We present the argument that the meaning of child care and the policies that address it are explicitly linked with national ideologies, work force participation, economic success, and child outcomes. The relationship between family and child care policies is cyclical in nature, with a nation’s ideology and vision of family often driving child care policies, while child care policies in turn drive and support a nation’s ideology. We examine the interrelatedness of child care policy and national ideologies of family in selected industrialized countries. Specifically, this paper first defines child care policy and discusses the national ideological frameworks that provide the impetus for child care policy formation and implementation. Second, the paper explores current child care policies and their connection to the historical and political context of several countries within, including France, Germany, Japan, South Korea, Belgium, the Nordic countries, and the United States. Lastly, recommendations are offered for the future of child care policy development with specific recommendations for child care policy development in the United States.  相似文献

We provide a comprehensive review of family policy in South Korea (Korea hereafter) for international readers. Alarmed by recent social and demographic changes, the Korean government has started to establish explicit family policies from the mid 2000s. These policies have signified a symbolic attention shift to family matters in the history of social policy in Korea. In this paper, we focus on three areas of family policy: (a) work-family policies, (b) a healthy family policy, and (c) a policy for multi-cultural families. Work-family policies aim to help working families with young children balance work responsibilities and family caregiving through multiple leave options and child care support. The Framework Act on Healthy Families, the first explicit family policy in Korea, requires local governments to provide family services through Healthy Family Support Centers. The Multi-Cultural Family Support Act also established a formal support system for multi-cultural families with immigrant spouses, a population group that has recently increased in Korea. We further discuss the domestic and comparative contexts of Korean family policy and provide suggestions for the remaining challenges.  相似文献

In the expanding repertoire of practices designed to increase the supply of organs for transplantation, non-heart-beating cadaver organ donation has generated an ongoing debate in the literature. The continuing stream of articles is disquieting in part because it documents a troubling "trial-and-error ethics" approach to the formulation of organ procurement policy, and because it raises serious questions about the reasons that the development of this policy is being mediated by published communication. In the light of concerns about the implicit support and credibility that professional publications give to organ procurement policies, restraint in publishing articles about non-heart-beating organ donation as well as in devising such policies is strongly advocated.  相似文献

In recent years and months, human stem cell research has dominated many scientists' interests, the media, public debate, and social policy. This paper aims to consider, first, the major scientific data on stem cell research that are available. Second, I reflect on them by examining how they shaped policies in Europe and the United States. I also point to current changes in policy-making concerning the creation of ad hoc committees to address this novel issue and how, in a few instances, different ethical positions are part of the documents produced. In other words, diverse approaches are not solved but kept in tension. Finally, I suggest that the current state of research on human stem cell will benefit from an ethics of risk.  相似文献

As family therapists increasingly practice in healthcare settings, they need to be aware of forthcoming changes in healthcare policy and the impact of these changes on their clinical work and the lives of their clients. In this paper, we provide a primer on healthcare policy for family therapists, which describes current and proposed changes in healthcare that will potentially revolutionize healthcare delivery for families. We describe three key initiatives: (1) Triple Aim; (2) the Accountable Care Organization; and (3) the Patient Centered Medical Home. We conclude with a discussion about future directions and healthcare policies that include families.  相似文献

Family policy initiatives in Colombia and Ecuador have targeted primarily families living in poverty. This paper discusses some of the major policy initiatives oriented to improve the living conditions of economically disadvantaged families in both countries. We argue that, even though governments recognize the importance of family policies, existing policies and programs for families living in poverty do not directly focus on family issues. They represent more implicit than explicit family policies. We analyze some of the issues that may hinder the development, implementation, and evaluation of family policies in Colombia and Ecuador. Such issues stem from political and economic instability, legislation, changing family demographics, as well as coordination among agencies that develop, implement, and evaluate policies. We discuss challenges related to family policies in both countries and recommendations to improve existing policy initiatives.  相似文献

This article provides an overview of structural limitations and challenges imposed by U.S. immigration law and enforcement policies and how they specifically impact families. Our analysis draws from numerous years of experience practicing immigration law and analysis of social and legal factors that impact immigrant individuals and families. We provide historical context for the Trump administration policies that have generated so much debate, reviewing how U.S. immigration creates barriers to family unity and stress on immigrant individuals and families, and explaining how the current administration has exacerbated these problems. We aim to help group psychotherapists gain greater awareness of their immigrant patients’ experiences through an analysis of immigration law and the use of case studies.  相似文献

This article raises the question as to whether European immigrant policies are shaped by country-specific traditions of nation-state building or whether, on the contrary, they are converging toward the same policy goals. On the basis of four case studies of 30 years of policy development (United Kingdom, France, Germany, and the Netherlands), the authors develop a broad typology of immigrant policies in Western Europe. This typology shows that in the shadow of the debate on different “integration models”, Western European countries have implemented a whole range of similar immigrant policies. However, in policy fields touching the core of historically established notions of how state and society should relate to each other—notably the struggle against discrimination and the opening of public institutions to immigrants—significant differences persist.  相似文献

Since the terms of the health policy debate in the United States and Canada are largely supplied by biomedicine, the current “crisis” in health care is, in part, a product of biomedical rhetoric. In this essay, three metaphors widely identified as being associated with biomedicine—the body is a machine, medicine is war,and medicine is a business—are examined with a view to the ways in which they influence the health policy debate, not only with respect to outcomes, but also with respect to what can be argued at all. The essay proposes that biomedical language itself be foregrounded as the constitutive material of public discourse on health policy.  相似文献

We examined the effects of family‐friendly policies (child‐care benefits and work flexibility benefits) on organizational commitment and work–family conflict in four developing countries: China, India, Kenya, and Thailand. We also explored the boundary condition (e.g., perceived importance of family‐friendly programmes) under which family‐friendly policies are more (or less) effective in influencing organizational commitment and reducing work–family conflict. Results revealed national similarities on the effect of flexibility benefits on organizational commitment and work–family conflict. Specifically, we found that across the four countries work flexibility‐related family‐friendly policy was positively related to organizational commitment and negatively to perceived work–family conflict among those who perceived this policy as more important than less important. Instead, national variations are found in the results regarding child‐care benefits. Among these four countries, Kenya and Thailand are two countries in which child‐care‐related family‐friendly policies showed a significant and positive relationship with organizational commitment and/or a significant and negative relationship with work–family conflict. We also found child‐care‐related family‐friendly policies had differential effect among people with various perception of policy importance in Kenya and Thailand, but not in China and India. Particularly, child‐care‐related family‐friendly policy results in greater organizational commitment and lower work–family conflict among those who perceived this policy as more important than less important in Kenya and Thailand. Implications for cross‐cultural research, theory and practice are discussed.  相似文献

Childcare advice has a long history. This article comments on parenting programmes, a recent form of this advice. It argues that the use of parenting programmes has grown with support from three sectors. Firstly, those who argue from the evidence‐based approach suggest that there is strong research evidence for the use of such programmes with children with conduct problems. Secondly, they are supported by theoretical models that emphasize the causal relationship between parental behaviour and child outcomes. Finally, the dominant rhetoric of social exclusion in current UK policy supports action at the level of individual parents' behaviour. The example of parenting programmes employed in parenting orders is used to open debate across the boundaries of disciplines. Tensions between this use and the evidence and theories presented in favour of parenting programmes are discussed, highlighting the difference between a therapeutic focus on family problems and a policy focus on problem families.  相似文献

Countries have adopted different laws, policies, and practices that allow immigration officers to request in certain cases DNA tests to confirm biological relationships in the context of family reunification. In Canada, Citizenship and Immigration Canada has adopted a policy of suggesting DNA testing only as a last resort in cases where no documentary evidence has been submitted or where the evidence provided is deemed unsatisfactory. However, in practice, there have been concerns on the increasing use of DNA tests in family reunification processes of nationals from certain regions including Africa, Asia, and Latin America. Moreover, the Immigration and Refugee Protection Regulations (IRPR) presents a biological definition of family as a determinant of parenthood in the context of family reunification that is inconsistent with the psychosocial definition used in provincial family laws. Although there are cases that can justify the request for DNA tests, there are also significant social, legal, and ethical issues, including discrimination and unfair practices, raised by this increasing use of genetic information in immigration. This policy brief identifies points to consider for policymakers regarding the use of DNA testing in Canadian family reunification procedures. These include (1) the need to refine the policy of “using DNA testing as a last resort” and its implementation, (2) the need to modify the definition of “dependent child” under the IRPR to reflect the intrinsic reality of psychosocial family ties, and (3) the importance of conducting more research on the use of DNA testing in other immigration contexts.  相似文献

ABSTRACT— The debate surrounding the use of subjective measures of well-being for policy purposes has intensified in recent years. Many social scientists are arguing that the time is right for policymakers to extend their traditional focus on material well-being and economic development to include the impact policies have on how people think and feel about their lives. However, policymakers may have many legitimate goals beyond making people happy. In this article, we begin by presenting three archetypal accounts of well-being that policymakers could use to guide policy (mental-state, objective-list, and desire-fulfillment accounts) and discussing some of the normative and methodological limitations of each. We discuss how a subjective (mental-state) approach could be used to aid the achievement of objective-list and desire-fulfillment policy goals. We then consider ways in which a subjective approach may benefit policymakers in its own right, such as by aiding the valuation of hard-to-quantify costs and benefits, providing a standard unit of measurement for comparisons of well-being across domains, and helping to set policy defaults. We conclude with a discussion of some of the remaining measurement issues and general policy implications.  相似文献

Family policy is an issue of concern for many Governments. Family policies are organized around the four main functions of the family: marriage, childrearing, financial support and family care. Eastern Europe is an area with significant socio-economic and political changes in the last decades that determined revisions of social policies. The goal of this article is to review the most relevant family policies in this region. Using feminist and family systems theoretical perspectives the paper also provides an in-depth examination of childcare policies with a focus on parental leave. Maternity, paternity and parental leave and child care services in the region are explored. Recommendations for family policy development, implementation and evaluation in Eastern Europe are provided.  相似文献

My main aim in this paper is to clarify the concepts of referential success and of referential continuity that are so crucial to the scientific realism debate. I start by considering the three dominant theories of reference and the intuitions that motivate each of them. Since several intuitions cited in support of one theory conflict with intuitions cited in support of another something has to give way. The traditional policy has been to reject all intuitions that clash with a chosen theory. A more radical policy, tied to some experimental philosophers, has called for the rejection of any evidential role for intuitions. I explore a largely ignored third alternative, i.e. saving intuitions (and their evidential role) even when they are at odds. To accommodate conflicting intuitions different sets of internally consistent (yet externally inconsistent) intuitions are taken to lend credence to different concepts of reference. In the current context, this means that the concepts of referential success and referential continuity are not monolithic. They are what I call ‘polylithic’. This paper is as much about meta-philosophical concerns with the role of intuitions as it is about reference and the scientific realism debate. Regarding the former I hope that a blueprint will emerge for similar projects in other philosophical domains. Regarding the latter, I hope that polylithicity helps disentangle claims about referential success and continuity in the scientific realism debate by making perspicuous which concepts are best equipped to evaluate the realist’s epistemic claims against the historical record of science.  相似文献

Infant and early childhood mental health practices can be supported by policies and professional standards of care that foster the healthy development of young children. Policies that support infants and toddlers include those that strengthen their families to provide a family environment that promotes mental wellness. Policy issues for infants, toddlers, and young children have come to the forefront of thinking as children need a "voice" to advocate for their support and care. This article (a) highlights several important policy areas that support the social-emotional development of very young children and (b) gives examples of current policy accomplishments and challenges. The article offers a policy agenda to promote the mental health of infants and young children and suggests ways that psychologists can engage with policymakers to promote policies that foster infant mental health, including contributing to the knowledge base that informs policy decisions, educating the public and policymakers about early childhood development and mental wellness, forming community partnerships to identify and address infant mental health risks, and participating in the development of policy recommendations that improve access to evidence-based practices in infant mental health.  相似文献

The analysis of the impact of economic globalisation on health depends on how it is defined and should consider how it shapes both health and health policies. I first discuss the ways in which economic globalisation can and has been defined and then why it is important to analyse its impact both in terms of health and health policies. I then explore the ways in which economic globalisation influences health and health policies and how this relates to equity, social justice, and the role of values and social rights in societies. Finally, I argue that the process of economic globalisation provides a common challenge for all health systems across the globe and requires a broader debate on values, accountability, and policy approaches.  相似文献

This essay introduces the terms "nomothetic" and "idiographic" to characterize the current debate about whether the field of family therapy should accumulate and apply knowledge about patterns of adjustment that hold across different families, or whether the field should consider each family as utterly unique, and should tailor interventions solely on the basis of these unique qualities. Embedded in this debate are the arguments for and against quantitative research, disagreements about the value of clinical prediction and interobserver reliability, as well as the issue of whether therapists can rightfully claim to possess "expert knowledge." The essay begins with the personal-professional anecdote that stimulated me to explore this debate in greater depth. It continues with a brief discussion of the historical context of this debate, particularly noting the parallels between the methodological issues in personality research and those facing family therapy. The nomothetic-idiographic debate in family therapy theory, research, and practice is then described. The essay ends with the suggestion that family therapy view nomothetic and idiographic thinking as complementary, and that the field strive to develop an integrated, "idiothetic" approach to family therapy research and practice.  相似文献
