Although it is known that state initiatives can help produce moral panics, the role policy rhetoric assumes in creating, sustaining, and terminating moral panics has not been theoretically addressed. This article offers a typology of drug policies and illustrates how each is used at varying stages of a moral panic. It is argued that moral panics begin when proactive and punitive statements are used in combination. Moral panics subside when reactive and rehabilitative rhetorical statements are issued concurrently. The argument is empirically tested by analyzing the presidential addresses of the Reagan and Bush administrations for drug-related statements. Regression analysis, analysis of variance, and crosstabular analyses are used to test several hypotheses derived from the theoretical discussion. The empirical evidence supports the theoretical discussion and the constructionist perspective of social problems.  相似文献

The author reviews the theoretical and empirical resources available for social scientists who study fan violence. Reviews of fan violence typically discuss the phenomenon from psychological, psychosocial, and sociological approaches. In this review, the author uses social problem and moral panic approaches to organize theories of and research into fan violence. The social problem approach focuses on what causes the “problem” of fan violence. The moral panic approach focuses on how fan violence becomes translated into a social problem. Moral panics are rapid and righteous appeals from the media and other agents of control that “something must be done” to extinguish a social menace. It is argued that both the social problem and moral panic approaches signify the importance of “we-group” versus “they-group” antagonisms in the creation and maintenance of fan violence.  相似文献

The theory of moral panics has been prominent in the sociology of deviance since the 1970s. This article uses this theory to trace the rise of the moral panic around the high number of heroin overdose deaths in Australian in the mid to late 1990s. It argues, however, that much of the panic was generated by groups not traditionally associated with moral panics, but by political progressives in the field of illicit drugs as well as victims, parent groups, and those who work with illicit drug users. In this way it was not a conventional right-wing moral crusade, but it was no less a moral panic.  相似文献

ABSTRACT

The rhetoric, rumor, and hostility that surrounded the election of Barack Obama in 2008 appeared to correspond with the notion of a “moral panic.” However, systematically measuring phenomena like moral panics, which are volatile and dispersed in nature, can be difficult. This paper utilizes Google search data combined with other sources to examine the reaction to the candidacy and initial election of Obama. Given the nature of this particular panic, we hypothesize that panic-induced searches will be greater in states with a larger presence of Evangelical Protestants and consumption of conservative media outlets. Results from a series of generalized least squares time-series and two-stage regression models demonstrate that searches related to “socialism” and the “Antichrist” grew significantly around Obama’s election, indicating Obama’s “folk devil” status and a growing moral panic. Additionally, the intensity of the panic appears to be moderated by religious cultures and media consumption. Implications for theory and future research are discussed.  相似文献

There is a growing body of literature on the research ethics review process, a process that can have important effects on the nature of research in contemporary times. Yet, many people know little about what the actual process entails once an application has been submitted for review. This lack of knowledge can affect researchers and committee members' responses to the review process. Based on ethnographic research on the ethics review process in 5 countries (Australia, Canada, New Zealand, the United States, and the United Kingdom) this article takes the reader through common aspects of the research ethics review process, including some of the kinds of narratives that influence decision making. Greater understanding of the nature of the review process and the narratives that often form the core of the process can help contextualize responses that researchers get from committees so they can better address them. It may also help committee members reflect on how these narratives influence their decision making and the responses they make to researchers.  相似文献

The advent and growth of bioethics in the United States in the late 1960s and early 1970s precipitated an era of public moral discourse, that is, the deliberate attempt to analyze and formulate moral argument for use in public policy. The language for rational discussion of moral matters evolved from the parent disciplines of moral philosophy and theological ethics, as well as from the idioms of a secular, pluralistic world that was searching for policy answers to difficult bioethical questions. This article explores the basis and content of the unique contributions of both theological and philosophical ethics to the development of public moral discourse.  相似文献

A shift in focus from the logical to the psychological social contract allows us to better explore the socialization of the psychological citizen, and the relationship between identity of individuals and the socio‐political order, with its particular group‐based inequalities. Traditional psychological studies have provided valuable insights into certain aspects of identity, but the new narrative research is leading to novel insights into longer term processes associated with the positioning of identity. The new approach recognizes the dual nature of mental processes and the integral role of context in individual development. Illustrative examples are discussed of the role of cultural carriers in the formation of identity, highlighting the infusion of the macrolevel normative system to thought and action at the microlevel of individuals.  相似文献

The application of 360° videos raised the attention of educators and researchers, as it appears to be an approachable option to mediate complete environments in educational settings. However, challenges emerge from the perspective of educational psychology. Learning irrelevant cognitive strains might be imposed because it is necessary to navigate through spherical material. However, these potential downsides could be compensated for using signaling techniques. In a two (macrolevel vs. no macrolevel signaling) × two (microlevel vs. no microlevel signaling) factorial between-subjects design plus control group, 215 fifth-and sixth-grade students will watch a 360° video about visual and behavioral characteristics of animals. Learning outcomes, cognitive load, disorientation, and presence will be investigated. It is expected that macrolevel signaling will enhance learning and presence and reduce cognitive load and disorientation. Microlevel signaling will have comparable advantages, but these effects will be more pronounced when macrolevel signaling is implemented.  相似文献

Comparatively little work on folk devils and moral panics has focused on mirror image phenomena of collective joy, celebration, and hope. By introducing a theory of “moral euphoria” and the concept of “folk heroes,” and focusing on processes of “deification,” this article provides a fresh perspective within the moral panic literature, showing how certain actors may go from “folk hero” fame to “folk devil” infamy. Using the examples of Tony Blair and Barack Obama, the article shows how politicians are particularly significant sociological actors in this regard. The conclusion suggests wider implications for the role of academics in demonization and deification processes.  相似文献

The Hwang affair, a dramatic and far reaching instance of scientific fraud, shocked the world. This collective national failure prompted various organizations in Korea, including universities, regulatory agencies, and research associations, to engage in self-criticism and research ethics reforms. This paper aims, first, to document and review research misconduct perpetrated by Hwang and members of his research team, with particular attention to the agencies that failed to regulate and then supervise Hwang’s research. The paper then examines the research ethics reforms introduced in the wake of this international scandal. After reviewing American and European research governance structures and policies, policy makers developed a mixed model mindful of its Korean context. The third part of the paper examines how research ethics reform is proactive (a response to shocking scientific misconduct and ensuing external criticism from the press and society) as well as reactive (identification of and adherence to national or international ethics standards). The last part deals with Korean society’s response to the Hwang affair, which had the effect of a moral atomic bomb and has led to broad ethical reform in Korean society. We conceptualize this change as ethical modernization, through which the Korean public corrects the failures of a growth-oriented economic model for social progress, and attempts to create a more trustworthy and ethical society.  相似文献

This paper contends that principles of virtue ethics have the potential to both supplement and complement academic integrity policy in the adjudication of undergraduate student academic integrity breaches. The paper uses elements of grounded theory to explore responses from 15 Academic Integrity Breach Decision Makers (AIBDMs) at an Australian university, and in particular, the process they use to determine outcomes for student breaches of academic integrity. The findings indicate that AIBDMs often use principles of virtue ethics to help provide nuanced judgement on sometimes complicated breaches of ethical behaviour. The findings demonstrate that many AIBDMs supplemented their knowledge of institutional academic integrity policy with a deep commitment to their own virtuous behaviour.  相似文献

The author presents an overview (completed on September 15, 2001) of three issues involved in the ethics of human embryonic stem cell therapy: the ethical implications of some of the scientific issues involved, the specific ethical issues of the moral standing of the early human embryo and the problem of cooperation, and a consideration of two public policy issues: should the research go forward, and what kind of health care system should the United States adopt. Situationist research in social psychology focuses on the situational factors that influence behavior. Doris and Harman argue that this research has powerful implications for ethics, and virtue ethics in particular. First, they claim that situationist research presents an empirical challenge to the moral psychology presumed within virtue ethics. Second, they argue that situationist research supports a theoretical challenge to virtue ethics as a foundation for ethical behavior and moral development. I offer a response from moral psychology using an interpretation of Xunzi—a Confucian virtue ethicist from the Classical period. This Confucian account serves as a foil to the situationist critique in that it uncovers many problematic ontological and normative assumptions at work in this debate regarding the prediction and explanation of behavior, psychological posits, moral development, and moral education. Xunzi’s account of virtue ethics not only responds to the situationist empirical challenge by uncovering problematic assumptions about moral psychology, but also demonstrates that it is not a separate empirical hypothesis. Further, Xunzi’s virtue ethic responds to the theoretical challenge by offering a new account of moral development and a ground for ethical norms that fully attends to situational features while upholding robust character traits.  相似文献

Calls for ethics education for members of hospital ethics committees presume that the effects and benefits of such education are well-established. This is not the case. A review of the literature reveals that studies consistently have failed to uncover any significant effect of ethics education on the moral reasoning, moral competency, and/or moral development of medical professionals. The present paper discuss this negative result and describes the author's national study of the value priorities of members of hospital ethics committees. This study discovered correlations between moral decision making and factors like age and type of institution where the committee operates. The results of this study also resemble those of previous studies in finding no correlation between ethics education and moral decision making. The author concludes that there is a need for more research on the effects of nonmoral personal, societal, and institutional factors on the moral reasoning of members of hospital ethics committees. Further, in the absence of any firm empirical basis, calls for ethics education for medical professionals and ethics committee members should be rethought.  相似文献

One of the most significant concerns about the legalization of physician-assisted death in the United States relates to the possibility that a chronically or terminally ill person would choose to end her or his life for financial reasons. Because we believe that the life insurance industry is uniquely poised to help minimize any such incentive, we submit that it has a moral obligation to do so. In particular, we propose that the industry encourage greater flexibility in the payout of policy benefits in the event an insured should be diagnosed with a terminal illness or suffer from intractable pain.  相似文献

Two issues related to Hogan's Survey of Ethical Attitudes (SEA) were investigated. First, the adequacy of Hogan's theoretical characterizations of the two poles of the SEA was tested. The results supported his characterization of the ethics of conscience, but only partially supported his characterization of the ethics of responsibility. Our second focus was on Hogan's prediction that “moral maturity” should be curvilinearly related to the SEA. As predicted, when moral maturity was measured in Hogan's sense, subjects scoring in the middle of the SEA dimension showed higher levels of moral maturity than those at either the ethics of conscience end or the ethics of responsibility end. In contrast, moral maturity in Kohlberg's sense was linearly related to the SEA with the most mature individuals scoring at the ethics of conscience end of the dimension. The total pattern of results highlights the importance of conceptual clarity and conceptual pluralism in research on morality.  相似文献

University based academic Research Ethics Boards (REB) face the particularly difficult challenge of trying to achieve representation from a variety of disciplines, methodologies and research interests. Additionally, many are currently facing another decision – whether to have students as REB members or not. At Ryerson University, we are uniquely situated. Without a medical school in which an awareness of the research ethics review process might be grounded, our mainly social science and humanities REB must also educate and foster awareness of the ethics review process throughout the academic community. Our Board has had and continues to have students as active members. While there are challenges to having students as Board members, these are clearly outweighed by the advantages, for both the academic community and the future of ethically sound research in the social sciences and humanities. Moreover, the challenges are often based on misconceptions and can be easily overcome through increased education and understanding of the research ethics review process by the academic community at large. The purpose of this paper is to describe and discuss the experiences, advantages and challenges of having students as REB members. The advantages of having students as REB members include the following: (1) Students are the proposed participants in many of our reviewed protocols and student members may illuminate unique issues of participation. (2) Students are active and highly engaged members of the REB. (3) Having students on the REB enhances awareness of research ethics within the University. (4) Student REB members have an opportunity to mentor other students and provide leadership for both undergraduate and graduate students. (5) Students are more vigorously recruited than faculty members and often apply for student positions with enthusiasm and preparation. (6) In creating an atmosphere of excellence in research, engaging students at the beginning of their research career will help in creating tomorrow’s leaders in research and research ethics. The challenges of having students as REB members include the following: (1) Faculty members may be uneasy regarding the prospect of students reviewing protocols. (2) Faculty members may be concerned about confidentiality and respect with students reviewing faculty research protocols. (3) There may be an increased burden for students who serve as members on an REB. (4) There is concern that students will offer less continuous service to the REB. (5) There is a common misconception that students do not have the experience to carry out ethical reviews. While there are challenges from faculty members and others regarding having students as REB members, these challenges are often based on misconceptions about the nature of the REB work and the ethics review process in general. These challenges are also often based on the misconception of the ethics review process as one of peer review and evaluation, instead of a community-based and inclusive process. Having student members is a long-term strategy for both overcoming the misconceptions of the REB as a “necessary evil” and for fostering an awareness of the imperative for ethically sound research in the social sciences and humanities.  相似文献

This article has three broad aims. The first is to draw attention what is probably the largest empirical study of moral, values and character education in the United Kingdom to the present date. The second is to outline – sufficient for present purposes – a plausible conceptual or theoretical case for placing a particular virtue-ethical concept of character at the centre of contemporary scholarship and research into moral and values education. The third is to suggest, in the light of these empirical findings and theoretical considerations, a number of practical ways in which character education might be developed or pursued in formal or informal school curricula or in the wider community.  相似文献
