethics, fairness and validity of the request, by editors, of authors to suggest peer reviewers during the submission process. One of the reasons for the current crisis in science pertains to a loss in trust as a result of a flawed peer review which is by nature biased unless it is open peer review. As we indicate, the fact that some editors and journals rely on authors’ suggestions in terms of who should peer review their paper already instills a potential way to abuse the trust of the submission and publishing system. An author-suggested peer reviewer choice might also tempt authors to seek reviewers who might be more receptive or sympathetic to the authors’ message or results, and thus favor the outcome of that paper. Authors should thus not be placed in such a potentially ethically compromising situation, especially as a mandatory condition for submission. However, the fact that they do not have an opt-out choice during the submission process—especially when using an online submission system that makes such a suggestion compulsory—may constitute a violation of authors’ rights.  相似文献

Peer review is the most important aspect of reputable journals. Without it, we would be unsure about whether the material published was as valid and reliable as is possible. However, with the advent of the Internet, scientific literature has now become subject to a relatively new phenomenon: fake peer reviews. Some dishonest researchers have been manipulating the peer review process to publish what are often inferior papers. There are even papers that explain how to do it. This paper discusses one of those methods and how editors can defeat it by using a special review ID. This method is easy to understand and can be added to current peer review systems easily.  相似文献

Scientific communication takes place at two registers: first, interactions with colleagues in close proximity—members of a network, school of thought or circle; second, depersonalised transactions among a potentially unlimited number of scholars can be involved (e.g., author and readers). The interference between the two registers in the process of peer review produces a drift toward conflict of interest. Three particular cases of peer review are differentiated: journal submissions, grant applications and applications for tenure. The current conflict of interest policies do not cover all these areas. Furthermore, they have a number of flaws, which involves an excessive reliance on scholars’ personal integrity. Conflicts of interest could be managed more efficiently if several elements and rules of the judicial process were accepted in science. The analysis relies on both primary and secondary data with a particular focus on Canada.  相似文献

How can a person forge a stable ethical identity over time? On one view, ethical constancy means reapplying the same moral rules. On a rival view, it means continually adapting to one's ethical context in a way that allows one to be recognized as the same practical agent. Focusing on his thinking about repetition, I show how Kierkegaard offers a critical perspective on both these views. From this perspective, neither view can do justice to our vulnerability to certain kinds of crisis, in which our ethical self‐understanding is radically undermined. I further examine his alternative account of ethical constancy, by clarifying Kierkegaard's idea of a ‘second ethics’, as addressed to those who feel ethically powerless and as requiring an ongoing process of self‐transformation.  相似文献

Publication ethics is an important aspect of both the research and publication enterprises. It is particularly important in the field of biomedical science because published data may directly affect human health. In this article, we examine publication ethics policies in biomedical journals published in Central and Eastern Europe. We were interested in possible differences between East European countries that are members of the European Union (Eastern EU) and South-East European countries (South-East Europe) that are not members of the European Union. The most common ethical issues addressed by all journals in the region were redundant publication, peer review process, and copyright or licensing details. Image manipulation, editors’ conflicts of interest and registration of clinical trials were the least common ethical policies. Three aspects were significantly more common in journals published outside the EU: statements on the endorsement of international editorial standards, contributorship policy, and image manipulation. On the other hand, copyright or licensing information were more prevalent in journals published in the Eastern EU. The existence of significant differences among biomedical journals’ ethical policies calls for further research and active measures to harmonize policies across journals.  相似文献

This review evaluates the effectiveness of peer mediation in increasing the social behaviors of isolated children in school settings. Studies indicate that peer assisted interventions can produce increases in social behavior and the generalization of treatment effects across a variety of situations. Abstract

In evaluating the merits and shortcomings of virtue ethics I focus on some central differences between virtue ethics and rival theories such as deontology and utilitarianism. Virtue ethics does not prescribe strict rules of conduct. Instead, the virtue ethical approach can be understood as an invitation to search for standards, as opposed to strict rules, that ought to guide the conduct of our individual lives. This requires a particular method. The importance of this approach in present times will become clear when we investigate the relation between virtue ethics and postmodernity. In our postmodem age moral concepts are no longer perceived as deriving their meaning from larger frameworks. Instead, their meanings are perceived as being derived from the contingencies that define our particular existences. Thus ongoing grassroots moral engagement is required, and virtue ethics is the appropriate moral framework for doing this. This results in a broadening of rationality insofar as the full richness of our situated lives are factored into our accounts of rationality. At the same time virtue ethics prevents relativism, mainly because it does justice to the social embeddedness of human activities. In order to illustrate the virtue ethical approach I will discuss two key concepts in our moral vocabulary: responsibility and integrity. We will see how these basic concepts can be properly understood only if one takes into consideration the contingencies, inherent paradoxes and tensions in human life.  相似文献

The present paper tries to analyse the way in which Judge William, in Sören Kierkegaard's work Either/Or, distinguishes between the aesthetic and the ethical way of life. Basically his distinctions seem to be that the ethicist is a seriously committed person (has inwardness) whereas the aestheticist is indifferent, and that the former accepts universal rules whereas the latter makes an exception for himself. — In order to come from the aesthetic to the ethical stage one must, according to Judge William, make a choice of oneself. We try to show that such a choice is only one among several factors implicit in his reasoning and that he does not at all consider it as a ‘leap’, but as based upon reasons, though his reasons are mostly of an aesthetic nature. Far from seeing the Judge as a champion of choice, we maintain that the book primarily contains a plea for a certain personality ideal. This probably has to do with the fact that he does not seem to be in doubt as to what one ought to do, only as to how to become a person who does what he ought to do. We shall also argue that a choice of oneself, as a matter of fact, is neither necessary nor sufficient in order to bring a person within the ethical stage, as described by the Judge. — A person who lives ethically does not, according to Judge William, necessarily act rightly, but his actions are either right or wrong, as opposed to the actions of the aestheticist which fall outside the domain of the ethical. In order to obtain a tenable distinction within his philosophy between ‘being within the ethical stage’ and ‘acting ethically rightly’ the first concept should be defined in terms of inwardness (serious commitment), the latter as inward conformity with certain universal rules. — This idea of inwardness, probably the most original and fruitful contribution of ‘Equilibrium’, seems to be based, however, like most of his ethical reasoning, on certain controversial assumptions about human nature.  相似文献

A recent commentary by Meyer (2000) in the Journal of Personality Assessment alleged that Rorschach critic Wood and his colleagues had intentionally published information that they knew to be in error. To substantiate this contention, Meyer's commentary published information that was part of the peer review process at another journal. In this rejoinder, we present factual information that shows we have consistently acted in good faith. This rejoinder suggests that the scientific debate regarding the Comprehensive System for the Rorschach is unlikely to be advanced by speculating about the intentions of Rorschach critics, or by publishing information from the peer review process that is usually kept confidential.  相似文献

This article reports the results of an anonymous survey of researchers at a government research institution concerning their perceptions about ethical problems with journal peer review. Incompetent review was the most common ethical problem reported by the respondents, with 61.8% (SE = 3.3%) claiming to have experienced this at some point during peer review. Bias (50.5%, SE = 3.4%) was the next most common problem. About 22.7% (SE = 2.8%) of respondents said that a reviewer had required them to include unnecessary references to his/her publication(s), 17.7% (SE = 2.6%) said that comments from reviewers had included personal attacks, and 9.6% (SE = 2.0%) stated that reviewers had delayed publication to publish a paper on the same topic. Two of the most serious violations of peer review ethics, breach of confidentiality (6.8%, SE = 1.7%) and using ideas, data, or methods without permission (5%, SE = 1.5%) were perceived less often than the other problems. We recommend that other investigators follow up on our exploratory research with additional studies on the ethics of peer review.  相似文献

An empirically sensitive formulation of the norms of transformative criticism must recognize that even public and shared standards of evaluation can be implemented in ways that unintentionally perpetuate and reproduce forms of social bias that are epistemically detrimental. Helen Longino's theory can explain and redress such social bias by treating peer evaluations as hypotheses based on data and by requiring a kind of perspectival diversity that bears, not on the content of the community's knowledge claims, but on the beliefs and norms of the culture of the knowledge community itself. To illustrate how socializing cognition can bias evaluations, we focus on peer‐review practices, with some discussion of peer‐review practices in philosophy. Data include responses to surveys by editors from general philosophy journals, as well as analyses of reviews and editorial decisions for the 2007 Cognitive Science Society Conference.  相似文献

How can psychologists participate ethically as facilitators, advisers, and peer members in Internet-based groups? The astonishing growth of Internet technology and on-line groups has outpaced the development of formal ethical guidelines for psychologists involved in on-line groups. This article provides an initial appraisal of psychologists' ethical responsibilities in discussion, support, and self-help groups that operate on the Internet and offers practical strategies for avoiding ethical problems.
