Underlying moral values of individuality versus community and assumptions about what is a “just society” make public policies toward children vastly different in Sweden and the United States. This article explores the origins, cost, and benefits of welfare policies that permit child poverty in the U. S. as a cost of the high value of autonomy/individuality, and policies that prevent child poverty in Sweden, at the cost of economic competitiveness and individual initiative. I conclude that both extremes of moral values have more social costs than benefits but that children should be protected in any nation as the future of the society.  相似文献

ABSTRACT In recent decades poverty has been defined as a relative rather than absolute notion. Those in poverty have been seen as poor relative to a level of income, or social condition, accepted as average or normal for a society. Poverty has been redefined as 'relative deprivation'. This paper argues, first, that the redefinition of poverty as relative to social norms is a radical departure from the traditional notion of poverty. Secondly, it considers whether such a redefinition gives support to the view that the claims of those in poverty (relative) may be considered as morally equivalent to the claims of those in poverty (absolute). The paper concludes by arguing that the notion of relative poverty is advanced to give support to social and economic policies whose primary aim is equality rather than the relief of poverty.  相似文献

Poverty is more than an income level; it is a socially constructed identity that leaves scars of psychological impoverishment. Using autoethnography, I tell my story about growing up poor, climbing out of poverty as an adult, and falling back into poverty during marriage. I explore the unforgettable traumas of poverty, including empty cupboards, social rejection, humiliation, homelessness, and loneliness. Through the lens of Goffman’s frame analysis theory, I cope with my memories of hardship and stigmatized identity.  相似文献

The meanings of social problems like poverty develop within the public sphere. This paper uses the theory of social representations to examine how poverty is represented in British newspapers. Poverty has been discussed and interpreted in numerous ways, and newspapers not only provide a platform for these elaborations but also contribute to shaping public understanding on the issue. The study sampled news coverage on poverty in four British newspapers during two randomly chosen one‐month periods in the years 2001 and 2011. The data set of news reports (n = 274) was thematically analysed to examine representations of poverty. The study found that in the domestic context, media represents poverty as a problem limited to vulnerable groups such as children and the elderly. With a lack of discussion on the wider socio‐economic causes and contributing factors, poverty within the UK appears as an ‘orphan phenomenon’ with an unknown genesis. In contrast, the representations of poverty outside the UK are vivid and elaborate, and the news reports hold the socio‐political inefficiency of countries responsible for poverty. The study also found that the media uses poverty to make sense of catastrophic events in society: the September 11, 2001 terrorist attacks in the United States and the London riots of 2011 were both anchored using poverty. This paper discusses the representational dynamics of these findings and argues that the media representations distance general society from poverty, representing it as a problem of the other. Neoliberal globalization has deepened the impoverishment and marginalization of many women. This system is maintained by the debt supposedly owed by many poor nations in the global South to a few rich nations in the global North, because the obligation to service the debt traps the people of the South within an economic order that severely disadvantages them. This study explores how the contexts of immigrant reception were related to unemployment of immigrants in Japan during the global economic crisis in the 2000s. Little is known concerning what shaped unemployment of immigrants in institutional settings outside of North American and European countries during the financial crisis. This study focuses specifically on unskilled immigrants because this type of migrant worker has been highly vulnerable to economic cycles. We focused on Nikkeijin immigrants from Brazil and Peru and Asian immigrants from China, Indonesia, South Korea, the Philippines, and Vietnam. We explored how immigrants’ unemployment in Japan was linked to immigration control policies, integration programs for refugees, labor market structures, and conditions of social capital. Empirical findings demonstrate that the trainee program strongly determined whether immigrants could remain in Japan during the unemployment period and that a significant difference in unemployment existed between Brazilian and Peruvian immigrants in Japan. Whereas ties with kin and co-ethnic friends did not help immigrants avoid unemployment, ties with Japanese spouses hindered unemployment among male immigrants, although this was not the case for female immigrants with Japanese spouses. Hence, immigrant unemployment depends considerably on how immigrants have been received in Japan. Conversely, we did not find any evidence of a positive role of the state government in mitigating immigrants’ unemployment in this study. Instead, the existing institutional context of immigrants’ reception in Japan has worsened the socioeconomic conditions of immigrants and strengthened their social marginalization, reflecting the lack of public debate regarding—and the lack of institutional support for—the integration of immigrants into the mainstream society.  相似文献

This essay argues for a renewed institution of an ancient Christianpractice, the Order of Widows. Drawing on the Roman Catholictradition's recent writings on the elderly, particularly the1998 document from the Pontifical Council for the Laity entitled"The Dignity of Older People and their Mission in the Churchand in the World," I argue that we find within the Roman Catholictradition advocacy for a renewed understanding of the vocationof the elderly within the Church. Building on this, I then tracein the broadest of outlines some elements of what a renewalof the Order of Widows might look like. In doing so, it becomesclear how this new ecclesial practice addresses health issuesof older women (devaluation, marginalization, loss of voice,impoverishment, debilitation, loneliness, isolation, and euthanasia).More importantly, such a practice moves beyond principles todemonstrate a concrete alternative. Although the effect of low socioeconomic status on the health of adolescents has been documented, the mechanism by which this occurs is not well understood. Furthermore, improving adolescent health through public health policy typically requires the presence of one or more modifiable risk factors which can be targeted for intervention. In spite of the well-documented negative associations between poverty and health, few modifiable risk factors have been identified. This study used the Evans-Stoddart Model of Health and Well-Being as a framework to examine data on 1,759 adolescents, aged 12 to 19, collected as part of the 1994 National Population Health Survey. Results not only confirm the relationship between income and health, but suggest how the pathway operates through the social environment, lifestyle differences, access to health care, and a reduced sense of self-esteem and self-mastery. Bivariate and multivariate analyses found positive associations between physical activity levels and self-esteem and mastery. We interpret these findings as preliminary evidence that it might be possible to buffer the impact of poverty on health through policies which increase physical activity levels among those living in poverty. Such policies could also include a secondary goal of increasing the activity levels among inactive adolescents who are not living in poverty, as they will derive benefits from this increase, both psychologically and physiologically.  相似文献

In eighteenth-century Britain, there was more than one way of thinking about poverty. For some, poverty was an essentially moral problem. Another way of conceiving of poverty was in economic terms. In this article, however, I want to consider some eighteenth-century versions of the idea that poverty might be a political issue. What I have in mind is the idea that a society containing a large proportion of very poor people might be, just for that reason, an unstable and disordered society. I argue, first, that this idea is central to Smith's treatment of poverty in The Wealth of Nations. Then, after a brief account of how Paine and Godwin imagined the end of poverty, I describe the further development and refinement of Smithian lines of thought in Burke and Malthus. My conclusion is that Smith, Burke, and Malthus constitute evidence that present-day ideas of social justice derive more from the nineteenth century and subsequent developments in moral and political thought than from the early modern period.  相似文献

Historically, a meal in association with funerary ritual has been a reality in many cultural and religious settings. Our society has experienced a gradual demise of formal funerary ritual, with an accompanying psychological and social impoverishment. Both the immediate bereaved and the larger social community can benefit from a funeral meal which functions as a group experience that focuses on the needs of the living. It can be a shared experience in a familiar structured setting which enables the living to do significant grief work. Practical implications and potential problems will need to be, taken into consideration.  相似文献

Citizenship is an approach to supporting the social inclusion and participation in society of people with mental illnesses. It is receiving greater attention in community mental health discourse and literature in parallel with increased awareness of social determinants of health and concern over the continued marginalization of persons with mental illness in the United States. In this article, we review the definition and principles of our citizenship framework with attention to social participation and access to resources as well as rights and responsibilities that society confers on its members. We then discuss our citizenship research at both individual and social‐environmental levels, including previous, current, and planned efforts. We also discuss the role of community psychology and psychologists in advancing citizenship and other themes relevant to a citizenship perspective on mental health care and persons with mental illness.  相似文献

Social workers and welfare recipients operate within the same institutional framework and share a working and/or lived knowledge of poverty, but they occupy different social and economic positions. To gain a better understanding of intergroup attitudes, the author compared how social workers and welfare recipients explain poverty and perceive the welfare system. The results highlight important similarities and differences between the two groups. Although the author did not find differences for individualistic attributions, welfare recipients regarded prejudice as playing a greater role in causing poverty than did social workers. Welfare recipients also expressed stronger support for increased welfare funding and progressive welfare policies than did social workers. The author discussed implications for strengthening interclass alliances, particularly the relationship between social service providers and welfare recipients.  相似文献

Using the 2008 National Politics Study, the present study indicates that while African Americans are more likely than whites to hear sermons about poverty and other political issues, hearing such sermons more consistently associates with support for anti‐poverty government programs among non‐Hispanic whites than among both African Americans and Hispanics. The racially/ethnically marginalized status of blacks and Hispanics may contribute to these groups being more receptive than whites to religious messages emphasizing social inequality. The contrasting racial experiences of dominance and marginalization may also help explain why hearing politicized sermons is more meaningful to the progressive social welfare attitudes of whites than to African Americans and Hispanics. This expectation is rooted in the heightened variability of perspectives among whites and their religious organizations regarding the government's role in aiding the economically disadvantaged. Conversely, the vast majority of blacks and Hispanics support the government helping individuals who fallen upon hard times. The greater variability in opinion among whites may also allow for greater differences in opinion to emerge between whites who attend relative to those outside of religious congregations led by clergy emphasizing spiritual and political solidarity with the poor than is the case for African Americans and Hispanics.  相似文献

This study aimed to clarify patterns of poverty among single older men and examine this population's help-seeking preferences. Semi-structured interviews were conducted with 83 older single men in poverty. Three main patterns of poverty were identified: lifelong, job turnover, and retirement. A common characteristic among these patterns indicated that they did not recognize their difficulties as problems. Furthermore, we identified five groups of help-receiving preferences: independent, resignation, mutual-aid, other-oriented, and seeking. Among these, the independent and resignation groups were influenced by past experiences of failing to seek help, which was characteristic of the lifelong pattern type. Furthermore, the mutual-aid and seeking groups were oriented toward positive help-seeking, which was characteristic of the job turnover and retirement pattern types. However, neither group actively sought help for social isolation or lack of social support, suggesting that it would have been challenging to establish social relationships early on in life. Thus, it is important to establish initiatives that enable older people to understand their current state and to think about their future depending on three patterns of poverty.  相似文献

This paper questions the assumption used in designing social policies that raising people’s income automatically translates into greater well-being. Based on a subjective well-being approach and a representative survey from Costa Rica the paper shows that there is substantial dissonance in the classification of persons as poor and as being in well-being deprivation. The existence of dissonances leads to the conceptualization of different trajectories out-of-poverty and into well-being. Public policies oriented towards the abatement of income poverty can have a greater impact on people’s well-being if they recognize the complexity of human beings and acknowledge that their programs affect satisfaction in all domains of life. The paper states that public policy should not only be concerned with getting people out of income poverty, but also with placing them in a life-satisfying situation. The paper also discusses strategies that could improve poverty-abatement programs.  相似文献

The current study examines whether a threat to group distinctiveness motivates the poor to glorify poverty as an identity management strategy. Research shows that threat to ingroup distinctiveness can motivate people to positively differentiate their group from similar outgroups on relevant dimensions of comparison. Little is known however about whether such processes would occur also with respect to devalued group characteristics that are not reflective of explicit group norms. This question is of high theoretical and practical importance because it can illustrate that people internalize and glorify even adverse traits as means of managing their social identity when faced with threat. We therefore tested whether among a poor community, individuals would glorify poverty when faced with distinctiveness threat. We collected data from Haredim (ultra‐Orthodox Jews), a poor and highly religious population in Israel. Across two experiments, we manipulated distinctiveness threat via inducing similarity between Haredim and seculars in Israel. We found that poverty was reconstrued as positive and desirable following distinctiveness threat, but only among Haredim who have a high commitment to group norms (Study 1) and who strongly justify their own social system (Study 2). Theoretical and applied implications of the findings are discussed.  相似文献

Poverty is an objective state, as well as a set of subjective experiences. This study explored how low-income seniors in urban China make meaning under the pressures of poverty-related shame. Based on two rounds of in-depth interviews with participants in Beijing, spanning 9 years, the researchers concluded that low-income seniors feel deprivation, experiences of being belittled and inferior and a sense of self-deprecation due to material scarcity. Under such pressures, the seniors actively reconstruct poverty-related experiences, demonstrating that older people living in poverty have a powerful meaning-making system, which serves as evidence of their resilience. However, reconstructing experiences of poverty should not be taken for granted, but be regarded as an appeal for dignity-oriented social policies. This rich meaning-making system could be a foundation upon which anti-poverty advocates adopt and advance various strengths-based interventions. These findings also point to implications for quality of life research with older people living in poverty and anti-poverty measures for this population in other developing contexts.
