The analysis of the impact of economic globalisation on health depends on how it is defined and should consider how it shapes both health and health policies. I first discuss the ways in which economic globalisation can and has been defined and then why it is important to analyse its impact both in terms of health and health policies. I then explore the ways in which economic globalisation influences health and health policies and how this relates to equity, social justice, and the role of values and social rights in societies. Finally, I argue that the process of economic globalisation provides a common challenge for all health systems across the globe and requires a broader debate on values, accountability, and policy approaches.  相似文献

This article explicates the interaction between implicit and explicit processes in skill learning, in contrast to the tendency of researchers to study each type in isolation. It highlights various effects of the interaction on learning (including synergy effects). The authors argue for an integrated model of skill learning that takes into account both implicit and explicit processes. Moreover, they argue for a bottom-up approach (first learning implicit knowledge and then explicit knowledge) in the integrated model. A variety of qualitative data can be accounted for by the approach. A computational model, CLARION, is then used to simulate a range of quantitative data. The results demonstrate the plausibility of the model, which provides a new perspective on skill learning.  相似文献

Development is entrenched within a Western, hegemonic framework. This can lead one to wonder if development ethics is, in fact, possible. Too many decisions are made and too many policies dominate an international development agenda that are guided by economic forces and national self-interests. Although development ethics has attempted to break through this situation, it has not had the impact that is needed. The current practice of ethics in development is too weak to have the impact needed to generate truly desirable change. In this paper, I offer some reflections and argue for a strong ethical approach in development.  相似文献

Over the past two decades the educational policies of neo-liberal nation states have exhibited contradictory tendencies, promoting both bureaucratic standardization of curriculum and standardized evaluation on the one hand, and postmodern diversification on the other. Despite recent increases in bureaucratic standardization, I argue that the economic, social and cultural effects of globalization will pressure these states towards postmodern diversification of educational arrangements to strengthen their perceived legitimacy.  相似文献

The controversy over the old ideal of “value-free science” has cooled significantly over the past decade. Many philosophers of science now agree that even ethical and political values may play a substantial role in all aspects of scientific inquiry. Consequently, in the last few years, work in science and values has become more specific: Which values may influence science, and in which ways? Or, how do we distinguish illegitimate from illegitimate kinds of influence? In this paper, I argue that this problem requires philosophers of science to take a new direction. I present two case studies in the influence of values on scientific inquiry: feminist values in archaeology and commercial values in pharmaceutical research. I offer a preliminary assessment of these cases, that the influence of values was legitimate in the feminist case, but not in the pharmaceutical case. I then turn to three major approaches to distinguish legitimate from illegitimate influences of values, including the distinction between epistemic and non-epistemic values and Heather Douglas’ distinction between direct and indirect roles for values. I argue that none of these three approaches gives an adequate analysis of the two cases. In the concluding section, I briefly sketch my own approach, which draws more heavily on ethics than the others, and is more promising as a solution to the current problem. Nanotechnology has been proclaimed as a new technology that could bridge the gap between the rich and the poor countries. Indeed many countries in Asia are fast developing their nanotechnological capabilities. However, one needs to take into consideration the role that culture and values play in adoption of nanotechnological policies, keeping in mind that technology and culture are deeply dependent on each other. I offer a criticism of the dependency theory in economic development, which says that there is an unbridgeable divide that the poorer countries cannot cross. As with other powerful technologies, nanotechnology can create as many problems as solutions. I concentrate how insights from the Buddhist tradition, prevalent in Thailand, could illuminate how nanotechnology could be introduced into the lifeworld of a people.  相似文献

In this paper, I am going to examine the disorder of psychopathy and consider how genetic anomalies could give rise to the relatively specific neuro-cognitive impairments seen in individuals with this disorder. I will argue that genetic anomalies in psychopathy reduce the salience of punishment information (perhaps as a function of noradrenergic disturbance). I will argue that the ability of the amygdala to form the stimulus-punishment associations necessary for successful socialization is disrupted and that because of this, individuals with psychopathy do not learn to avoid actions that will harm others. It is noted that this model follows the neuropsychological approach to the study of developmental disorders, an approach that has been recently criticized. I will argue that these criticisms are less applicable to psychopathy. Indeed, animal work on the development of the neural systems necessary for emotion, does not support a constructivist approach with respect to affect. Importantly, such work indicates that while environmental effects can alter the responsiveness of the basic neural architecture mediating emotion, environmental effects do not construct this architecture. However, caveats to the neuropsychological approach with reference to this disorder are noted.  相似文献

My aim is to question whether the introduction of new technologies in society may be considered to be genuine experiments. I will argue that they are not, at least not in the sense in which the notion of experiment is being used in the natural and social sciences. If the introduction of a new technology in society is interpreted as an experiment, then we are dealing with a notion of experiment that differs in an important respect from the notion of experiment as used in the natural and social sciences. This difference shows itself most prominently when the functioning of the new technological system is not only dependent on technological hardware but also on social ‘software’, that is, on social institutions such as appropriate laws, and actions of operators of the new technological system. In those cases we are not dealing with ‘simply’ the introduction of a new technology, but with the introduction of a new socio-technical system. I will argue that if the introduction of a new socio-technical system is considered to be an experiment, then the relation between the experimenter and the system on which the experiment is performed differs significantly from the relation in traditional experiments in the natural and social sciences. In the latter experiments it is assumed that the experimenter is not part of the experimental system and is able to intervene in and control the experimental system from the outside. With regard to the introduction of new socio-technical systems the idea that there is an experimenter outside the socio-technical system who intervenes in and controls that system becomes problematic. From that perspective we are dealing with a different kind of experiment.  相似文献

Philosophy of Science After Feminism is an important contribution to philosophy of science, in that it argues for the central relevance of advances from previous work in feminist philosophy of science and articulates a new vision for philosophy of science going in to the future. Kourany’s vision of philosophy of science’s future as “socially engaged and socially responsible” and addressing questions of the social responsibility of science itself has much to recommend it. I focus the book articulation of an ethical-epistemic ideal for science, the Ideal of Socially Responsible Science, compare it to recent work in the same vein by Heather Douglas, and argue for some advantages of Kourany’s approach. I then ask some critical question about the view, particularly with respect to the source of values that are to be integrated into science and the status of values that are to be so integrated. I argue that Kourany is too sanguine about where the values that inquirers will use come from and that these values seem to be accorded too fixed a status in her account.  相似文献

In this paper I argue that the dominance of certain paradigms and theories on policies can have an influence on the value added by impact assessments. A link exists between paradigms and theories and policies and consequently the practices humans develop to tackle real world problems. I also argue that different types of thinking (contained in paradigms and theories) need to be integrated, at least at the scientific level, to enhance our understanding of social phenomena. This in turn can have a positive influence on policy processes that follow impact assessment recommendations. I am not arguing for the adoption of theoretical positions by practitioners, Instead, I contend that if impact assessments are informed by a variety of paradigms and theories, the policy practitioner might have a better understanding of the issue and the moral choices he or she needs to make. I will highlight the connection between theory and policies with practical examples from the social impact assessment of the De Hoop Dam, which was constructed on the Steelpoort River. I also argue for an integration of different theories to give a deeper understanding of real world problems.  相似文献

Politicians often support policies that diverge from public preferences. How effectively can partisan cues lead public opinion in these settings? Using survey experiments that examine how partisan cues affect support for policies that diverge from the initial views of party supporters, I argue for two important limitations on the scope of partisan influence over public opinion. First, while cues from copartisan politicians produce modest increases in the support policy proposals receive, the effect of policy divergence outstrips the effect of cues, constraining elites’ ability to generate support for proposals at odds with public preferences. Second, while partisan cues increase mass partisans’ support for specific policy proposals, they fail to pull the underlying preferences of party supporters toward divergent elite‐endorsed positions. This offers new insight into the mechanisms behind party‐cues effects and demonstrates a check on the influence of partisan elites in a polarized era.  相似文献

In this article, I argue that a comparative approach focusing on the cognitive capacities and behavioral mechanisms that underlie vocal learning in songbirds and humans can provide valuable insights into the evolutionary origins of language. The experimental approaches I discuss use abnormal song and atypical linguistic input to study the processes of individual learning, social interaction, and cultural transmission. Atypical input places increased learning and communicative pressure on learners, so exploring how they respond to this type of input provides a particularly clear picture of the biases and constraints at work during learning and use. Furthermore, simulating the cultural transmission of these unnatural communication systems in the laboratory informs us about how learning and social biases influence the structure of communication systems in the long run. Findings based on these methods suggest fundamental similarities in the basic social–cognitive mechanisms underlying vocal learning in birds and humans, and continuing research promises insights into the uniquely human mechanisms and into how human cognition and social behavior interact, and ultimately impact on the evolution of language.  相似文献

In the years that have passed since publication of the Club of Rome's seminal report “Limits to Growth,” the issues raised in terms of development, resource use and the environment have become ever more pressing. The potential of advances in science and technology to affect all aspects of life, including development, was then little understood. Today's unparalleled burst in scientific and technological creativity has given new options and opportunities to the world economic system.

Central to this process is a series of concepts which includes the scientification of technology, by which technology is increasingly generated and developed on scientific bases, the breaking down of interdisciplinary barriers and mankind's new found capacity literally to invent resources, leading to the emergence of whole categories of new materials. These changes make possible a new approach to economic growth, relying on decentralization and flexibility and the selection of technology mixes best suited to different socio‐economic and cultural contexts. In parallel, the key importance above all of the information technologies is producing a dematerialization of goods, a trend exemplified by the shift from product oriented to function oriented industries.

The new technologies of the 1980s are cross‐fertilizing and self‐disseminative. They are creating an exceptional number of innovative options in processes, products, services, organization and markets. Mature industrial sectors can undergo a process of rejuvenation to recover competitiveness by the grafting of advanced technologies onto traditional activities. The results are already evident in industrialized countries, such as Italy. The flexibility offered by the new technologies offers perhaps our best hope for a solution to the widening gap between rich and poor nations, contrary to the belief that identifies in advances in science and technology the seeds of a process of polarization dividing the world.

The countries of the United States, Japan and Western Europe—the so‐called Triad Power—dominate the emerging technologies and their applications. In fact, given the pace of today's technological revolution, developing countries are effectively excluded from active participation in the process of technological change. New technologies are not “off the peg,” they have to be learned and controlled, to be introduced into an existing flexible system possessing trained manpower and an adequate capital base. Introduction into the Third World, where these essential conditions are frequently lacking, will not be a painless process. Technology transfer without adaptation is likely to have undesirable cultural and societal disadvantages.

North and South are simultaneously experiencing radically different processes of evolution: the former, through restructuring and innovation; the latter, through the drive for more quantitative growth. Continuing stress on quantitative growth carries with it the risk that other goals—environmental quality, even the eradication of poverty—may suffer. Here lies the possibility that unless economic patterns change, today's imbalance between the haves and the have nots may be perpetuated or even consolidated.

The countries of the North individually all face problems in addressing these issues. The international banking system is hamstrung with the problems of Third World debt. Primary producers no longer command high prices for their raw materials on world markets and so this source of development funding is also drying up. The need is therefore for a global approach. In each Third World situation, specific needs and requirements must be identified to be tackled via technology blending, whereby a mix of emerging and traditional technologies is selected to raise the quality of output to the levels now demanded by a sophisticated world economy.

Another important area is that of energy, together with the worsening environmental and even climatic effects of energy policies. The need is for a long term strategic view to marshall the contribution new technologies can make to improving the lot of mankind in full respect for his environment.

Technological change also implies societal change. In labor markets, labor mismatch creates pockets of employment which are difficult to eradicate. Yet, overall, the hope is that expanding economic horizons will create unlimited opportunities for new jobs and new skills. The key is education and training. A feed and feedback mechanism between education and the economy represents an intangible investment in the future.

Economic growth, technological innovation, development of culture and society, have always moved together with synergism. Current changes are not so much just physical as conceptual. We are passing from a mechanical (or mechanistic) society to one that can be termed cybernetic. Causality, sequentiality and hierarchy are giving way to a functional interdependence at a systems level. Greater participation will produce more opportunities for self‐fulfillment. As old social equilibria collapse, management of social change can be seen to be as important as management of technological change.

The technological revolution has deep roots in Western culture. It is a liberating force that can lead to greater cultural enrichment. By understanding the changes now underway, we can ensure that the new pattern of society that emerges from exploitation of the new technologies retains man at its center and so benefits the whole of humanity.  相似文献

In this paper, I discuss the concept of ‘postnormal times’ and argue that the term postnormal is misrepresentative where applied to describe a state beyond so-called ‘normal’ times. Such normality is characterized by, i) progress towards social, economic and political equilibrium, and ii) future betterment for all. I posit that these conditions represent, at best, misplaced optimism and, at worst, a deliberate veil of untruths. I also argue that the foundation of thinking on normalcy, based on the classical free market economics of Adam Smith, was flawed from the outset. I propose that what are termed postnormal times actually represent an extreme set of long-term ‘normal times’. Importantly, I propose that human responses to a situation of extreme normalcy will be different from responses to the novel and truly postnormal. Action, or lack thereof, to address extreme normalcy requires a different mindset and starting point to that for addressing a new or post-normalcy. As such, I call for fundamental change to economic and political priorities and for a focus on social needs and values in the very near future. Finally, I posit that, whether we live in postnormal, ‘hyper-normal’, abnormal or ‘new normal’ times, we must accept that, for most of humanity and for the planet on which we live, these are not good times, and we must strive to bring about urgent and radical change.  相似文献

Biological systems are highly complex, and for this reason there is a considerable degree of uncertainty as to the consequences of making significant interventions into their workings. Since a number of new technologies are already impinging on living systems, including our bodies, many of us have become participants in large-scale “social experiments”. I will discuss biological complexity and its relevance to the technologies that brought us BSE/vCJD and the controversy over GM foods. Then I will consider some of the complexities of our social dynamics, and argue for making a shift from using the precautionary principle to employing the approach of evaluating the introduction of new technologies by conceiving of them as social experiments.  相似文献

Some experimental philosophers have criticized the standard intuition-based methodology in philosophy. One worry about this criticism is that it is just another version of the general skepticism toward the evidential efficacy of intuition, and is thereby subject to the same difficulties. In response, Weinberg provides a more nuanced version of the criticism by targeting merely the philosophical use of intuition. I contend that, though Weinberg’s approach differs from general skepticism about intuition, its focus on philosophical practices gives rise to a new difficulty. Most extant experimental surveys investigate intuitions about particular cases through vignettes giving little contextual information. However, philosophical practices crucially depend on intuitions about general claims and typically provide more contextual background. I argue that, due to these two differences between surveys’ and philosophers’ appeals to intuition, Weinberg’s critique lacks enough support from current experimental data. I conclude that experimental philosophers who engage in the negative program should pay more attention on testing philosophers’ use of general intuitions and context-rich intuitions.  相似文献

This paper uses an interdisciplinary approach to show why Western social scientific explanations of political crowds in North Africa and the Arab Middle East have failed to provide an understanding of the causes and effects of popular revolt. I trace these misunderstandings to an inherited body of European writings on crowd theory and on Islamic and Muslim political power. Some scholars who have also criticized mainstream analysis of the so-called “Arab Street” are shown as relevant to a new understanding of political crowds.  相似文献

Using the example of the defense and security sector at the Innovation and Leadership in Aerospace aviation fair in Berlin, this paper interrogates how the presentation of weapons technologies at German security and aviation fairs produces a/effects that influence the body and serve to legitimize political decisions. It examines to what extent the body becomes the site of geopolitical negotiation via affective atmospheres and how different scales interact within this process. First, I argue that affective connections between weapons technologies and spectators are essential for legitimizing warfare technologies. Second, I argue that affects of weapons technologies are subject to ambivalence and ambiguity, and that they are to be understood as entangled with other affects in the same body. Third, I argue that affects become effective across material and spatial scales. Drawing on geographic work on affective atmospheres, debates in intimate geopolitics and feminist science and technology studies, the paper contributes to critical geopolitics by unpacking the role of affective dimensions in naturalizing the development and acquisition of weapons technologies. In doing so, it also contributes to debates on the methodological operationalization of theories of affect and to emotional geographies of (in)security.  相似文献

Our knowledge of the human brain and the influence of pharmacological substances on human mental functioning is expanding. This creates new possibilities to enhance personality and character traits. Psychopharmacological enhancers, as well as other enhancement technologies, raise moral questions concerning the boundary between clinical therapy and enhancement, risks and safety, coercion and justice. Other moral questions include the meaning and value of identity and authenticity, the role of happiness for a good life, or the perceived threats to humanity. Identity and authenticity are central in the debate on psychopharmacological enhancers. In this paper, I first describe the concerns at issue here as extensively propounded by Carl Elliott. Next, I address David DeGrazia’s theory, which holds that there are no fundamental identity-related and authenticity-related arguments against enhancement technologies. I argue, however, that DeGrazia’s line of reasoning does not succeed in settling these concerns. His conception of identity does not seem able to account for the importance we attach to personal identity in␣cases where personal identity is changed through enhancement technology. Moreover, his conception of authenticity does not explain the reason why we find inauthentic values objectionable. A broader approach to authenticity can make sense of concerns about changes in personal identity by means of enhancement technologies.  相似文献
