Substantial progress in handling scientific misconduct cases has been made since the first cases were investigated by the NIH Office of Scientific Integrity in 1989. The successor Office of Research Integrity (ORI) has simultaneously reduced the backlog of cases and increased the professionalism with which they are handled. However, a spate of lawsuits against universities, particularly those brought under the federal False Claims Act, threatens to undermine the ORI by encouraging use of the courts as an alternate route for resolving claims of research misconduct. Next steps should include establishing a government-wide definition of scientific misconduct, providing immunity from lawsuits for institutions that follow proper procedures in investigating charges of scientific misconduct, and participating in the development of international guidelines for maintaining scientific integrity. The present study investigated whether and how social consensus affects the way perceivers encode information concerning a deviant member of a stereotyped group. Participants formed an impression of a gay person described by means of both positive and negative behaviours. Participants also learned that they had to communicate their impression to an unidentified audience whose stereotype about gays was unknown or to an ingroup audience which was presented to be either positive or negative about gays. Results indicated that participants who ignored the identity of the audience and its position towards gays devoted more time to examine the information than participants who had been informed about the audience and its opinion about gays. More importantly, participants spent less (more) time to encode information that was in line (at odds) with the stereotype of the audience. Results are discussed in terms of the interplay between cognitive and social factors in general, and of recent evidence about inconsistency‐resolution effect and consensual beliefs in particular. Policy is the product of a group struggle between contending factions who constantly strive to weight policy creation and decision making in their favor. Within social service settings, resource policies promoted by management compete with service policies of social workers. Management familiarity with information technology (IT) rewards operational advantage in resource application at the expense of social work personnel. Within the Israeli Ministry of Labour and Social Affairs this has enhanced the position of the manager. Social workers failed to incorporate IT within the natural systems approach resulting in a state of disempowerment vis à vis IT itself. The social worker will be able to avail himself of IT only consequent to redefinition of social services organization policy based on social work concepts such as social change, involvement, informal organization and empowerment. His current interest is the knowledge base of social work. He has written widely on social work and the personal social services, with particular reference to dependency, empowerment and new technology.  相似文献

This paper looks at the issues and controversies that led to creation of the Office of Research Integrity (ORI) and that dominated its agenda in the early years. The successes and failures of ORI are described and new problems identified. This paper then looks ahead to the future, considering what issues will dominate ORI’s agenda and affect the research institutions, individual scientists, and the scientific community in the next several years.  相似文献

The research programme of the philosophy of information (PI) proposed in 2002 made it an independent area or discipline in philosophical research. The scientific concept of ‘information’ is formally accepted in philosophical inquiry. Hence a new and tool-driven philosophical discipline of PI with its interdisciplinary nature has been established. Philosophy of information is an ‘orientative’ rather than ‘cognitive’ philosophy. When PI is under consideration in the history of Western philosophy, it can be regarded as a shift of large tradition. There are three large traditions at large, known as Platonic, Kantian and Leibniz-Russellian. In the discussion of the position of the possible worlds, we have modal Platonism and modal realism, but both of the theories are made in the framework of Western philosophy. In this essay, it is argued that possible worlds could be seen as worlds in information, which is then an interpretation of modal information theory (MIT). Our interpretation is made on the basis of Leibniz’s lifelong connection with China, a fact often overlooked by the Western philosophers. Possible world theory was influenced by the Neo-Confucianism flourishing since the Song Dynasty of China, the foundation of which is Yijing. It could be argued that Leibniz’s possible world theory was formulated in respect to the impact of the thoughts reflected in Yijing, in that one of the prominent features is the model-theoretic construction of theories. There are two approaches to theory construction, i.e., axiom-theoretic and model-theoretic. The origin of the former is from ancient Greece and the latter from ancient China. And they determined the different features of theoretic structures between the oriental and occidental traditions of science and technology. The tendency of the future development of science and technology is changing from the axiom-theoretic to the model-theoretic orientation, at least the two approaches being complementary each other. To some extent, this means the retrospective of tradition in the turning point of history, and some of the China’s cultural traditions might become the starting points in formulating the future Chinese philosophy of science and technology.  相似文献

Wide-area computer networks provide a wealth of information services that have the potential to alter the approach toward scholarship taken by both students and researchers. Although it can be argued that the translation of information from hard copy to a publicly accessible electronic form has developed slowly, the total volume of text-based information that has been digitized is already staggering. Two major challenges facing psychologists wishing to develop their skills in network use are to identify and locate pertinent information that is accessible, and to find an easy way to retrieve it. This paper is an attempt to provide an overview of network resources and services that may be of particular interest to psychologists and psychology students. Its focus is on how to learn more about the available information services, as well as how to make access as user friendly as possible.  相似文献

Science can reinforce the healthy aspects of the politics of the policy process, to identify and further the public interest by discrediting policy options serving only special interests and helping to select among “science-confident” and “hedging” options. To do so, scientists must learn how to manage and communicate the degree of uncertainty in scientific understanding and prediction, lest uncertainty be manipulated to discredit science or to justify inaction. For natural resource and environmental policy, the institutional interests of government agencies, as well as private interests, pose challenges of suppression, over-simplification, or distortion of scientific information. Scientists can combat these maneuvers, but must also look inward to ensure that their own special interests do not undermine the usefulness of science.  相似文献

This article examines the responses of states, localities, and the private sector to recent attempts by the federal government to realign domestic responsibilities for the provision of human services. In exploring this issue, the author conducted a study of agencies assisting the developmentally disabled in Greater Richmond, Virginia. The author finds that the nation is experiencing a fundamental paradigm shift--a reconceptualization of structure, goals, and responsibilities--with respect to social welfare, with new public-private sector partnerships emerging to meet human needs.  相似文献

Several potential advantages of computerized scientific journals delivered on erasable optical disks are explored, including the availability of hypertext functions; databases of evaluative peer ratings and comments, as well as of author responses; keyword, rating, and text searching; author revisions or retractions of articles; availability of original research data to other researchers; and the possibility of incremental construction of journal-based computer expert systems. The effects of presenting future target stimuli in the consequent event following correct responses to current target stimuli were examined in two experiments teaching eight students with moderate handicaps to name photographs. In Experiment I, progressive time delay was used to teach two sets of photographs. During instruction, correct responses to one set of stimuli resulted in praise and presentation of the printed word for the person in the photograph (future condition). In the second set, a correct response was followed by praise alone (non-future condition). After establishing criterion level performance on both sets of photographs, students were taught to read the printed word from each of the two sets. Experiment II was a systematic replication of Experiment I. Four students from a different classroom also were taught to name two sets of photographs. An adapted alternating treatments design was used in each experiment. The results indicated that (a) all students learned to name the photographs; (b) presentation of future target stimuli (words) in consequent events resulted in seven of the eight students learning to read some of the words; and (c) the total number of sessions, trials, errors, and percentage of errors  相似文献

It is essential for the strategy of open access self-archiving that scientific authors are given comprehensive information on publisher copyright policies. DINI, the German Initiative for Networked Information, has developed a German (and potentially multilingual) interface to the English SHERPA/RoMEO service to provide additional information on German publishers' open access policies. As a next step, this interface was enhanced to an integration layer combining different sources on publisher copyright policies. This integration layer can be used in many different contexts. Together with the SHERPA/RoMEO team, DINI aims to build an international support structure for open access information.  相似文献

One of the important goals of education is for students to learn to be responsible civic participants. Thus, the time students spend in college is invaluable. It is important that students learn to participate and be responsible citizens of their community during their time in college (Giles and Eyler in Mich J Community Serv Learn 1:77–85, 1994). In this study, a program to help achieve this important educational goal is presented and evaluated. This involved the examination of the impact of actual participation in a community service activity on students’ changes in attitudes and future intentions. A path model based on predictions drawn from place attachment theory was developed and tested to examine how participating in a community service activity affected students’ place attachment and interests in community service. Two-hundred-and-nine university students participated in the study. Results confirmed the hypothesized model. Implications for enhancing student involvement in their communities and encouraging their development into responsible citizens were discussed.  相似文献
