Evidence-based approaches to policy-making are growing in popularity. A generally embraced view is that with the appropriate evidence at hand, decision and policy making will be optimal, legitimate and publicly accountable. In practice, however, evidence-based policy making is constrained by a variety of problems of evidence. Some of these problems will be explored in this article, in the context of the debates on evidence from which they originate. It is argued that the source of much disagreement might be a failure to addressing crucial philosophical assumptions that inform, often silently, these debates. Three controversial questions will be raised which appear central to some of the challenges faced by evidence-based policy making: firstly, how do certain types of facts candidate themselves as evidence; secondly, how do we decide what evidence we have, and how much of it; and thirdly, can we combine evidence. In addressing these questions it will be shown how a philosophically informed debate might prove instrumental in clarifying and settling practical difficulties.  相似文献

The author argues that in democracies a strong state and strong civil society are not mutually exclusive. Only a democratic, legitimate, and strong state can provide the environment for civil society activities to flourish; in return, only a strong and a participatory civil society can outline the reach of state strength vis-à-vis the society. The author discusses the need for civil society organizations to collaborate with policy-making institutions, in which they can negotiate policy concerns with ministers and officials while retaining an independent distance from the state and the political parties. Further, the author argues that an environment as such would provide for the transformative capacity of human agency to manifest itself in full in a globalizing world. The author discusses how participatory state and civil society structures will enhance the role of the human agency in order to dissolve elite rule, especially in new democracies.  相似文献

In this article Schön and Rein’s views about policy controversies and their resolution are introduced and critically examined. The broader context of their argument can be found in the emergence of the “negotiatory state,” where public policy is made in coproduction between interdependent actors in shared-power settings. Policy controversies, conceived of as conflicts rooted in clashes between the action frames that actors employ when they define problems and propose solutions to public issues, constitute a challenge to this institutional logic of policy-making. Schön and Rein’s book is largely devoted to identifying ways to resolve them. This article revisits their conceptualization of controversies, reassesses their implications for the integrity of the policy-making process, and places their proposed philosophy of “design rationality” in a broader repertoire of ways to cope with frame multiplicity and frame conflict in public policy-making.  相似文献

The evidence-based culture of modern mental health policy and service delivery is being extended through funded efforts to accelerate implementation of research findings in practice settings. In this paper, we argue that this linear model of research and policy-making is profoundly ill adapted to the nature of practice realities and real-world policy-making processes. Both need to be re-conceptualised using the theoretical and practical resources deriving from modern complexity theory. A short case study illustrates the nature of ‘complexity’, the reframing of the notion of ‘evidence’ it implies and the different relationship between research, practice and policy that flows from this more attuned model of mental health and therapeutic processes.  相似文献

The City Monitor is a policy instrument and has been used to measure the state of 13 Flemish cities in 2004, 2006 and 2008. The community indicators of the City Monitor provide feedback on the evolution of a multitude of phenomena, and so they represent an opportunity for policy learning about the livability and sustainability of those cities. Indicators simplify the representation of societal problems and in that sense they are helping the communication between city authorities and their stakeholders. In this article we also focus on two innovative characteristics of the co-design methodology of the City Monitor. First of all, indicators were constructed on the basis of a normative vision about urban sustainability. We argue that a sustainability framework can give value added to map vital signs of the quality of life in Flemish cities. Secondly, the City Monitor was being developed with the participation of about 200 experts, coming from city governments and other administrations, civil society and academic world. It is our argument that the participatory approach fosters the use of community indicators and generates interesting side effects. As a third argument, we indicate the importance of the attitude of city authority people for its implementation within the city organisation. The City Monitor is certainly meant as an input for urban policy debate about the quality of life in the major Flemish cities. Does it live up to its expectations? And will the vision and indicators on urban sustainability stir up the debate about urban sustainable development?  相似文献

Social capital matters for young people, especially for immigrant and minority youth; however what counts as social capital for young people is poorly specified. This paper reviews recent studies on the influences of parents, communities and schools; then focuses on youth social networks that begin to reveal how young people form, develop and use social capital. In light of this knowledge base, we address social and educational policy-making, making suggestions for capacity building for future policy and research. We conclude with recommendations toward a model of social capital accumulation.  相似文献

根据程序公正理论提出公共政策制定程序与公众对政策的可接受性的关系问题。研究一通过访谈不同领域的学者,初步揭示了公共政策及其制定程序存在的问题——对公共问题不敏感,解决问题的措施成效低。研究二用问卷调查公众对一个制定中的公共政策的态度,恰与政策制定者的愿望相反,公众并不认可政府解决问题的设想,也不认同政府举行的听证会的结果。研究三设计了一个非等组前后测准实验,在两个互联网站的电子公告板上比较根据不同的公共政策制定程序的政策的可接受性。结果证明,制定政策时了解公众态度可增强政策的针对性,提高解决问题措施的成效和可接受性  相似文献

This article has called past studies into question as they relate to describing and explaining the impact of information on policy-making. More specifically, it attempts to empirically investigate the causality of the factors involved in the impact of information on governmental decision-making. Based on an integrated conceptual framework for when and how information helps to make policy decisions, a path model (or a covariance structure model without latent variables) is built and tested against the data in two areas of mental health policy (i.e., service provision and financing). Findings of the study demonstrate that how and when information influences governmental decision-making is directly and indirectly affected by a variety of factors and their linkages, not dominated by one set of factors (e.g., trustworthiness of information source or format of reports) defined by a single perspective (e.g., the organizational interest or the communications perspective). The most important paths in the model are those between factors related to information (e.g., the amount of information received or its use) and the impact of information on policy-making. Interestingly, these factors also play a major role in linking other variables (e.g., demographics or decision makers’ distrust of information) to the impact of information on policy-making. Furthermore, the general pattern of the findings indicates that policy areas make a difference in accounting for the impact of information on policy-making. Overall, the single most important lesson is that past perspectives are not alternative or competing tools for understanding the phenomena, and, thus, the theoretical and/or empirical task of explaining when and why information affects policy-making is equivalent to explaining why a certain set of factors is not appropriate or appropriate for a particular context and to identifying such a context.  相似文献

Abstract

Globally, humans face innumerable socioeconomic, cultural, and environmental problems while being threatened by ever more interconnected and complex geopolitical concerns. In this planetary context, unidisciplinary research and related teaching approaches often work to constrain our ability to move beyond institutional and bureaucratic mind-sets to become agents of social change within local systems impacting children. During its 40-year evolution from a sub-discipline of psychology, the international field of child and youth studies has sought common ground for interpreting these pedagogical and professional issues. Many authors now argue for transdisciplinary approaches to address and overcome these tensions in the effort to re-integrate epistemologies of the global South within more dominant global North knowledge production systems. Such approaches have been posited to add new analytical and methodological tools to achieve praxis—the Greek word for translating theory into practice. Transdisciplinary research transcends the usual gap between academia and the broader public by acknowledging the value of knowledge obtained from diverse, nonacademic stakeholders in the community, government, and business. In addition, these approaches in child and youth studies offer us new possibilities for translating and understanding the local and global implications of implementing the 1989 United Nations Convention on the Rights of Child, and the vast differences in the experiences of childhood amongst and between various socioeconomic, cultural, and political contexts in recognizing their own rights in situ. Moving beyond adult-focused and Eurocentric understanding of the childhood literature (and of children’s human rights), this paper reflects our experiences working with young people affiliated with the Lalitpur Metropolitan City Child Clubs in Nepal, and observing their participatory planning processes for annual budgets. In response to increasing complexity throughout all regions of the world, we consider historical, political, and cultural experiences in Nepal through this transdisciplinary approach to child-centered research and activism. Our paper details key learning and transitions from being “academic researchers” and “observers” of a participatory, child- and youth-focused budgeting process to “collaborators” and “co-constructors of knowledge” with key stakeholders—the young people of Lalitpur, Nepal.  相似文献

To select appropriate fire protection options for buildings during their design stage, economic, safety, environmental, and societal criteria need to be accounted for. The divergent and sometimes conflictual desires from different fire design stakeholders involved in the process present a multicriteria decision problem. Design decision criteria and fire protection options can be interdependent, and so there is a need to manage these desires with an advanced decision analysis technique, thereby reducing uncertainties in the complex decision‐making process. The aim of this paper is to use the weighted/geometric mean method‐analytic network process (W/GMM‐ANP) to balance the opinions of fire design stakeholders extracted from 42 structured stakeholder interviews on selecting the most suitable fire protection option for buildings constructed of steel frames. Different categories of interdependent decision elements were developed from 22 design decision criteria and 5 proposed fire protection options to produce a network of decision clusters for multicriteria decision analysis. In the synthesis and ranking of fire protection options, the W/GMM‐ANP accounted for the multiple interdependencies of weighted and unweighted stakeholder desires and managed the complexity of the decision‐making problem. The technique is proposed for approaching suitable group decisions in structural fire design of steel‐framed buildings as well as other performance‐based engineering decision making that may involve multidisciplinary stakeholders.  相似文献

Synthetic biology provides a vivid and richly entangled contemporary example of a science being made public. A science, however, can be made public in different ways. A public could validate, legitimate, de-legimate, object to, verify, confirm or dissent from science. Practically, scientists could publicise science—in the mass media—or they could make science public. The contrast between high-profile, media scientists such as J. Craig Venter, and community-based participatory mechanisms such as OpenWetWare allows us to see how these alternatives play out in practice. While it is easy to criticise and dismiss the public-relations oriented promotion of synthetic biology by figures such as Venter, how should we evaluate the open participatory mechanisms of a social media effort such as OpenWetWare? I suggest, drawing on the work of Isabelle Stengers and Michael Warner, that the case of synthetic biology is interesting because many synthetic biologists commit themselves to making it public, and making its public-ness part of how it is done. They place hope in publics to make the science viable. At the same time, however, the publics who are welcomed into OpenWetWare are largely confined to validating the coordination mechanisms on which the claim to public-ness rests. Whether publics can do more than validate synthetic biology, then, remains a question both for publics outside and inside this emerging scientific field. And whether the alternatives of validation or participation themselves adequately frame what is at stake in the emergence of fields such as synthetic biology remains debatable.  相似文献

Nothing much seems to have changed since Caplan described the “worlds” of research and policy as being incompatible. Across Europe, representatives from both communities in the field of migration and integration issues discuss their linkage as having failure wired into it and label successful interaction as the exception to the rule. Nevertheless, research-policy linkages differ substantially between countries in their intensity and in their dominant modes. How stakeholders talk about these differences does not sit well with current understanding of the issue. A major reason for the general feeling that social science analysis of the research-policy interface has not delivered much relief is caused by its fixation on the utilization of knowledge. Benchmarking research-policy linkage shows that the discussion about similar issues (such as interdisciplinarity) is primarily in terms of the quality of the relationship between the actors involved and the effects of the relationship (i.e., non-use or underuse of academic knowledge) are considered in derivatives terms. It is argued that thinking about the interaction of research and policy in terms of relationship rather than utilization, in combination with a focus on the wider context in which the relationship unfolds, makes for a useful analytical framework for understanding crossnational differences in the use of research by policy.  相似文献

There are three broad ethical issues related to handling public health emergencies. They are the three R's-rationing, restrictions and responsibilities. Recently, a severe shortage of annual influenza vaccine in the US, combined with the threat of pandemic flu, has provided an opportunity for policy makers to think about rationing in very concrete terms. Some lessons from annual flu vaccination likely will apply to pandemic vaccine distribution, but many preparatory decisions must be based on very rough estimates. What ethical principles should guide rationing decisions, what data should inform these decisions, how to revise decisions as new data emerge, and how to implement rationing decisions on the ground are all important considerations. In addition, ethicists might be able to help policy makers think through the importance of international cooperation in surmounting global rationing dilemmas and to accept the inevitable responsibilities of government in making and implementing rationing decisions.  相似文献

Science increasingly consists of interdisciplinary team‐based research to address complex social, biomedical, public health, and global challenges through a practice known as team science. In this article, I discuss the added value of team science, including participatory team science, for generating scientific knowledge. Participatory team science involves the inclusion of public stakeholders on science teams as co‐producers of knowledge. I also discuss how constructivism offers a common philosophical foundation for both community psychology and team science, and how this foundation aligns well with contemporary developments in science that emphasize the co‐production of knowledge. I conclude with a discussion of how the co‐production of knowledge in team science can promote justice.  相似文献

The management of water is a topic of great concern. Inadequate management may lead to water scarcity and ecological destruction, but also to an increase of catastrophic floods. With climate change, both water scarcity and the risk of flooding are likely to increase even further in the coming decades. This makes water management currently a highly dynamic field, in which experiments are made with new forms of policy making. In the current paper, a case study is presented in which different interest groups were invited for developing new water policy. The case was innovative in that stakeholders were invited to identify and frame the most urgent water issues, rather than asking them to reflect on possible solutions developed by the water authority itself. The case suggests that stakeholders can participate more effectively if their contribution is focused on underlying competing values rather than conflicting interests.  相似文献

Psychoanalytical identity is more like a process than like a state, reflecting the balance between the self and the expectations of the reference group. But what is the common ground where psychoanalysts can refer to facing the contemporary changes in psychoanalytic theory and practice? All contributors agree that the common ground has become insecure as referral frame for psychoanalytic identity. Looking for an answer, they come to different individual conclusions: Nedelmann refers to the scientific basis and A.-M. Sandler to the shared psychoanalytical experience, while Minolli stresses the individual development facing theory, technique and the philosophical background. Körner regards the resolution of the dilemma between conformation to expectations of the society and continuation of the critical approach of psychoanalysis as the crucial point. The key stakeholders of the Finnish engineering education collaborated during 2006–09 to reform the system of education, to face the challenges of the changing business environment and to create a national strategy for the Finnish engineering education. The work process was carried out using participatory work methods. Impacts of sustainable development (SD) on engineering education were analysed in one of the subprojects. In addition to participatory workshops, the core part of the work on SD consisted of a research with more than 60 interviews and an extensive literature survey. This paper discusses the results of the research and the work process of the Collaboration Group in the subproject of SD. It is suggested that enhancing systematic dialogue among key stakeholders using participatory work methods is crucial in increasing motivation and commitment in incorporating SD in engineering education. Development of the context of learning is essential for improving skills of engineering graduates in some of the key abilities related to SD: systemic- and life-cycle thinking, ethical understanding, collaborative learning and critical reflection skills. This requires changing of the educational paradigm from teacher-centred to learner-centred applying problem- and project-oriented active learning methods.  相似文献

Current theories of social cognition are mainly based on a representationalist view. Moreover, they focus on a rather sophisticated and limited aspect of understanding others, i.e. on how we predict and explain others’ behaviours through representing their mental states. Research into the ‘social brain’ has also favoured a third-person paradigm of social cognition as a passive observation of others’ behaviour, attributing it to an inferential, simulative or projective process in the individual brain. In this paper, we present a concept of social understanding as an ongoing, dynamical process of participatory sense-making and mutual incorporation. This process may be described (1) from a dynamical agentive systems point of view as an interaction and coordination of two embodied agents; (2) from a phenomenological approach as a mutual incorporation, i.e. a process in which the lived bodies of both participants extend and form a common intercorporality. Intersubjectivity, it is argued, is not a solitary task of deciphering or simulating the movements of others but means entering a process of embodied interaction and generating common meaning through it. This approach will be further illustrated by an analysis of primary dyadic interaction in early childhood.  相似文献

Although since the 1960s human capital theory has played a major role in guiding educational policy, philosophical issues that stem from this development have rarely been discussed. In this article, I critically examine how the idea that human capital should serve as a guide to educational policy making stands in relation to the role assigned to education in promoting social cooperation. I begin by exploring the conception of human conduct that underlies human capital theory. I then move to examine the conception of social cooperation that tacitly guides human capital theory and maintain that it could not be effectively defended. I, therefore, turn to examine alternative ways to combine between human capital theory and the promotion of social cooperation. My main argument is that under existing conditions there is a deep theoretical incompatibility between the philosophical foundations of human capital theory and the ways in which education seeks to promote social cooperation.  相似文献
