ABSTRACT In this essay, I argue that large-scale technologies may be more threatening to open democratic institutions than to ecological systems. I describe the threat in terms of an alliance between bureacrats and entrepreneurs to govern society according to their own methods, e.g., cost-benefit analysis, and thus to usurp the rule of law. In America, though not in England, blue-collar and environmentalist constituencies have on occasion beaten back this threat, a triumph of democracy. I use 'grid-group' theory, as developed by Mary Douglas and her students, to make these arguments about the relation between technology and democracy.  相似文献

Does it matter that almost all juries in England and Wales are all‐White? Does it matter even if this result is the unintended and undesired result of otherwise acceptable ways of choosing juries? Finally, does it matter that almost all juries are all‐White if this has no adverse effect on the treatment of non‐White defendants and victims of crime? According to Cheryl Thomas, there is no injustice in a system of jury selection which predictably results in juries with no minority members so long as this result is not deliberate, and does not adversely affect the treatment of minority defendants and victims of crime. My view is different. In and of itself, I believe, something is wrong with a system of jury selection that predictably results in all‐White juries in a diverse society, such as our own. Absent reason to believe that we lack a better alternative to current modes of jury selection, a commitment to democratic government and to the equality of citizens – or so I will argue – condemns existing arrangements as unjust, whether or not they have adverse effects on jury decisions, or on the ways in which our society approaches issues of race and crime.  相似文献

Patricia White (Stud Philos Educ 18:43–52, 1999) argues that the virtue gratitude is essential to a flourishing democracy because it helps foster universal and reciprocal amity between citizens. Citizens who participate in this reciprocal relationship ought to be encouraged to recognize that “much that people do does in fact help to make communal civic life less brutish, pleasanter and more flourishing.” This is the case even when the majority of citizens do not intentionally seek to make civic life better for others. Were citizens to recognize the appropriateness of gratitude in these situations, the bonds of our democratic communities would be strengthened. In this paper, I examine White’s argument more carefully, arguing that it fails to address adequately the difficulties that arise when we attempt to encourage the virtue of gratitude in our students. To address these difficulties, I turn to an unlikely source for democratic inspiration: Friedrich Nietzsche. In spite of his well-known anti-democratic sentiments, Nietzsche offers democratic citizens insights into the social value of gratitude. I argue that Nietzsche’s ideas resolve the educational difficulties in White’s argument and viably establish gratitude as an important democratic virtue that ought to be cultivated.  相似文献

This paper is a critical notice of Philip Pettit's On the People's Terms: A Republican Theory and Model of Democracy. Pettit argues that only Republicanism can respond appropriately to the ‘evil of subjection to another's will – particularly in important areas of personal choice’ because its ideal of liberty – freedom as non-domination – both captures better than liberalism our commitment to individual liberty and explains better our commitment to the legitimacy of democratic decision-making than standard democrat accounts. If this argument succeeds, it demonstrates that there is no real tension between the liberal thought that justice provides a standard for evaluating public decisions independent of the fact that they are taken democratically and the democratic thought that the fact that a decision is democratic suffices to make it legitimate. I argue, however, that Pettit finds himself caught between two contradictory positions: a version of Isaiah Berlin's negative concept of liberty and a positive liberty account of democracy. And I show that his attempt to resolve the tension fails because it requires him to embrace the positive liberty account he is committed to rejecting.  相似文献

Abstract: This article addresses recent claims made by Richard Rorty about antirepresentationalist theories of meaning. Rorty asserts that a faithful rendering of the core antirepresentationalist assumptions precludes even revised pieces of representationalist semantics like “refers” or “true” and epistemological correlates like “answering to the facts.” Rorty even asserts that such notions invite reactionary authoritarian elements that would impede the development of a democratic humanism. I reject this claim and assert that such notions (suitably constructed) pose no greater threat to democratic humanism than the alternatives and in fact are crucial to its maintenance and continuing success. These notions (suitably constructed) reflect a metatheoretical stance that I call “openness,” which I believe lies at the heart of both democratic humanism and the pragmatism from which Rorty claims to take his inspiration.  相似文献

The idea of securitization holds that perceived threats and the ensuing need for security measures are mobilized in speech acts to legitimate bypassing of normal practices of democratic politics and justification. Citizens, as members of the political community, are thus effectively deprived of their agency. Attempts at securitization gain clout from the severity of the mobilized threat: the more convincingly a threat is argued to cause disruptions in the functioning of society and ultimately the loss of human life, the more acceptable it will become to bypass democratic governance in order to prevent the threat. Accordingly, security technologies can be conceived of as those technologies that are constructed and mobilized in such attempts at securitization and depoliticization. However, security technologies can also be thought of as technologies that are mobilized in face of existential threats more generally, regardless of whether their mobilization has a depoliticizing effect or not. Yet, as case studies on airport security scanners and security in smart grids show, not all implementations of security, even against existential threats, show this tendency of depoliticization as essential in securitization and in technologies of security. This article further demonstrates that the agency of citizens in the governance of these technologies importantly depends on whether or not the threat is perceived as internal or external to the referent object of the security programme.  相似文献

Conclusions The picture of liberal democratic realism that we have presented can withstand a powerful set of criticisms that have emerged in the last two decades. We have argued that realism does not misconstrue the value of the state, it does not justify the ruthless suppression of every domestic threat that could face the state, it does not depend upon a conception of international politics that rules out moral constraints, and it does not misunderstand the relationship between self-interest and morality. The defense of liberal democratic reason of state depends upon the state protecting and securing the values and welfare of individuals and groups living within its domain. Realism cannot be justified if the state has lost its legitimacy.This version of realism, however, generates its own distinctive problems. The most significant of these is that it does not offer a clean, unambiguous solution to the problems raised by the survival of the liberal democratic regime. Unlike extreme realist or idealist conceptions of the role of morality in international relations, we have argued that for the liberal democratic state this problem cannot be settled without moral remainders. On this account, realism presents leaders with a moral dilemma that is theoretically unresolvable. But this is not a failure of realism. Indeed, it is an acknowledgement that the liberal democratic state can be seen as no more, and no less, than a necessary condition of value.  相似文献

Political exclusion on grounds of incapacity is the primary remaining source of exclusion from the franchise. It is appealed to by states and theorists alike to justify excluding young people (under 18) and many people with cognitive disability from the franchise. Defenders of this exclusion claim that no wrong is done by this exclusion and that states gain some significant benefits from this restricting of the franchise. I have argued elsewhere that political exclusion as currently practiced in modern liberal democratic states in fact causes significant harms, as it excludes some people who have the relevant capacity for political participation. Here, I argue that the exclusion of incapable actors prevents no significant harms to democratic outcomes, and that it confers no significant democratic benefits on the states practising this exclusion. As such, I argue that we ought to heavily modify and perhaps even abandon the capacity standard for political inclusion.  相似文献

ABSTRACT The primary aim of the paper is to apply the concept of retribution to nuclear defence policy. Nuclear defence policy, as I conceive it, is concerned with addressing the threat Soviet nuclear weapons pose for Western security. I argue that, contrary to popular opinion, MAD is not a retributive doctrine—that in fact it violates two constitutive principles of retribution: culpability and proportionality. After explicating these constitutive principles, I apply them to retaliatory strategy—showing that the culpability criterion restricts retaliation to the agents of aggression while the proportionality criterion requires a just measure of retaliation. The result is a defence policy continuous with the just war tradition—one which rules out deterrence based on threats against the civilian population. I show why a retributive policy requires non-nuclear forces and discuss the feasiblity of replacing all nuclear forces with conventional weapons. I anticipate and answer major objections to the denuclearization of U.S. and NATO forces. Finally, I conclude that an advocate of a retributive policy—specifically, a policy calling for a proportional or measured response against combatants only—must be willing, in the name of justice, to accept the risk of making war more thinkable by making it less horrible.  相似文献

Much work in the field of education for democratic citizenship is based on the idea that it is possible to know what a good citizen is, so that the task of citizenship education becomes that of the production of the good citizen. In this paper I ask whether and to what extent we can and should understand democratic citizenship as a positive identity. I approach this question by means of an exploration of four dimensions of democratic politics—the political community, the borders of the political order, the dynamics of democratic processes and practices, and the status of the democratic subject—in order to explore whether and to what extent the ‘essence’ of democratic politics can and should be understood as a particular order. For this I engage with ideas from Chantal Mouffe and Jacques Rancière who both have raised fundamental questions about the extent to which the ‘essence’ of democratic politics can be captured as a particular order. In the paper I introduce the figure of the ignorant citizen in order to hint at a conception of citizenship that is not based on particular knowledge about what the good citizen is. I introduce a distinction between a socialisation conception of citizenship education and civic learning and a subjectification conception of citizenship education and civic learning in order to articulate what the educational implications of such an ‘anarchic’ understanding of democratic politics are. While the socialisation conception focuses on the question how ‘newcomers’ can be inserted into an existing political order, the subjectification conception focuses on the question how democratic subjectivity is engendered through engagement in always undetermined political processes. This is no longer a process driven by knowledge about what the citizen is or should become but one that depends on a desire for a particular mode of human togetherness or, in short, a desire for democracy.  相似文献

Abstract: Aquinas maintains that when we succumb to temptation our actions are wholly voluntary. When we give up a good in the face of a threat our actions are partly involuntary, but they are more voluntary than involuntary. I argue that when we succumb to temptation our actions can also be partly involuntary. I also defend my intuition that in some mixed cases our action is more involuntary than voluntary, and I show how Aquinas's psychological theory can explain this. Finally, I explain why it matters that actions fully in accordance with our reasons‐responsive choices might not be fully voluntary.  相似文献

As a solution to dream scepticism, Ernest Sosa has argued that when we dream, we do not believe the contents of our dreams, but rather imagine them. Thus dreams do not cause false beliefs; so my beliefs cannot be false as a result of being caused by dreams. I argue that even assuming that Sosa is correct about the nature of dream experience, belief in wakefulness on these grounds is epistemically irresponsible. The proper upshot of the imagination model is to recharacterize the way we think about dream scepticism: the sceptical threat is not that we have false beliefs. So even though dreams do not involve false beliefs, they still pose a sceptical threat, which I elaborate.  相似文献

Why is the academy in general, and philosophy in particular, not more involved in the fight against the creationist threat? And why, when a response is offered, is it so curiously ineffective? I argue, by using an analogy with the battle against the Black Knight from the movie Monty Python and the Holy Grail, that the difficulty lies largely in a failure to see the nature of the problem clearly. By modifying the analogy, it is possible to see both why large sections of the academy have remained unmoved and also why many of the reactions to the threat have been so unsuccessful. Finally, I offer some very broad suggestions as to how to modify our approach in light of this new perspective.  相似文献

Political philosophers have long disagreed on the issue of whether churches should exercise restraint in the appeal to religious reasons in public discussion and political mobilization. Exclusivists defend the restraint, whereas inclusivists reject it. Both sides, however, assume the existence of a democratic government. In this essay, I discuss whether churches should exercise restraint in a non‐democratic, authoritarian society. I defend inclusivism and believe that churches should not restrain themselves, especially when doing so can promote democracy and prevent severe injustices. First, I argue that two exclusivist arguments which justify the restraint cannot be applied in an authoritarian society. Second, I defend inclusivism because religious reasons are effective in cultivating active citizens that strengthen the democratic movement. Finally, I use the Umbrella Movement in Hong Kong as an example to show how inclusivism can enhance democratic movements under authoritarianism.  相似文献

Muslims have never before occupied such a central position in the British media, given their general absence from more ‘normalised’ representational positions such as in popular soaps, literature and reality television. Recent studies reveal the primarily negative ‘hypervisibility’ of Muslims across the media, which has encouraged negative social representations. Drawing upon relevant concepts from intergroup threat theory and identity process theory, this paper argues that British Muslims are increasingly constructed in terms of a hybridised threat to the ethno-national ingroup, consisting of both symbolic and realistic aspects. This account offers a socio-psychological perspective by exploring the potential socio-cognitive and behavioural repercussions of exposure to representations of British Muslims as a hybridised threat. The focus upon identity processes among the non-Muslim British majority elucidates the identity implications of Islamophobic representations in the Press and some of the potential causes of Islamophobic prejudice. It is argued that the principles of continuity, distinctiveness and self-esteem are particularly susceptible to change as a result of such negative media representations. The transition from media representation to dominant social representation is discussed, in addition to the potential implications for intergroup relations.  相似文献

People's threat perceptions play a role in influencing foreign policies towards perceived adversary countries. Earlier research has identified multiple components shaping mass-level threat perceptions including military power, adversary country's perceived intentions, and national identities. On the individual level, education, use of media, and interest in politics have been shown to influence threat perceptions. However, most studies on perceptions of security threats fail to include both contextual and individual-level explanatory factors and to consider that different national threats may be constructed differently. This research bridges formation of threat perceptions on the individual level to wider societal processes and provides an empirical perspective to understanding threat perceptions among the educated section of the Chinese population. To analyze threat perceptions, students from leading Chinese universities (N = 771) took part in a survey in the autumn of 2011 and spring of 2012. Respondents who followed conventional media were more likely to perceive both the United States and Japan as threatening, and the effect of media consumption was particularly strong with regards to perceived threat from Japan. In addition, each threat perception was significantly associated with threat-specific explanatory factors. Potential explanatory factors of threat perceptions were explored with linear regression models.  相似文献

In this paper, I aim to establish that, according to almost all democratic theories, instrumentalist considerations often dominate intrinsic proceduralist considerations in our decisions about whether to make extensive use of undemocratic procedures. The reason for this is that almost all democratic theorists, including philosophers commonly thought to be intrinsic proceduralists, accept ‘High Stakes Instrumentalism’ (HSI). According to HSI, we ought to use undemocratic procedures in order to prevent high stakes errors - very substantively bad or unjust outcomes. However, democratically produced severe substantive injustice is much more common than many proponents of HSI have realised. Proponents of HSI must accept that if undemocratic procedures are the only way to avoid these high stakes errors, then we ought to make extensive use of undemocratic procedures. Consequently, according to almost all democratic theorists, democratic theory ought, for practical purposes, to be reoriented towards difficult moral and empirical questions about the instrumental quality of procedures. Moreover, this is potentially very practically important because if there are available instrumentally superior undemocratic procedures, then wholesale institutional reform is required. This is one of the most potentially practically important findings of normative democratic theory. In spite of this, no-one has yet explicitly recognised it.  相似文献

Acts of civil disobedience, which imply the open violation of a legal directive, often result in the forceful imposition of a choice upon others (e.g. blockades). This is sometimes justifiable, within a democracy, in cases of ‘democratic deficit’, namely, when fundamental rights of an oppressed minority are at stake. In this article, I claim that the use of physical force, in a democracy, may also be justified by the rights of (at least some of) the very people upon whom force is applied. Focusing on the nature of civil disobedience as a ‘form of address’, I argue: (1) using physical force to address others in the democratic arena does not entail infringing upon their status as autonomous agents; (2) using physical force to address others in the democratic arena may contribute to the fulfilment of a positive duty to promote the autonomy of (at least some of) those very people upon whom force is applied. This is not a defence of paternalism: I claim that using force against others, in the democratic arena, may be constitutive of a behaviour that treats others with the respect due to their status as autonomous agents.  相似文献

This paper combines three elements: a discussion of democratic values and the status of outsiders in Japanese political culture, the development of new measures to examine sensitive issues of nativism and foreigner perception in Japan, and an empirical exploration of the relationship between democratic values and antipathy toward outsiders. Two forms of democratic orientation were investigated in a sample of about 1,000 university students in Japan: a defensive version, which adheres to the formalistic requirements of democracy but is exclusionary and illiberal, and a universalist version that is liberal and tolerant. A defensive orientation is associated with greater chauvinism, a greater sense of threat emanating from foreigners, and a heightened anxiety about economic competition. A universalist orientation is associated with low perceived threat and low chauvinism, a lack of fear of economic competition, and a positive view of the cultural contributions of outsiders. Nativism may indeed be compatible with democratic values, but only with the defensive, exclusionary form. In short, the defensive form is democracy for xenophobes. Such an orientation is not unique to Japan, but is likely to be found in developing democracies as well as in advanced democracies that feel threatened.  相似文献
