Abstract

The question of whether global democracy requires a world state has with few exceptions been answered with an unequivocal ‘No’. A world state, it is typically argued, is neither feasible nor desirable. Instead, different forms of global governance arrangements have been suggested, involving non-hierarchical and multilayered models with dispersed authority. The overall aim of this paper is to addresses the question of whether global democracy requires a world state, adopting a so-called ‘function-sensitive’ approach. It is shown that such an approach is equipped to resist the predominant binary view of a world state (either accepting it or rejecting it) and offer a more differentiated and nuanced answer to this question. In brief, a basic presumption of a function-sensitive approach is that the content, justification and status of principles of democracy are dependent on the aim they are set out to achieve, what functions they are intended to regulate (e.g., decision-making, implementation, enforcement and evaluation), and the relationship between those functions. More specifically, within a function-sensitive framework, the paper sketches the contours of an account of global democracy consisting of five regulative principles and argues—utilizing the notion of ‘sufficient stateness’—that it would require supranational legislative entities and perhaps supranational judicial entities but not necessarily supranational executive entities.  相似文献

Abstract

The debate about global distributive justice is characterized by an often stark opposition between universalistic approaches, advocating an egalitarian global redistribution of wealth (Beitz, Pogge, Barry, Tan), and particularistic positions, aiming to justify a restriction of redistribution to the domestic community (D. Miller, R. Miller, Blake, Nagel, Rawls). I argue that an approach starting from the deliberative model of democracy (Habermas) can overcome this opposition. On the one hand, the increasingly global scope of economic interactions implies that the range of individuals concerned with the redistribution of wealth should also be increasingly universal. On the other hand, the need for democratic deliberation refers to the fact that demands of justice should be contextual and should take into account the particular circumstances, needs and values of the people concerned. Both concerns can be realized simultaneously only within a multi‐layered democratic system in which redistribution is a concern at the domestic, the international and the global level.  相似文献

The compatibility between Western democracy and other cultures, and the desirability of democracy, are two important problems in democratic theory. Following an insight from John Rawls’s later philosophy, and using some key passages in Mencius, I will show the compatibility between a ‘thin’ version of liberal democracy and Confucianism. Moreover, elaborating on Mencius’s ideas of the responsibility of government for the physical and moral well-being of the people, the respectability of the government and the ruling elite, and the competence-based limited political participation, I shall explore the Mencian criticisms of some ‘thick’ democratic ideas. Through the discussion in this paper, I hope to show the relevance of Confucianism to contemporary political philosophy and society.

In modern society, democracy as a symbol of social civilization and progress is cherished. On many interpretations of Spinoza’s political philosophy, democracy emerges as his ideal type of government. But a type of government can be ideal and yet it can be unwise to implement it if certain background conditions obtain. For example, a dominion’s people can be too ‘wretched by the conditions of slavery’ to rule themselves. This begs the following question. Do Spinoza’s arguments for democracy entail that all political bodies should be democracies at all times (the received view), or do they merely entail that we should only have a democracy when the right sort of background conditions are in place (the challenging view)? This paper argues that a new interpretation of one of the four versions of the rationality argument for democracy as it features in the Tractatus entails that the received view is correct. The paper also explains away part of the appeal of the challenging view by arguing that none of the other versions of the rationality argument supports the received view. It closes by arguing that a slightly modernised version of the rationality argument can be important for contemporary political philosophy.  相似文献

Abstract

Socialism, utilitarianism and democracy, are according to Nietzsche secularised versions of Christianity. They have continued the monomaniac one-sidedness of the Christian idea of what a human being is and should be, and they have even strengthened this monomania through its ‘immanentisation’. The article shows that this ‘immanentisation’ has a crucial importance for Nietzsche’s critique of democracy. This critique may suggest that Nietzsche’s alternative for the disappeared Christian faith is not only a more radical nipture from the religious past, but also a re-interpretation or recreation of the notion of transcendence that was implied in that faith.  相似文献

Abstract

From the perspective of philosophy and political science it is often pointed out that trust is of central value for democracy. The paper critically examines this claim and argues that we should not overestimate the role of trust in democracy. In order to do that, I argue for a specific understanding of the notion of trust that appropriately accounts for the distinction between trust and mere reliance. In a second step, I argue that we have no reason to put this kind of trust in our elected officials and representatives, but should instead focus on legislative and institutional ways to make sure that they are reliable in particular respects. After contrasting my suggestion with the position of Hardin, I point to two advantages of my account: (1) The avoidance of political analysis through the lens of trust allows us to react more flexibly to unforeseen circumstances and resist populist attempts to emotionalize public debates; (2) at the same time, diffusing the tension between trust and civic vigilance solves a systematic problem in political philosophy. In a concluding section, I briefly discuss the question whether there is an alternative role for trust to play in the field of politics.  相似文献

Even though the interrelationship between education and democratic politics is as old as democracy itself, it is seldom explicitly formulated in the literature. Most of the time, the political system is taken as a given, and education conceptualized as an instrument for stability and social integration. Many contemporary discussions about citizenship education and democracy in the Western world mirror this tendency. In the paper, I argue that, in order to conceptualise the socio-political potential of education we need to understand democracy in more political terms. This means that democracy can neither be seen primarily as a mode of associated living (Dewey), nor a model for handling different life-views (political liberalism à la Rawls and Gutmann). A third alternative is Gert Biesta’s notion of democratic subjectification. Even though Biesta identifies depoliticising trends in citizenship education policies, I argue that his alternative still fails to be a sufficiently political alternative. What is lacking in Biesta is the explicit attention to political causes and the kind of collective activities that define a democracy: the creation of one’s own laws, norms and institutions. This capacity of the collective to question and govern itself is put in relief by Cornelius Castoriadis’s notion of “the project of autonomy”.  相似文献

Abstract

The notion of world government is anathema to most political theorists. This is the case due to the arguments that a world government is infeasible, undesirable and unnecessary. This threefold argument is partly predicated on the assumption that in world politics the larger a geographical and political entity is, the greater the chance of it becoming unstable, ungovernable and, ultimately, illegitimate. On the one hand, if this assumption is correct, then a world government is likely to be illegitimate. On the other hand, if the assumption is wrong, then it is not far-fetched to consider a world government to be legitimate. Considering a world government that emerges from a global social contract, this paper contends that the legitimacy or illegitimacy of a world government and the extent to which it is legitimate or illegitimate depends on the kind of social contract that produces it and the extent to which it fulfils or fails to fulfil the conditions of the social contract.  相似文献

Global leadership is the pivotal point for appropriate policies and action to ensure human survival, but a fast-changing world requires a learning leadership. How can potential and serving leaders acquire the necessary skills, abilities, and attributes for them to recognize and address the threats and challenges to our survival in the contemporary world? Serving leaders have little time for formal learning. They learn on the job through reciprocal peer interaction and transactional relationships with their followers. But the global aspect demands another dimension, cybernetic learning, within which an awareness of global ethics is central.  相似文献

This article argues against the claim that democracy is a necessary condition of political legitimacy. Instead, I propose a weaker set of conditions. First, I explain the case for the necessity of democracy. This is that only democracy can address the ‘egalitarian challenge’, i.e. ‘if we are all equal, why should only some of us wield political power?’. I show that if democracy really is a necessary condition of political legitimacy, then (what I label) the problems of domestic justice and of international legitimacy become intractable. I then argue that the egalitarian challenge is addressed where the requirements of (1) horizontal equality, (2) acceptable vertical inequality, and (3) publicity, are met and where (4) citizens have some institutionalized opportunity for a voice in decisions. I show that these conditions can be realized in non‐democratic form and conclude by explaining how the four conditions can be employed to make the problems of domestic justice and of international legitimacy more tractable. Overall, my ambitions are limited. I do not offer an all‐things‐considered case against democracy but I do show that (some) forms of non‐democratic government are permissible.  相似文献

We are entering an era in which the idea of democracy itself is undergoing an evolutionary shift. The assumptions and values underlying present models of democratic governance, rooted in earlier eras of rebellion, fail to recognize the dynamic and creative potential of individuals and their social organizations now essential to evolutionary advance. More than eighty years ago, Mary Parker Follett recognized this situation and advanced the idea of a participatory democracy that would be truly evolutionary in its self-guidance. Her insights fit well with current emancipatory systems philosophy and general evolutionary thought.  相似文献

Land is becoming increasingly scarce relative to the demands of the global economy; a problem significantly exacerbated by climate change. In response, some have suggested that land should be conceptualised as a global commons. This framing might seem like an appealing way to promote sustainable and equitable land use. However, it is a poor fit for the worldʼs land because global commons are generally understood as resources located beyond state borders. I argue that land can be seen to fit the definition of a global commons, if viewed in a particular way; namely, as a biogeochemical resource system that sequesters carbon emissions. The question then arises whether land should be conceptualised as a global commons. I consider this question by reference to three contemporary problems of land justice (land grabbing, forced displacement, and unfairness in land-based climate mitigation); arguing that the global-commons framing will not be conducive to understanding or responding to these problems. I leave the question of how the global community should conceptualise land in the context of climate change open, claiming that any answer must include the voices and perspectives of those whose livelihoods and identities are closely connected to the land.  相似文献

A central issue in Chinese philosophy today is the relationship between Confucianism and democracy. While some political figures have argued that Confucian values justify non-democratic forms of government, many scholars have argued that Confucianism can provide justification for democracy, though this Confucian democracy will differ substantially from liberal democracy. These scholars believe it is important for Chinese culture to develop its own conception of democracy using Confucian values, drawn mainly from Kongzi (Confucius) and Mengzi (Mencius), as the basis. This essay describes some obstacles to this form of Confucian democracy. It argues that considering the political philosophies of Kongzi and Mengzi in the context of their views on personal cultivation reveals that they oppose some of the central assumptions of democracy. They do not trust the public to make good decisions, and advocate government for the people, but not by the people. These philosophies alone cannot generate democracy.  相似文献

In this introduction, I first present the general problematic of the special section. Our world faces several existential challenges (climate change, threat of (nuclear) war, and global injustice) and some would argue (with even more disagreeing) that the only adequate answer to these challenges is setting up a world government. I then introduce the contributions that comprise the scholarly body of the special section: Andri? on global democracy; Hahn on global political reconciliation; Pinheiro Walla on Kant and world government; Miklós &; Tanyi on institutional consequentialism and world governance. Lastly, I briefly describe the practical context in which the idea of the special section has arisen and in which the present contributions have taken shape.  相似文献

Abstract

Globally, humans face innumerable socioeconomic, cultural, and environmental problems while being threatened by ever more interconnected and complex geopolitical concerns. In this planetary context, unidisciplinary research and related teaching approaches often work to constrain our ability to move beyond institutional and bureaucratic mind-sets to become agents of social change within local systems impacting children. During its 40-year evolution from a sub-discipline of psychology, the international field of child and youth studies has sought common ground for interpreting these pedagogical and professional issues. Many authors now argue for transdisciplinary approaches to address and overcome these tensions in the effort to re-integrate epistemologies of the global South within more dominant global North knowledge production systems. Such approaches have been posited to add new analytical and methodological tools to achieve praxis—the Greek word for translating theory into practice. Transdisciplinary research transcends the usual gap between academia and the broader public by acknowledging the value of knowledge obtained from diverse, nonacademic stakeholders in the community, government, and business. In addition, these approaches in child and youth studies offer us new possibilities for translating and understanding the local and global implications of implementing the 1989 United Nations Convention on the Rights of Child, and the vast differences in the experiences of childhood amongst and between various socioeconomic, cultural, and political contexts in recognizing their own rights in situ. Moving beyond adult-focused and Eurocentric understanding of the childhood literature (and of children’s human rights), this paper reflects our experiences working with young people affiliated with the Lalitpur Metropolitan City Child Clubs in Nepal, and observing their participatory planning processes for annual budgets. In response to increasing complexity throughout all regions of the world, we consider historical, political, and cultural experiences in Nepal through this transdisciplinary approach to child-centered research and activism. Our paper details key learning and transitions from being “academic researchers” and “observers” of a participatory, child- and youth-focused budgeting process to “collaborators” and “co-constructors of knowledge” with key stakeholders—the young people of Lalitpur, Nepal.  相似文献

In this paper, I attempt to revamp Confucian democracy, which is originally presented as the communitarian corrective and cultural alternative to Western liberal democracy, into a robust democratic political theory and practice that is plausible in the societal context of pluralism. In order to do so, I first investigate the core tenets of value pluralism with reference to William Galston??s political theory, which gives full attention to the intrinsic value of diversity and human plurality particularly in the modern democratic context. I then construct a political theory of Confucian pluralist democracy by critically engaging with two dominant versions of Confucian democracy??Confucian communitarian democracy and Confucian meritocratic democracy. My key argument is threefold: (1) the unity in Confucian democracy should be interpreted not as moral unity but as constitutional unity; (2) Confucian virtues should be differentiated (or pluralized) between moral virtues and civic virtues; (3) in Confucian democracy minorities have the constitutional right to contest public norms in civil society.  相似文献

This article attacks the view that global justice should be understood in terms of a global principle of equality. The principle mainly discussed is global equality of opportunity – the idea that people of similar talent and motivation should have equivalent opportunity sets no matter to which society they belong. I argue first that in a culturally plural world we have no neutral way of measuring opportunity sets. I then suggest that the most commonly offered defences of global egalitarianism – the cosmopolitan claim that human lives have equal value, the argument that a persons nationality is a morally arbitrary characteristic, and the more empirical claim that relationships among fellow-nationals are no longer special in a way that matters for justice – are all defective. If we fall back on the idea of equality as a default principle, then we have to recognize that pursuing global equality of opportunity systematically would leave no space for national self-determination. Finally, I ask whether global inequality might be objectionable for reasons independent of justice, and argue that the main reason for concern is the inequalities of power that are likely to emerge in a radically unequal world.I am very grateful to Gillian Brock and Kok-Chor Tan for their helpful comments on an earlier draft of this article.  相似文献

Though the goals of democracy and ecological soundness are largely believed to be necessarily linked, there is sometimes a lack of adequate argument demonstrating this connection. Defining ecological soundness and democracy and showing weaknesses in some typical attempts to link them, I argue that democracy is in fact necessary for ecological improvement. The undemocratic practices of capitalism, ecological discrimination, and global inequality all play key roles in environmental degradation. Drawing on David Schweickart's (1996) recent argument for “Economic Democracy,” I defend such a model of democratic socialism as the most ecologically sound political and economic form currently possible.  相似文献
