How can one discover the ethical issues associated with nanotechnologies? One heuristic is to tend closely to the ethical reflections of lay publics and the ways in which these are informed by experience with technological innovation, technology governance, and the (broken) promises of visionary science and technology. A close collaboration between social scientists and philosophers took this heuristic to its limits: On the one hand, it achieved remarkably fine–grained insights into public reflection about nanotechnologies. On the other hand, a philosophical analysis of these reflections makes apparent that there is a profound disconnect between the lay ethics rooted in public talk and the ethical and normative commitments that are embedded in nanotechnological research programs and practices. Accordingly, critical engagement with the ways in which ordinary people try to make sense of nanotechnologies constitutes a novel heuristic for the discovery of ethical issues. In its location at the intersection of political science and psychology, political psychology draws on many of the research techniques of both disciplines in its exploration of power, voting behavior, leadership, attitudes, and values. One hitherto relatively underutilized approach for understanding public policy debate is discursive psychology (DP). Applying this perspective to a contentious policy issue in Australia, we seek to demonstrate that this approach can add richness and depth to our understanding of how ordinary citizens engage in public policy debates. We suggest that this type of analysis can augment insights obtained from more traditional methods—such as focus groups, experimental approaches, and opinion polling—by analyzing how debates are constructed and presented at the grassroots level. This research is innovative in two ways. First, it applies a rigorous, empirical research approach to an area in which it has not previously been used: the study of public policy issues. Second, rather than analyzing the communicative practices of political leaders, we consider the rhetorical arguments made by ordinary citizens in their engagement with political issues and how they negotiate what counts as evidence. This can provide insights into how public debate can be conducted more productively and respectfully.  相似文献

Scholars studying the ethical, legal, and social issues (ELSI) associated with emerging technologies maintain the importance of considering these issues throughout the research and development cycle, even during the earliest stages of basic research. Embedding these considerations within the scientific process requires communication between ELSI scholars and the community of physical scientists who are conducting that basic research. We posit that this communication can be effective on a broad scale only if it links societal issues directly to characteristics of the emerging technology that are relevant to the physical and natural scientists involved in research and development. In this article, we examine nano-ELSI literature from 2003 to 2010 to discern the degree to which it makes these types of explicit connections. We find that, while the literature identifies a wide range of issues of societal concern, it generally does so in a non-specific manner. It neither links societal issues to particular forms or characteristics of widely divergent nanotechnologies nor to any of the many potential uses to which those nanotechnologies may be put. We believe that these kinds of specificity are essential to those engaged in nano-scale research. We also compare the literature-based findings to observations from interviews we conducted with nanoscientists and conclude that ELSI scholars should add technical- and application-related forms of specificity to their work and their writings to enhance effectiveness and impact in communicating with one important target audience—members of the nanoscale science community.  相似文献

This paper proposes an ethical reflection on personalized medicine and more precisely on the diagnostic technology underlying it, including nanochips. Our approach is inspired by a combination of two philosophical frames of reference: first, John Dewey’s distinction between intuitive valuation and reflexive evaluation, second, John Rawls’ reflective equilibrium. We aim at what we call a ‘reflexive equilibrium’, a mutual adjustment between on the one hand, the intuitive beliefs scientists have about the ethics of the technologies they work on (‘valuations’ in Dewey’s vocabulary) and, on the other hand, the reflexive ethical assessment of these technologies (‘evaluations’). Our goal, in this paper, is to provide the first step of this process through a philosophical analysis of some valuations on individualized medicine. In order to apprehend the ethical values shaping the development of biochips, we present and analyze qualitative interviews with scientists involved in the conception and the development of biochips involving nanotechnologies. We then propose a critical assessment of the role of ethics in these scientific practices. Last, we suggest two distinct and complementary ways to solve some of the issues brought to light by the interviews, without aiming at any dogmatic or “ready-made” answer. The first of these perspectives gives a central role to the capability individuals could achieve through personalized medicine; the second approach analyses the ethical disruptions entailed by personalized medicine with a special focus on care.  相似文献

This article analyzes a deliberative forum on nanotechnologies, organized in Portugal within the scope of the research project DEEPEN—Deepening Ethical Engagement and Participation in Emerging Nanotechnologies. This event included scientists, science communicators and members of the “lay public”, and resulted in a position document which summarizes collective aspirations and concerns related to nano. Drawing upon our previous experience with focus groups on nanotechnologies—characterized by methodological innovations that aimed at suspending epistemological inequalities between participants—this paper delves into the performativity of the deliberative event, exploring some of the tensions and power/knowledge asymmetries generated by the forum. Recognizing that the design of participatory assemblages matters, we reflect on our role as facilitators and explore the difficulties in organizing exercises of upstream engagement with emerging technologies.  相似文献

With increasing global migration, immigrant incorporation and assimilation have become a growing concern. Prior research has mostly focused on economic adaptation of immigrants in North American and European context. This study shifts the focus to political incorporation of foreign-born spouses and other naturalized citizens living in South Korea, a topic that has received very little attention. Its primary goal is to examine the relationship between bridging and bonding social capital, measured in terms of interpersonal networks and informal social activities, and formal political participation, i.e., voting. Data come from the National Survey of Multicultural Families (2012), the largest and most up-to-date government-funded research project on Korea’s burgeoning immigrant population. Using multilevel analysis, this study shows that ties to inter-ethnic contacts (native Koreans) and greater involvement in informal social life are associated with higher odds of voting among immigrants. Greater embeddedness in in-group or co-ethnic networks, on the other hand, is associated with lower odds of voting participation. Moreover, net of individual-level network and background factors, living in a community with a higher level of social activities, is related to greater electoral participation.  相似文献

The literature concerning ethical issues associated with nanotechnologies has become prolific. However, it has been claimed that ethical problems are only at stake with rather sophisticated nanotechnologies such as active nanostructures, integrated nanosystems and heterogeneous molecular nanosystems, whereas more basic nanotechnologies such as passive nanostructures mainly pose technical difficulties. In this paper I argue that fundamental ethical issues are already at stake with this more basic kind of nanotechnologies and that ethics impacts every kind of nanotechnologies, already from the simplest kind of engineered nanoproducts. These ethical issues are mainly associated with the social desirability of nanotechnologies, with the difficulties to define nanotechnologies properly, with the important uncertainties surrounding nanotechnologies, with the threat of ‘nano-divide’, and with nanotechnology as ‘dual-use technology’.  相似文献

Much discussion of the ethics of participation focuses on electoral participation and whether citizens are obligated or can be coerced to vote. Yet these debates have ignored that citizens must first pay attention to politics and make up their minds about where they stand before they can engage in any form of participation. This article considers the importance for liberal democracy of citizens paying attention to politics, or attentive citizenship. It argues that the democratic state has an obligation to cultivate interest in politics and that this obligation authorizes means up to and including some forms of coercion. The argument is that when citizens are inattentive to politics, it undermines political equality and social justice because it undermines what John Rawls called the fair value of the political liberties. The importance of these ends for liberal democratic states requires them to take steps to promote attentive citizenship.  相似文献

There are increasing calls internationally for the development of regulation and policies related to the rapidly growing nanotechnologies sector. As part of the process of policy formation, it is widely accepted that deliberative community engagement processes should be included, enabling publics to have a say about nanotechnologies, expressing their hopes and fears, issues and concerns, and that these will be considered as part of the policy process. The Australian Federal and State governments have demonstrated a commitment to these ideals, undertaking a number of public engagement activities in recent years. However, despite promises that these community engagement activities will enable policy makers to identify complex and contested community attitudes, and that these will be included as part of the policy making process, a closer look at Australia’s engagement activities reveals something quite different. Through an analysis of a number of Australia’s nano-engagement activities, this paper demonstrates the limits of public engagement related to the development of nanotechnology related policies and regulation in Australia. Our analysis reveals the extent to which industry interests have captured policy makers and regulators, dissenting voices have been excluded from engagement processes, and engagement processes have not connected with actual policy making activities. Reflecting on these limits, this paper concludes with recommendations for improving public engagement processes related to nanotechnologies in Australia.  相似文献

Participation in formal organizations has been considered a marker of social capital, but informal interactions may also provide social-capital relevant benefits. The current studies (N = 252 undergraduates; 60 adult members of a service organization) assessed skills, outcomes, and social-structural perceptions that may be developed from organizational or informal participation. Results suggested that organizations serve as potential training grounds for diverse types of civic participation; individuals hone their leadership and public speaking skills within the structures provided by organized groups. On the other hand, informal interaction also contributed importantly to social capital formation by fostering negotiating skill, the sharing of opinions, and companionship, and by creating networks of mutual obligation.  相似文献

How are we to understand the fact that the philosophical debate over nanotechnologies has been reduced to a clash of seemingly preprogrammed arguments and counterarguments that paralyzes all rational discussion of the ultimate ethical question of social acceptability in matters of nanotechnological development? With this issue as its starting point, the study reported on here, intended to further comprehension of the issues rather than provide a cause-and-effect explanation, seeks to achieve a rational grasp of what is being said through the appeals made to this or that principle in the range of arguments put forward in publications on the subject. We present the results of the study’s analyses in two parts. In the first, we lay out the seven categories of argument that emerged from an analysis of the literature: the arguments based on nature, dignity, the good life, utility, equity, autonomy, and rights. In the second part, we present the background moral stances that support each category of argument. Identifying the different categories of argument and the moral stance that underlies each category will enable a better grasp of the reasons for the multiplicity of the arguments that figure in discussions of the acceptability of nanotechnologies and will ultimately contribute to overcoming the tendency towards talking past each other that all too often disfigures the exchange. Clarifying the implications of the moral arguments deployed in the debate over nanotechnologies may make it possible to reduce the confusion observable in these exchanges and contribute to a better grasp of the reasons for their current unproductiveness.  相似文献

This paper examines public participation and the role of community psychology in an emerging environmental dispute relevant to global climate change (GCC)-whether nuclear power represents a "green" solution. From a dialectical position, we explore the nuclear debate as it is linked to GCC, and more specifically, how participation in related federally-mandated processes may be shaped by power. We present qualitative data from public meetings in two nuclear communities and analyze these data through a lens of social power and environmental justice, including an examination of nukespeak and telepolitical appeals to highlight the complexity of the issues, how the appearance of successful participation may be deceptive, and how consensus may be manipulated. We argue that CP should consider GCC to be one of the most significant social problems of our time and make every effort to be involved in the search for truly "green" solutions.  相似文献

Scientific knowledge has not stabilized in the current, early, phase of research and development of nanotechnologies creating a challenge to ‘upstream’ public engagement. Nevertheless, the idea that the public should be involved in deliberative discussions and assessments of emerging technologies at this early stage is widely shared among governmental and nongovernmental stakeholders. Many forums for public debate including focus groups, and citizen juries, have thus been organized to explore public opinions on nanotechnologies in a variety of countries over the past few years. In Switzerland the Centre for Technology Assessment (TA-Swiss) organized such a citizen panel in fall 2006. Drawing from an ethnographic study of this panel called ‘publifocus on nanotechnologies, health, and environment’ this paper looks at the ways members of a stakeholder group deal with the epistemic uncertainty in their deliberation of nanotechnologies. By exploring the statements of the participants in the stakeholder discussion group, this paper reconstructs the narratives that constitute the epistemic foundations of the participants’ evaluations of nanotechnologies.

Issues of responsibility in the world of nanotechnology are becoming explicit with the emergence of a discourse on ‘responsible development’ of nanoscience and nanotechnologies. Much of this discourse centres on the ambivalences of nanotechnology and of promising technology in general. Actors must find means of dealing with these ambivalences. Actors’ actions and responses to ambivalence are shaped by their position and context, along with strategic games they are involved in, together with other actors. A number of interviews were conducted with industrial actors with the aim of uncovering their ethical stances towards responsible development of nanotechnology. The data shows that standard repertoires of justification of nanotechnological development were used. Thus, the industrial actors fell back on their position and associated responsibilities. Such responses reinforce a division of moral labour in which industrial actors and scientists can focus on the progress of science and technology, while other actors, such as NGOs, are expected to take care of broader considerations, such as ethical and social issues.  相似文献

The objective of this study was to explore how a parent-to-parent support network could impact parents of a child with a structural birth defect by specifically looking at parents’ continued needs, aspects influencing their participation in support networks, and their recommendations. Structural birth defects occur in approximately 3?% of all infants, representing a significant public health issue. For many reasons, parents are uniquely qualified to provide support to each other. Data were collected retrospectively through a qualitative approach of focus groups or one-on-one interviews. Thirty one parents of infants registered in the Utah Birth Defect Network participated in the study. Three themes emerged, “current sources and inconsistencies in parent-to-parent-support,” “aspects that influence participation in parent-to-parent network,” and “recommendations for a parent-to-parent program.” Health care providers need to be aware of the services and inform parents about these options. A statewide parent-to-parent network integrated into all hospitals would be a valuable resource to facilitate sharing of issues related to caring for an infant or child with a birth defect.  相似文献

This paper illustrates the empirical investigation of social representations by means of photographs as stimulus material and the technique of correspondence analysis to study the resulting data. The research was part of a campaign carried out to promote organ donation in Malta. The study tries to find out whether a public communication campaign could change perceptions. Five focus groups were held before the campaign and another five, two months after the campaign. Part of the data collected through these focus groups was analysed using correspondence analysis. The results showed that before the campaign, donors were generally perceived to be either young or important people or public personalities. After the campaign, donors were perceived more to be ordinary family people, educated, generous and religious. On the other hand, before the campaign, non‐donors were seen as conservative, uncouth and uncaring, whereas after the campaign non‐donors were generally perceived to be older, uninformed and uneducated people. Abstract: Many social practices treat citizens with cognitive disabilities differently from their nondisabled peers. Does John Rawls's theory of justice imply that we have different duties of justice to citizens whenever they are labeled with cognitive disabilities? Some theorists have claimed that the needs of the cognitively disabled do not raise issues of justice for Rawls. I claim that it is premature to reject Rawlsian contractualism. Rawlsians should regard all citizens as moral persons provided they have the potential for developing the two moral powers. I claim that every citizen requires specific Enabling Conditions to develop and exercise the two moral powers. Structuring basic social institutions to deny some citizens the Enabling Conditions is unjust because it blocks their developmental pathways toward becoming fully cooperating members of society. Hence, we have a duty of justice to provide citizens labeled with cognitive disabilities with the Enabling Conditions they require until they become fully cooperating members of society.  相似文献

In this paper, we explore conceptualizations of ‘ordinary’ citizens common in public engagement forums on emerging technologies and assumptions from deliberative theory that ordinary people are more likely to be appropriately ‘changed’ through deliberative processes facilitated by experts. Looking at a large US public forum event [the National Citizens Technology Forum (NCTF)], we asked: What were the goals for this exercise and how did they shape conceptualizations of ordinariness and representativeness? Whose goals and conceptualizations were they? Were the engaged citizens ordinary and representative—and were they changed by the exercise? Our exploration revealed that exercise organizers conceived of ordinary citizens as people lacking science and technology backgrounds, without advocacy or business connections to the technologies at hand, and demographically reflecting the US population. Exercise materials also implied that ideal ordinary participants would lack strong opinions and emotions about these technologies. Actual NCTF participants, however, tended to be more educated, have higher incomes, and to be more liberal than the US public, and participants from all backgrounds had a range of relevant knowledge, experiences and opinions about science and technology. They were changed by the exercise in complex and conflicting ways—based as much on their own knowledge and reflections on relational dynamics as on exercise processes, interactions with experts, and information provided in the exercise. We argue that inadequately explored ideas about ordinary citizens are highly problematic. Further, invisible assumptions about what is ‘normal’ among experts and status quo institutions serve to reify the lay–expert divide that engagement exercises are intended to counteract.  相似文献
