This paper examined whether community readiness, prevention knowledge, coalition functioning, and barriers are linked to perceived effectiveness of community prevention coalitions. Interviews were conducted with 203 key leaders in Communities That Care (CTC) prevention boards in 21 Pennsylvania communities. Community-level means for the reliable self-report measures were utilized separately and in combination with research staff ratings, state technical assistant staff ratings, and other data. The results indicated that the strong link between readiness and perceived effectiveness was mediated by internal coalition functioning. The extent of CTC linkage with outside community entities was not linked to perceived effectiveness. The study concludes that community readiness is an important condition for success of a prevention coalition, and exerts effects mainly through the quality of the coalition's internal functioning. Member turnover and infighting appear to be important factors related to internal functioning. Linkage with outside entities may be more important for coalition models where the coalition is more dependent on local institutions for resources.  相似文献

Coalition‐based efforts that use a science‐based approach to prevention can improve the wellbeing of community youth. This study measured several coalition capacities that are hypothesized to facilitate the adoption of a science‐based approach to prevention in communities. Using data from 12 coalitions participating in a community‐randomized trial of the prevention strategy Communities That Care (CTC), this paper describes select measurement properties of five salient coalition capacities (member substantive knowledge of prevention, member acquisition of new skills, member attitudes toward CTC, organizational linkages, and influence on organizations), as reported by coalition members, and examines the degree to which these capacities facilitated the community leader reports of the community‐wide adoption of a science‐based approach to prevention. Findings indicated that the five coalition capacities could be reliably measured using coalition member reports. Meta‐regression analyses found that CTC had a greater impact on the adoption of a science‐based prevention approach in 12 matched pairs of control and CTC communities where the CTC coalition had greater member (new skill acquisition) and organizational capacities (organizational linkages).  相似文献

Connect to Protect (C2P), a 10‐year community mobilization effort, pursued the dual aims of creating communities competent to address youth's HIV‐related risks and removing structural barriers to youth health. We used Community Coalition Action Theory (CCAT) to examine the perceived contributions and accomplishments of 14 C2P coalitions. We interviewed 318 key informants, including youth and community leaders, to identify the features of coalitions’ context and operation that facilitated and undermined their ability to achieve structural change and build communities’ capability to manage their local adolescent HIV epidemic effectively. We coded the interviews using an a priori coding scheme informed by CCAT and scholarship on AIDS‐competent communities. We found community mobilization efforts like C2P can contribute to addressing the structural factors that promote HIV‐risk among youth and to community development. We describe how coalition leadership, collaborative synergy, capacity building, and local community context influence coalitions’ ability to successfully implement HIV‐related structural change, demonstrating empirical support for many of CCAT's propositions. We discuss implications for how community mobilization efforts might succeed in laying the foundation for an AIDS‐competent community.  相似文献

The scaling out of Housing First (HF) programs was examined in six Canadian communities, in which a multi‐component HF training and technical assistance (TTA) was provided. Three research questions were addressed: (a) What were the outcomes of the TTA in terms of the development of new, sustained, or enhanced programs, and fidelity to the HF model? (b) How did the TTA contribute to implementation and fidelity? and (c) What contextual factors facilitated or challenged implementation and fidelity? A total of 14 new HF programs were created, and nine HF programs were sustained or enhanced. Fidelity assessments for 10 HF programs revealed an average score of 3.3/4, which compares favorably with other HF programs during early implementation. The TTA influenced fidelity by addressing misconceptions about the model, encouraging team‐based practice, and facilitating case‐based dialogue on site specific implementation challenges. The findings were discussed in terms of the importance of TTA for enhancing the capacities of the HF service delivery system—practitioners, teams, and communities—while respecting complex community contexts, including differences in policy climate across sites. Policy climate surrounding accessibility of housing subsidies, and use of Assertive Community Treatment teams (vs. Intensive Case Management) were two key implementation issues.  相似文献

This study examined implications of the economic downturn that began in December 2007 for the Community Youth Development Study (CYDS), a longitudinal randomized controlled trial of the Communities That Care (CTC) prevention system. The downturn had the potential to affect the internal validity of the CYDS research design and implementation of science-based prevention in study communities. We used archival economic indicators and community key leader reports of economic conditions to assess the extent of the economic downturn in CYDS communities and potential internal validity threats. We also examined whether stronger economic downturn effects were associated with a decline in science-based prevention implementation. Economic indicators suggested the downturn affected CYDS communities to different degrees. We found no evidence of systematic differences in downturn effects in CTC compared to control communities that would threaten internal validity of the randomized trial. The Community Economic Problems scale was a reliable measure of community economic conditions, and it showed criterion validity in relation to several objective economic indicators. CTC coalitions continued to implement science-based prevention to a significantly greater degree than control coalitions 2 years after the downturn began. However, CTC implementation levels declined to some extent as unemployment, the percentage of students qualifying for free lunch, and community economic problems worsened. Control coalition implementation levels were not related to economic conditions before or after the downturn, but mean implementation levels of science-based prevention were also relatively low in both periods.  相似文献

Capacity is a complex construct that lacks definitional clarity. Little has been done to define capacity, explicate components of capacity, or explore the development of capacity in prevention. This article represents an attempt to operationalize capacity and distinguish among types and levels of capacity as they relate to dissemination and implementation through the use of a taxonomy of capacity. The development of the taxonomy was informed by the capacity literature from two divergent models in the field: research-to-practice (RTP) models and community-centered (CC) models. While these models differ in perspective and focus, both emphasize the importance of capacity to the dissemination and sustainability of prevention innovations. Based on the review of the literature, the taxonomy differentiates the concepts of capacity among two dimensions: level (individual, organizational, and community levels) and type (general capacity and innovation-specific capacity). The proposed taxonomy can aid in understanding the concept of capacity and developing methods to support the implementation and sustainability of prevention efforts in novel settings.  相似文献

Community coalitions represent a promising approach for addressing the interrelated and multiply- determined issues affecting urban neighborhoods of concentrated poverty. The literature suggests a number of community processes that may affect coalition efforts to change and improve communities. This study uses an interrupted time-series design to examine the effects of a strategic planning intervention on community change in two urban neighborhoods in the Kansas City metropolitan area. Results showed that strategic planning was associated with increased rates of community change in the two urban neighborhood coalitions. Under appropriate conditions, such as the presence of consistent leadership, strategic planning may be a particularly effective mechanism for stimulating community change and addressing locally-determined goals in urban neighborhoods.  相似文献

The highly complex practice of building successful community coalitions is explored. Key dimensions related to coalition success are identified and best practices are delineated. Nine dimensions are explored that are critical to coalition success: coalition readiness, intentionality, structure and organizational capacity, taking action, membership, leadership, dollars and resources, relationships, and technical assistance. Four models of coalition formation are tested in a computer-controlled experiment in which three players negotiated to form coalitions in order to gain rewards for themselves. Formation of the grand coalition of all three players as well as any of the three possible 2-person coalitions is permitted. The results indicate that the grand coalition is the most likely to form, followed by the coalition between the two strongest players. The individually rational bargaining set model of coalition formation is supported over an egalitarian model, the Shapley value, and the coalitionally rational bargaining set model. Various measures of the progress of negotiations are introduced, examined, and discussed in an effort to provide an increased data base for the establishment of a behavioral theory of bargaining and coalition formation.  相似文献

Over the prior decade, structural change efforts have become an important component of community-based HIV prevention initiatives. However, these efforts may not succeed when structural change initiatives encounter political resistance or invoke conflicting values, which may be likely when changes are intended to benefit a stigmatized population. The current study sought to examine the impact of target population stigma on the ability of 13 community coalitions to achieve structural change objectives. Results indicated that coalitions working on behalf of highly stigmatized populations had to abandon objectives more often than did coalitions working for less stigmatized populations because of external opposition to coalition objectives and resultant internal conflict over goals. Those coalitions that were most successful in meeting external challenges used opposition and conflict as transformative occasions by targeting conflicts directly and attempting to neutralize oppositional groups or turn them into strategic allies; less successful coalitions working on behalf of stigmatized groups struggled to determine an appropriate response to opposition. The role of conflict transformation as a success strategy for working on behalf of stigmatized groups is discussed.  相似文献

A consistent finding in coalition research is that the payoff of coalition members is related to (a) the resources they contribute to the coalition, and to (b) the number of alternative coalitions they can form. These two factors are, however, often intertwined. A greater number of resources tends to go hand in hand with a greater number of alternatives, leaving unanswered how both factors affect coalition behaviour. This paper attempts to clarify the interplay of resources and alternatives by disentangling the two in a newly developed coalition paradigm. Results indicated that participants base their payoff allocation on both resources and alternatives, but suggest that self‐serving behaviour is more related to alternatives. Furthermore, resources and alternatives had a distinct effect on the bargaining process. It was shown that differences in alternatives led to longer bargaining. Community-based coalitions are popular structures for creating community benefits. But desired effects have been reported only for single cases, the overall documented evidence to date for positive coalition outcomes being weak. Methodological obstacles may account for much of the missing evidence, and research possibilities for addressing these obstacles are suggested. Alternative interpretations include the positions that coalitions in general are not effective intervention mechanisms, that traditional scientific methodology is poorly suited for capturing fine-grained coalition outcomes, and that coalitions and similar collaborative organizations are too complex to be adequately evaluated by the methodology that is now available.  相似文献

In this paper, we propose a theory of coalition formation in simple games. The process of coalition formation is modeled as an abstract game. Two solutions of abstract games, the core and the dynamic solution, are used as the predictions of our model. Two classical theories of coalitions in sociology due to Caplow and Gamson are reformulated in a more general and mathematical setting. This paper describes the extent to which communities implementing the Communities That Care (CTC) prevention system adopt, replicate with fidelity, and sustain programs shown to be effective in reducing adolescent drug use, delinquency, and other problem behaviors. Data were collected from directors of community‐based agencies and coalitions, school principals, service providers, and teachers, all of whom participated in a randomized, controlled evaluation of CTC in 24 communities. The results indicated significantly increased use and sustainability of tested, effective prevention programs in the 12 CTC intervention communities compared to the 12 control communities, during the active phase of the research project when training, technical assistance, and funding were provided to intervention sites, and 2 years following provision of such resources. At both time points, intervention communities also delivered prevention services to a significantly greater number of children and parents. The quality of implementation was high in both conditions, with only one significant difference: CTC sites were significantly more likely than control sites to monitor the quality of implementation during the sustainability phase of the project.  相似文献

In coalition formation experiments, which coalitions will form and how players in coalitions will allocate their jointly gained rewards are typically predicted as a function of the players' relative power. In this paper, we isolated two logically independent sources of a player's power: the player's contribution to the rewards obtainable by coalitions of which he may be a member (“quota power”), and the number of distinct coalitions which a player may join (“positional power”). The separation of the two types of power is clearly shown in apex games, where a single player (Apex) attempts to lure any of the other players (Base) from the coalition of all Bases. A series of four-person computer-controlled apex and nonapex characteristic function games, varying with respect to the relationship of quota power to positional power, were played by 15 quartets of male players. Quota power was strongly manifested in all outcome measures, while positional power appeared only as a bias toward equal allocations of reward when coalitions among players of equal positional power formed. Neither of two social psychological theories that are applicable, pivotal power and weighted probability theory, predicted coalition frequencies. In a test of five solution concepts, the competitive bargaining set predicted payoff allocations better than either of the two aforementioned theories, the kernel, or an equal-split model.  相似文献

Based on the premises that communication behavior varies as a function of social relationships and that coalitions in triads are a significant form of social structure, this study explored forms of communication behavior related to processes of coalition formation and termination. As expected, communication accessibility was greater within the coalition than between the excluded person and members of the coalition, but communication content differed only in the relative frequency of expressions of negative sentiment. Accessibility did not differ significantly between coalescing partners prior to, during, and subsequent to their coalition, but there were significantly more “pressure” statements in the negotiations prior to coalition. The utility of a three-person iterated matrix game was demonstrated for studies of communication and coalition, and the implications of the choice of a unit of analysis for the study of communication were discussed.  相似文献

This paper reports a survey (N  =  1,465) conducted in Chile that was conceived to understand the role of coalition identification as an important sociopsychological mechanism for promoting positive affects toward own-coalition party members in a multiparty system, above and beyond interparty political differences. Participants judged their own political party, parties within coalitions (fellow coalition members and opposing parties), and political coalitions as a whole on affective dimensions (trust, liking, and admiration). The results provide substantial support for the five hypotheses addressed in the study. Overall, perceived interparty distance and political identity threat had a negative impact on affect toward coalition party members. Above and beyond these effects, identification with the coalition positively predicted affect toward allies. Ingroup party affect was positively correlated with affect toward own-coalition party members and own coalition as a whole, but was not negatively associated with affect toward opposing-coalition parties. Moreover, the relationship between own-party affect and affect toward own-coalition party members was mediated by affect toward own coalition. Overall, evidence for the benefits of promoting coalition identification in a multiparty system is provided and discussed alongside the limitations and practical implications derived from the study.  相似文献

Research on multiparty negotiation has investigated how parties form coalitions to secure payoffs but has not addressed how emotions may affect such coalition decisions. Extending research on bilateral negotiations which has generally argued that it is beneficial to communicate anger, we argue that it constitutes a considerable risk when there are more than two people present at the negotiation table. Using a computer-mediated coalition game we show that communicating anger is a risky strategy in multiparty bargaining. The main findings of three studies were that participants: (1) form negative impressions of players who communicate anger and therefore (2) exclude such players from coalitions and from obtaining a payoff share, but (3) make considerable concessions on those rare occasions that they choose to form a coalition with an angry player, or (4) when they had to form a coalition with an angry player. We discuss the implications of these results for theorizing on emotions, negotiations, and coalition formation.  相似文献

Two experiments tested the bargaining, minimum resource, and minimum power theories of coalition formation in situations involving different payoffs for some of the winning coalitions (characteristic function games). In the first experiment, a triadic resource distribution was employed and payoffs for the coalitions were specified in such a way that each of the three theories predicted the formation of a different coalition. The coalition predicted by minimum power theory formed the most frequently, and the mean divisions of the payoffs among coalition members were also closest to the predictions of minimum power theory. However, the most frequent coalition was not only the one predicted by minimum power theory, it was also the one having the largest payoff per member. There-fore, a second experiment was conducted, which employed a tetradic resource distribution and specified the coalition payoffs in such a way that (a) each of the theories predicted the formation of a different coalition and (b) none of the predicted coalitions was the one with the largest payoff per member. Although the mean payoff divisions in the coalitions in this experiment were closest to those predicted by bargaining theory, the coalition that formed most frequently was not one of those predicted by any of the theories. Rather, it was the one having the largest payoff per member. None of the three theories is able to account adequately for the results of both experiments. The difficulties that the theories have in dealing with coalition formation in situations in which there are different payoffs for winning are discussed.  相似文献

The current study examined the coparenting and toddler's interactive styles in family coalitions. According to structural family theory, boundaries between generations are clear in alliances, but disturbed in coalitions: the parents look to the child to regulate their conflictual relationship and the child attempts to meet this need. In a normative sample studied longitudinally during the Lausanne Trilogue Play situation (LTP, N=38), 15 coalition cases were detected. Styles of coparenting and of child's interactions were determined and compared in coalition and alliance cases at 18 months. Findings confirm the structural family model by showing the specific ways in which the coparenting and the toddler's interactive styles are associated in 3 different patterns of coalitions: binding, detouring, and triangulation. They illustrate how the child's triangular capacity, or her ability to simultaneously communicate with both parents, is used to regulate the parents' relationship. They suggest that the LTP observational paradigm is a promising assessment method of early family interactions. They point to the importance of assessing early the child's contribution to family coalitions.  相似文献
