Ethics and Nanotechnology: Views of Nanotechnology Researchers   总被引:1,自引:1,他引:0

A study was conducted of nanotechnology (NT) researchers’ views about ethics in relation to their work. By means of a purpose-built questionnaire, made available on the Internet, the study probed NT researchers’ general attitudes toward and beliefs about ethics in relation to NT, as well as their views about specific NT-related ethical issues. The questionnaire attracted 1,037 respondents from 13 U.S. university-based NT research facilities. Responses to key questionnaire items are summarized and noteworthy findings presented. For most respondents, the ethical responsibilities of NT researchers are not limited to those related to safety and integrity in the laboratory. Most believe that NT researchers also have specific ethical responsibilities to the society in which their research is done and likely to be applied. NT appears to be one of the first areas of contemporary technoscientific activity in which a long-standing belief is being seriously challenged: the belief that society is solely responsible for what happens when a researcher’s work, viewed as neutral and merely enabling, is applied in a particular social context. Survey data reveal that most respondents strongly disagree with that paradigmatic belief. Finally, an index gauging NT researcher sensitivity to ethics and ethical issues related to NT was constructed. A substantial majority of respondents exhibited medium or high levels of sensitivity to ethics in relation to NT. Although most respondents view themselves as not particularly well informed about ethics in relation to NT, a substantial majority are aware of and receptive to ethical issues related to their work, and believe that these issues merit consideration by society and study by current and future NT practitioners.

Risk management of nanotechnology is challenged by the enormous uncertainties about the risks, benefits, properties, and future direction of nanotechnology applications. Because of these uncertainties, traditional risk management principles such as acceptable risk, cost–benefit analysis, and feasibility are unworkable, as is the newest risk management principle, the precautionary principle. Yet, simply waiting for these uncertainties to be resolved before undertaking risk management efforts would not be prudent, in part because of the growing public concerns about nanotechnology driven by risk perception heuristics such as affect and availability. A more reflexive, incremental, and cooperative risk management approach is required, which not only will help manage emerging risks from nanotechnology applications, but will also create a new risk management model for managing future emerging technologies.  相似文献

Risk analysis and regulatory systems are usually evaluated according to utilitarian frameworks, as they are viewed to operate “objectively” by considering the health, environmental, and economic impacts of technological applications. Yet, the estimation of impacts during risk analysis and the decisions in regulatory review are affected by value choices of actors and stakeholders; attention to principles such as autonomy, justice, and integrity; and power relationships. In this article, case studies of biotechnology are used to illustrate how non-utilitarian principles are prominent in risk analysis and regulatory review and to argue that these relationships should be carefully considered as we consider nanotechnology oversight systems for its products. We argue that there are not distinct separations between “science-based” review systems, in which evaluations of the consequences of technological products are primarily considered, and principles of integrity, justice, non-maleficence, and autonomy. It should further be expected that, given research into fair treatment during decision-making processes, attention to ethics will affect how citizens assess emerging technologies. Finally, a more holistic approach for evaluating oversight systems for the products of nanotechnology is suggested, one which does not draw a sharp distinction between risk analysis, regulation, and respect for non-utilitarian values.

The experience with genetically modified foods has been prominent in motivating science, industry and regulatory bodies to address the social and ethical dimensions of nanotechnology. The overall objective is to gain the general public’s acceptance of nanotechnology in order not to provoke a consumer boycott as it happened with genetically modified foods. It is stated implicitly in reports on nanotechnology research and development that this acceptance depends on the public’s confidence in the technology and that the confidence is created on the basis of information, education, openness and debate about scientific and technological developments. Hence, it is assumed that informing and educating the public will create trust, which will consequently lead to an acceptance of nanotechnology. Thus, the humanities and social sciences are seen as tools to achieve public acceptance. In this paper, the author argues that this is a narrow apprehension of the role of the humanities and social sciences. The humanities and social sciences have a critical function asking fundamental questions and informing the public about these reflections. This may lead to scepticism, however, the motivation for addressing the social and ethical dimensions of nanotechnology should not be public acceptance but informed judgement. The author illustrates this critical function by discussing the role, motivation and contribution of ethics as an example. Lastly, the author shows that a possible strategy for incorporating the humanities and the social sciences into nanotechnology research and development is Real-Time Technology Assessment, where the purpose is to integrate natural science and engineering investigations with ethical, legal and social science from the outset.

This paper analyses rhetorics of scientific and corporate enthusiasm surrounding nanotechnology. I argue that enthusiasts for nanotechnologies often try to have it both ways on questions concerning the nature and possible impact of these technologies, and the inevitability of their development and use. In arguments about their nature and impact we are simultaneously informed that these are revolutionary technologies with the potential to profoundly change the world and that they merely represent the extension of existing technologies. They are revolutionary and familiar. In debates surrounding possible regulation of these technologies it is claimed both that their development is inevitable, so that regulation would be fruitless, and that increased research funding and legislative changes are necessary in order that we can enjoy their benefits. That is, they are inevitable and precarious. An increased awareness of these rhetorical contradictions may allow us better to assess the likely impact and future of nanotechnology.

Positive academic performance is a strong indicator of subsequent positive life course outcomes (e.g., employment) as well as underrepresentation in psychiatric populations, drug use, school dropout, and subsequent legal trouble (A. Farn & J. Adams, 2016). As such, helping all children to be successful in school is a top priority for parents, educators, and politicians alike. However, schools are challenged by an increasing demand to meet children's health and metal health needs in order for them to benefit from, and progress in, their educational experience. Public concerns regarding violent acts on school property have highlighted the need to address student and teacher safety. The authors provide recommendations for school psychologists regarding promising practices that respond to national initiatives to prevent school violence, increase access to health and mental health care, and enhance equity among students.  相似文献

Human enhancement, in which nanotechnology is expected to play a major role, continues to be a highly contentious ethical debate, with experts on both sides calling it the single most important issue facing science and society in this brave, new century. This paper is a broad introduction to the symposium herein that explores a range of perspectives related to that debate. We will discuss what human enhancement is and its apparent contrast to therapy; and we will begin to tease apart the myriad intertwined issues that arise in the debate: (1) freedom & autonomy, (2) health & safety, (3) fairness & equity, (4) societal disruption, and (5) human dignity.

Environmental organizations have raised concerns about the environmental, health, and safety (EHS) implications of the hundreds of products containing nanomaterials that are now on the market. In the process they have drawn attention to the ‘undone science’ of EHS research and called for changes in both research and regulatory policy. Environmental and other advocacy organizations have been active in three policy fields in the United States: funding levels for EHS research, moratoria on the production of new nanomaterials largely based on the precautionary principle, and negotiations over definitions of safe or responsible nanotechnology with the private sector and the federal government. During the administration of President George W. Bush, calls for more research and industry guidelines met with greater success than those that called for moratoria and enhanced mandatory regulation. The more successful strategies tend to reproduce scientistic politics associated with risk assessment, whereas the less successful strategies would open up a broader public debate on the extent to which nanotechnology is needed or socially desirable.  相似文献

Nanotechnologies that have been linked to the possibility of enhancing cognitive capabilities of human beings might also be deployed to reduce or eliminate such capabilities in non-human vertebrate animals. A surprisingly large literature on the ethics of such disenhancement has been developed in response to the suggestion that it would be an ethically defensible response to animal suffering both in medical experimentation and in industrial livestock production. However, review of this literature illustrates the difficulty of formulating a coherent ethical debate. Well structured arguments for disenhancement can be made on the basis of mainstream views on the basis of ethical obligations to animals, but these arguments have not been persuasive against the moral intuition that disenhancements are unethical. At the same time, attempts to ground these intuitions in a coherent philosophical doctrine have been plagued by logical fallacies and question begging assertions. As such, the debate over animal disenhancement forecasts an enduring conundrum with respect to the core question of transforming the nature of sentient beings, and this conundrum is logically independent of claims that relate either to the distinctive of human beings or to issues deriving from the emphasis on enhancement.  相似文献

Distressing health promotion advertising involves the elicitation of negative emotion to increase the likelihood that health messages will stimulate audience members to adopt healthier behaviors. Irrespective of its effectiveness, distressing advertising risks harming audience members who do not consent to the intervention and are unable to withdraw from it. Further, the use of these approaches may increase the potential for unfairness or stigmatization toward those targeted, or be considered unacceptable by some sections of the public. We acknowledge and discuss these concerns, but, using the public health ethics literature as a guide, argue that distressing advertising can be ethically defensible if conditions of effectiveness, proportionality necessity, least infringement, and public accountability are satisfied. We do not take a broad view as to whether distressing advertising is ethical or unethical, because we see the evidence for both the effectiveness of distressing approaches and their potential to generate iatrogenic effects to be inconclusive. However, we believe it possible to use the current evidence base to make informed estimates of the likely consequences of specific message presentations. Messages can be pre‐tested and monitored to identify and deal with potential problems. We discuss how advertisers can approach the problems of deciding on the appropriate intensity of ethical review, and evaluating prospective distressing advertising campaigns against the conditions outlined.  相似文献

Organizational and staffing researchers are often interested in evaluating whether subgroup differences exist (e.g., between Caucasian and African‐American individuals) on predictors of job performance. To investigate subgroup differences, researchers often will collect data from current employees to make inferences about subgroup differences among job applicants. However, the magnitude of subgroup differences (i.e., Cohen's d) within incumbent samples may be different (i.e., smaller) than the magnitude of subgroup differences in applicant samples because selection of applicants typically reduces the variance of scores on the predictors (i.e., because lower scoring applicants are not selected). If researchers seek to generalize a d value in an incumbent sample to the applicant population, they may use Bobko, Roth, and Bobko's (correcting the effect size of d for range restriction and unreliability, 2001) Case II or III correction. By extension, Hunter, Schmidt, and Le (implications of direct and indirect range restriction for meta‐analysis methods and findings, 2006) have proposed a Case IV correction, which is more realistic than Bobko et al.'s approach. Therefore, this paper develops a Case IV correction for d (i.e., dc4). The simulation results showed that the dc4 was generally accurate across 6,000 simulation conditions. Moreover, 2 published datasets were reanalyzed to show the influence of the Case IV correction on d. In addition, implications and future directions of the dc4 are discussed.  相似文献

In 1996, California was the first state to pass a Compassionate Use Act allowing for the legal use of marijuana for medical purposes. Here we review several current policy and land use environmental interventions designed to limit problems related to the influx of medical marijuana dispensaries across California cities. Then we discuss the special challenges, solutions, and techniques used for studying the effects of these place-based policies. Finally, we present some of the advanced spatial analytic techniques that can be used to evaluate the effectiveness of environmental interventions, such as those related to reducing problems associated with the proliferation of medical marijuana dispensaries. Further, using data from a premise survey of all the dispensaries in Sacramento, this study will examine what characteristics and practices of these dispensaries are related to crime within varying distances from the dispensaries (e.g., 100, 250, 500, and 1,000 feet). We find that some security measures, such as security cameras and having a door man outside, implemented by medical marijuana dispensary owners might be effective at reducing crime within the immediate vicinity of the dispensaries.  相似文献

The purpose of this paper is to discuss polyvagal theory as a theoretical foundation for helping clinicians more effectively treat clients who have experienced major trauma. More specifically, we emphasize that through the use of both modern and post-modern models, marriage and family therapists may use emotion regulation strategies to assist clients in overcoming the negative repercussions of traumatic events. We suggest that the nature of emotional arousal which accompanies trauma alters the physical process by which the body regulates future affective stimuli in ways that are potentially detrimental to human relationships. We then offer a discussion of how a selection of MFT models contain strategies that promote reconnection to self and others that should be utilized with greater precision, ultimately to target the physiological symptoms of trauma-altered emotion regulation processes. Finally, we discuss the need for more specific, process-oriented research that integrates cross-disciplinary theory to contribute to a more intricate and useful understanding of the treatment of trauma in the relational context.  相似文献

Over the last twenty years, research on the impact of engaging children and adolescents in the generation of new knowledge about their lives, schools, and communities, has grown tremendously. This systematic review summarizes the findings from empirical studies of youth inquiry approaches in the United States, with a focus on their environmental outcomes. Searches of four interdisciplinary databases retrieved a total of 3,724 relevant articles published between 1995 and 2015. Sixty‐three distinct studies met the systematic review inclusion criteria, of which, 36 (57.1%) reported that the youth inquiry approach contributed to positive changes among adults, peers, organizations, and/or institutions. These environmental outcomes were qualitatively recorded, inductively categorized, and then organized into Bronfenbrenner's ecological framework. Youth inquiry approaches led to practitioner growth and changes in peer group norms at the micro‐system level, program development or improvement and research benefits at the meso‐system level, and school, city, and state level policy adoption at the exo‐system level. Qualitative methods, especially case studies, were most commonly used to evaluate the impact of youth inquiry approaches on environmental outcomes. Studies of approaches that utilized advocacy to create change, targeted decision‐makers as the audience for the youth's work and convened for a longer duration were more likely to report improved environmental outcomes. This systematic review suggests that youth inquiry approaches are a promising strategy for ecological systems change.  相似文献

Abstract : This article addresses two problems in the development of an adequate Lutheran ethics in our time: moral quietism in the public square and an overly narrow and individualistic moral vision. I argue that the construction of grace as “freedom” tends toward “cheap grace” and that grace needs, then, to be thought of as a compelling of moral striving. Second, I argue that our sense of moral despair today should be broadened to focus on our participation in social structures that damage humans and the nonhuman world as much as on our personal and individual failings.  相似文献
