政德教育“去生活化”困境及其理性回归

政德教育"去生活化"即政德教育脱离生活、脱离实践,具体表现在政德教育目标的理想化、教育内容的片面化、教育过程的智育化、教育方法的单一化等方面。当前政治生态中饱受诟病的"两面人"就是政德教育"去生活化"的严重后果之一。全面从严治党、消除"两面人"现象,必须推动政德教育回归现实生活,其具体路径包括:推动政德教育目标从理想回归现实,把广泛性要求与先进性要求、尊重个人日益增长的美好生活需要与追求崇高理想统一起来;推动政德教育内容从片面回归全面,把大德教育和公德、私德教育结合起来;推动政德教育过程从"知性论"德育回归"生活论"德育,把"知"和"情""意""行"结合起来并促使"知"向"情""意""行"转化和升华;推动政德教育方法从单一回归多元,把传统方法和现代方法、理论讲授"小课堂"与社会实践"大课堂"有机结合起来。     

领导干部为政之德思想探析

为政之德是领导干部的从政道德。领导干部为政之德思想主要来源于马克思主义的政德思想、中国传统文化中的为政之德思想以及世界发达国家的为政之德思想,并在实践中形成了具有中国特色的为政之德思想。在新的历史时期,加强领导干部为政之德建设要建立统一的政德规范体系,加强领导干部自身修养,完善干部政德考核制度,明确德才兼备的选拔标准。

"为政以德":孔子政治伦理思想的内在逻辑理路——从美德政治学的角度看

孔子在社会理想上憧憬"大同"之世,在现实的政治治理上则向往以亲情关系为主轴的家国一体的周礼之治,力图使政治社会成为一个"道德的团体",所以,"为政以德"成为其政治伦理思想的核心.礼制是其对社会基本结构的设计,义乃政治治理的价值目标,孝悌是政德之根,仁为诸政德之全体大用,所以,其政治伦理思想内含一种内在逻辑结构,同时又表现出典型的美德政治学的特征.     

行政职能与行政道德

Moral education,ubuntu and ubuntu-inspired communities

While it is generally believed that moral education is important in the development of children, there is disagreement over a range of issues concerning the teaching of values and morals in schools. In the forefront of this debate are issues concerning whether morality or values and morals can be taught in schools, ought to be taught, and how they should be taught. In this paper I want to focus on the last of the issues within the background of ubuntu. My broad interest is to stimulate discussion regarding whether ubuntu, ubuntu-inspired communities, and some of its values can contribute to the issue of the teaching of values and morals. In the process of my engagement with moral education and ubuntu, I can be taken to be offering ubuntu and practices in ubuntu communities as an alternative way of teaching values and morals – values that are important for social and political citizenship.

官德(即党政干部道德)既可从职业伦理的维度界定,也可从角色伦理的维度来把握;它既具政治伦理的特点,又具行政伦理的内涵。在现代法治社会,官德作为一种道德控制方式,它并不因为制约权力的法律制度体系建立健全而失去作用,它仍然是保障官员正确行使权力、实现政治和行政责任的重要机制。     

Aristotle's different possibilities

Marxism is often claimed to be incompatible with any kind of ethical theory, because of its assumptions of economic determinism, of the class character of morals, and of the subordination of morality to politics. But the author proposes that these assumptions can be interpreted in such a flexible way as not to rule out the freedom of choice and responsibility, die relative independence of morals from economic conditions and political ends, and concepts of universal human value and a specifically moral ideal. A humanist philosophy, centered in Marx's analysis of alienation, provides a sufficiently rich theoretical basis for the solution of both ethical and meta‐ethical’ problems.     

Beyond Realism and Moralism: A Defense of Political Minimalism

What is the relationship between morals and politics? What is the relationship between moral philosophy and political philosophy? Defenders of political moralism postulate moral aims or constraints for politics, and hence they see political philosophy as a chapter of moral philosophy. Contrastingly, advocates of political realism describe politics as an independent endeavor aiming at providing order and security, and conceive of political philosophy as an autonomous discipline. This article claims that political moralism and political realism share the mistake of assuming that politics has substantial, permanent goals or constraints. After criticizing political substantialism, the article explains the main ingredients of its alternative, political minimalism: (1) the idea that politics, understood as collective instrumental rationality, aims at providing adequate means for the accomplishment of people's goals, whatever these are; and (2) the conception of the relationship between morality and politics as one of “reciprocal containment.” Finally, it addresses some foreseeable criticisms of political minimalism.

民国初期,部分社会志士以《正谊》杂志为阵地,以道德救亡为主旨,围绕高扬道德为共和所需理念、确立道德因时更张理论、主张铸就共和道德精神、提倡规范国民言行、坚信重塑人格为救亡要途展开政治道德的理论诠释。此举与学理清算道德堕落、名实相悖,官僚治国、“恶精神”泛滥,官无人格、寡廉鲜耻,人心颓废、思潮隳堕等弊端联系在一起。欲藉反省自爱、外力逼迫、典型示范、塑造人格等方法以重铸近代政治理想人格,进而达到实际救亡之目的。     

Morality,politics, and contingency

The influential realist thesis that politics and morals are distinct and mutually exclusive spheres of interest is one that has been challenged within the tradition of analytic moral and political theory. Over the last 50 years, several notable liberal analytic philosophers, including Isaiah Berlin, Stuart Hampshire, and Thomas Nagel, have argued that not only is politics not separate from and inimical to ethics but that there exists such a thing as political morality. This article contends that while the notion of political morality may make more sense of what is regarded as a central and troubling problem of politics, it also forces us to confront the more fundamental challenge of the radical contingency of our moral and political predicament. Whether analytic political theory is capable of producing a convincing response to the latter challenge remains precariously unclear.
